About this role

The Health & Services Sector at Leidos has an opening for a Program Manager – Electronic Health Record (EHR) Deployment to support a newly awarded EHR modernization program for the Department of Homeland Security (DHS), supporting U.S. Immigration and Customs Enforcement (ICE) and U.S. Customs and Border Protection (CBP).

The Program Manager will have overall responsibility for successful program execution and will serve as a primary interface with the Government customer. This role will lead a multidisciplinary team responsible for the planning, implementation, deployment, and sustainment of an enterprise Oracle Health EHR solution. The Program Manager will be accountable for technical, schedule, financial, contractual, staffing, quality, and performance objectives and will coordinate closely with Government stakeholders, Oracle Health, subcontractors, and Leidos technical and functional teams.

This is an opportunity to lead a complex, mission-critical health IT modernization effort that will improve the delivery of healthcare services across DHS.

Primary Responsibilities

- Lead overall program execution and ensure contractual, technical, financial, schedule, quality, and performance objectives are achieved.
- Serve as a primary point of contact for Government leadership and maintain effective relationships with the Contracting Officer, Contracting Officer's Representative (COR), program stakeholders, and mission partners.
- Lead the planning, design, implementation, deployment, and sustainment of the Oracle Health EHR solution across the customer environment.
- Manage multidisciplinary teams spanning program management, clinical and functional operations, systems engineering, infrastructure, integration, cybersecurity, testing, training, deployment, and sustainment.
- Develop and maintain integrated program plans, schedules, milestones, staffing plans, budgets, risks, issues, dependencies, and performance metrics.
- Monitor program execution, identify deviations from plan, and lead corrective actions to maintain successful delivery.
- Manage program resources, staffing, subcontractors, and Other Direct Costs (ODCs) within established contractual and financial parameters.
- Lead deployment readiness and implementation activities, including coordination of technical, operational, training, and end-user readiness.
- Establish and maintain program risk, quality, configuration, and change management processes.
- Provide clear and timely program status, recommendations, executive briefings, metrics, and decision support to Government and Leidos leadership.
- Coordinate with Oracle Health and other technology vendors and implementation partners to resolve issues and deliver integrated capabilities.
- Oversee Agile program execution and ensure effective coordination across project teams, product owners, Scrum teams, and other stakeholders.
- Provide oversight of Artificial Intelligence (AI) and machine learning-related program components, including coordination of governance and risk-management activities consistent with DHS, ICE, and CBP policies.
- Build and maintain a high-performing program team, including workforce planning, staff development, performance management, and effective allocation of resources.

Basic Qualifications

- Bachelor's degree with 12+ years of relevant experience or master's degree with 10+ years of relevant experience . Additional years of relevant experience may be considered in lieu of a degree in accordance with Leidos equivalency guidelines.
- 8+ years of project or program management experience in complex enterprise information technology environments.
- Demonstrated experience leading the implementation and deployment of enterprise Electronic Health Record (EHR) solutions.
- Demonstrated experience with Oracle Health/Cerner EHR solutions , including experience supporting implementation, deployment, integration, or sustainment activities.
- Current Project Management Professional (PMP) certification , held for a minimum of six years.
- Current Certified ScrumMaster (CSM) or Professional Scrum Master I (PSM I) certification and 3+ years of Scrum Master or similar Agile leadership experience.
- Current Information Technology Infrastructure Library (ITIL) v4 certification .
- Experience managing Agile software development and/or implementation activities across the software development lifecycle.
- Experience leading multidisciplinary teams and managing complex dependencies across technical, functional, operational, and business workstreams.
- Experience managing program scope, schedules, budgets, resources, risks, issues, deliverables, and subcontractor performance.
- Experience with contract management and execution of large-scale government or enterprise IT programs.
- Experience developing and managing integrated project schedules, milestones, critical paths, performance metrics, and executive-level reporting.
- Familiarity with AI and machine learning applications in healthcare environments, including governance and risk considerations.
- Strong executive-level written and verbal communication, presentation, negotiation, and stakeholder-management skills.
- Ability to analyze complex problems, operate effectively in an evolving environment, and develop actionable recommendations and solutions.
- Experience with project and requirements management tools such as Microsoft Project and JIRA.
- U.S. citizenship required.
- Ability to obtain and maintain a Public Trust clearance in accordance with contract requirements.
- Ability to support occasional after-hours, weekend, or holiday response for critical system outages or urgent program matters, as required by the contract.
- Ability to travel up to 25% in support of program and deployment activities.

Preferred Qualifications

- Previous experience supporting U.S. Immigration and Customs Enforcement (ICE), U.S. Customs and Border Protection (CBP), or other Department of Homeland Security organizations.
- Experience leading Oracle Health Millennium implementations or deployments.
- Experience managing large-scale, multi-site EHR deployments in federal healthcare environments.
- Experience supporting Department of Defense (DoD), Department of Veterans Affairs (VA), Indian Health Service (IHS), or other federal EHR modernization programs.
- Experience leading programs involving healthcare interoperability, interfