Job Description:
WASH Programme Development and Management:
- Lead the design and revision of the Water, Sanitation and Hygiene component of the Integrated Program Framework (IPF), using approved global guidelines and quality standards, in collaboration with the Southern Africa Regional Office (SAR), Global Centre, Support Offices, and SST.
- Contribute to the overall National Office strategy by guiding the development of outcome pathways, intervention packages, and Results Frameworks that are measurable, adaptive, and evidence-based, ensuring that WASH Business Plan priorities are reflected in the national strategy.
- Build the capacity of project staff to implement WASH models as part of the National Office Integrated Programme Frameworks (IPFs).
- Ensure fidelity of implementation by establishing and enforcing sector standards for implementing staff and partners to deliver quality programming.
- Support District Managers and other sector leads to adapt appropriate WASH intervention packages and models for implementation in local areas, and support AP target setting, as well as the review and approval of annual plans and budgets in line with approved IPFs.
- Support the integrated implementation of sector intervention packages and models across programme and project areas (ADPs, Grants, and PNS-funded projects).
- Work closely with the Programme Quality and Impact Department and other Technical Specialists to compile national-level evaluations and other required integrated programme reports.
- Provide technical oversight of IPF implementation to ensure WASH programme delivery is aligned with the National Strategy and other relevant standards and policies.
- Collaborate in the development of relevant IPF budgets and plans for the National Office and ADPs.
- Ensure the effective management of WASH budgets and activities in an integrated manner within and across IPFs to support efficient and timely implementation in Area Development Programmes.
- Review district programme design and redesign documents, including WASH project ITTs, DIPs, and multi-year budgets.
- Develop national-level WASH targets in collaboration with DM&E.
- Upload approved WASH logframes into IMPAQ.
- Conduct monthly reviews of WASH ATTs and expenditure reports to monitor implementation, identifying and addressing issues as required.
- Review and approve mid-year budget and plan revisions for submission in IMPAQ.
- Review and provide technical approval of AP annual and semi-annual reports.
- Conduct programme monitoring and technical support visits at least twice per quarter, providing training, observing field activities, offering technical guidance, monitoring RC participation, and quality-assuring the implementation of core project models.
Technical Leadership:
- Provide overall National Office technical leadership for Water, Sanitation and Hygiene, including participating in the Crisis Technical Team as required, serving as focal point for regional and global sectoral initiatives on behalf of WV Mozambique, coordinating Water, Sanitation and Hygiene participation in HEA clusters across the country, and providing technical support to other departments as required.
- Contribute specialist technical knowledge to strategy design, implementation and review processes – including leading sectoral external landscaping, developing strategic Theory of Change for sectoral area, contributing to Country Strategy Implementation Plan (CSIP) Development and participate in annual strategy review process as required.
- Lead sectoral contribution and technical analysis in national level vulnerability mapping process
- Work closely with SARO and GC WASH teams to ensure that MozWASH programming is fully aligned to partnership technical standards, plans and strategies.
- Work in partnership with SARO and WVUS to develop and implement the MOZWASH Business plan, ensuring alignment with and contribution to WV Moz’s national strategy, while applying an entrepreneurial mindset to the development and growth of the WASH program (including strategic staffing, financial leveraging, resource mobilization, partnerships, and program expansion) to ensure the program remains on track to achieve its five-year financial and implementation targets and goals.
- Regularly update the Strategy and Programmes Director on key issues and developments relating to MozWASH programme portfolio, funding and plans.
Impact, Evidence and Learning:
- Prepare Water, Sanitation and Hygiene annual report, communicating the impact and learning generated by WASH implementation, for circulation with WV Moz, SARO, SST and the wider partnership.
- Actively engage with and champion the use of the mWater platform as a core management and learning tool for the WASH programme, ensuring timely and quality input, review and analysis of WASH outputs, targets, impact stories/photos and financial information. Use mWater data and insights to identify trends, inform evidence-based decision-making, strengthen programme quality and accountability, and identify opportunities for programme growth and improvement. Lead by example in promoting a culture of data use, learning, innovation and continuous improvement across the WASH team and wider programme.
- Contribute to Annual Impact Measurement (AIM) and AIM+ processes, including reviewing the design to ensure that WASH technical indicators are incorporated.
- Establish regular flow of technical information from all programmes and funding streams (GAM, PNS and Spon), in order to achieve a comprehensive understanding of the impact, evidence and learning of Water, Sanitation and Hygiene across the national programme portfolio (including all funding streams).
- Receive and compile impact data for key indicators across all programmes and funding streams, ensuring quality sector data is included in the National Programme Impact Dashboard.
- Compile, review and submit all donor reports, to ensure effective management information is available in a timely manner.
- Work with DM&E to review and assure quality of sector data included in the SLT Internal Strategy Monitoring Tool
- Review and analyse RC monitoring data, in order to understand issues affecting vulnerable children, to inform programming and to support field teams in identifying and responding to specific CWB issues.
- Regularly communicating key sectoral achievements through different channels to different audiences, including developing and sharing technical briefs, capacity statements, short emails updates and success stories etc.
- Identifying and sharing Water, Sanitation and Hygiene sector “best practice” from across the national programme portfolio
- Review and quality assure monthly ATT data, identifying and addressing any issues in data quality
New Programme Design and Funding Acquisition:
- Lead technical input to grant proposal development process, ensuring technical support is available throughout proposal design (including liaison with other technical staff to participate as needed, in order to assure consistent level of ongoing technical support).
- Lead development of all Water, Sanitation and Hygiene related PNS project designs, including coordination of design working group, developing budget with finance and submission of proposals and concept notes.
- Provide support to DM&E team on AP Assessment and Design processes
- Proactively seek new funding opportunities in relation to Water, Sanitation and Hygiene, including identifying and engaging PNS donors, foundations, bilateral and multilateral donors, trusts, corporate partners and other potential funding sources. Develop and maintain a diversified WASH acquisition pipeline and proactively draft and share concept notes that respond to WASH and opportunities identified across programme areas.
- Strive to maintain a strong portfolio-wide leverage ratio of at least 5:1 between the total WASH programme budget and MozWASH base funding, proactively identifying opportunities to leverage core WASH resources through new funding, co-financing partnerships, and strategic investment.
- Maintain situational awareness of actual and potential hazards, before, during and after a disaster.
PNS Project Management:
- Lead on all programme management, donor engagement and SO collaboration in relation to key, high value PNS donors, including Charity:Water.
- Lead planning and management of MozWASH Basefund, coordinating with the National Operations Team Leader, relevant District Teams and the Strategy and Programmes Director on key staffing and targeting decisions.
- Prepare field staff for implementation of PNS projects, including start up workshop (virtual or face to face)
- Monthly review of PNS ATTs and expenditure reports to monitor implementation, identifying and addressing issues where needed
- Review annual Carryforward data for PNS, identifying issues and lessons learned with district teams, and to revise annual plans based on C/F impact.
- Review and approve PNS reports, assuring quality and compliance with donor guidelines
- Coordinate with District Team and National Operations Team Leader on preparing No Cost Extension requests, if required.
Advocacy and External Engagement:
- Proactively represent WV Mozambique in external forums - sharing impact, evidence and learning in relation to Water & Sanitation, from across the national portfolio of Water, Sanitation and Hygiene programming.
- Actively participate in HEA clusters at NO level, ensuring that all meetings are attended either directly or by someone representing Water, Sanitation and Hygiene, at national and provincial levels.
- Work with the communications team to provide technical content for external publications and participate in media interviews as required.
- Analyse Water, Sanitation and Hygiene related CVA findings, review national policy standards against actuals and, with support from Advocacy and External Engagement Team, develop a Water, Sanitation and Hygiene sector advocacy plan – identifying key advocacy goals and audiences to be influenced and outlining concrete steps to be taken to pursue advocacy goals each FY.
- Support GAM team in engaging new and existing donors, this could include presenting on WV Moz’s Water, Sanitation and Hygiene approaches and impact, developing and sharing donor friendly material (including technical briefs and capacity statements), and liaising with technical teams from donors to discuss WV’s Water, Sanitation and Hygiene experience and aims.
- Proactively seek to engage new and existing PNS donors interested in funding Water, Sanitation and Hygiene programmes, either directly in Mozambique, in coordination with GAM, or via the relevant SOs internationally.
- Ensure strong relationships with relevant government departments at national and provincial level, working in coordination with relevant WV Moz teams to assure that WV Moz is represented in appropriate technical discussions, meetings and forums at local, provincial and national levels.
- Actively participating in all relevant sector forums and networks, including peer agencies, to optimise WV’s learning from others, strengthen partnerships and build WV’s credibility and reputation in relation to Water, Sanitation and Hygiene
People Management and Leadership:
- Provide leadership and direct line management to the MozWASH Team
- Technical Management of District Water, Sanitation and Hygiene Technical Coordinator (TCs), including technical supervision and support, contributing to annual performance agreements/reviews, and actively coordinating with District Managers to agree and monitor TC’s monthly work plans.
- Conduct annual performance reviews for direct reports and ensure all programme staff receive a performance review from their supervisor;
- Ensure that staff are given appropriate development opportunities including training, coaching and mentoring, fostering a healthy, inclusive and collaborative team culture across the WASH programme, and encouraging broad participation and meaningful contributions from staff across different areas of expertise. Promote equitable opportunities for leadership, development and contribution, with due consideration to gender equality, disability and social inclusion (GEDSI) in staffing, team composition and professional development.
- Holding monthly meetings with TCs across the districts to review progress against plans, provide technical coaching, share good practice and support technical skills development.
- Hold quarterly technical review meetings with all Water, Sanitation and Hygiene technical staff in WV Moz (across all provinces, programmes and funding streams) to facilitate information sharing, coordination and professional development.
- Coordinate with technical personnel and their line managers to ensure Water, Sanitation and Hygiene technical support to all areas of WV’s work – including GAM support, cluster meetings, sector networks and relationships with Water, Sanitation and Hygiene government teams at National, provincial and local levels.

- Participate in Programmes Department Senior Management Team, contributing to the strategic direction and management of the department, and representing management decision to the MozWASH team and wider department.

Requirements
Education and Knowledge
- University degree in Civil Engineering, Geology, Hydraulics, Public Health Engineering, Integrated Water Resources Management, or other related subject combined with relevant work experience in Water & Sanitation sector. Advanced degree (Masters) degree in any of these subjects is a strong advantage.
Experience
- 5+ years of experience in Water & Sanitation programme management and Water & Sanitation technical leadership, including management of a diverse WASH portfolio.
- Proven experience in project design, implementation, monitoring and evaluation, technical quality assurance and report writing.
- Proven experience in community development work with a thorough understanding of sustainable development and community-level interventions.
- Experience in working with various donors and government donor agencies, donors engagemenisition and implementation, and proposal writing is essential.
- A proven track record in Water & Sanitation related policy advocacy is preferred.
Other Competencies/Attributes:
- Strong presentation skills and ability to communicate in Portuguese and English orally and in writing.
- Strong facilitation, supervision and capacity building skills.
- Technical skills, including familiarity with WV Water & Sanitation approaches and experience in building staff capacity implement those models. Ability to train a diverse audience such as WV staff, church and community leaders, as well as partners, using inclusive and participative methods.
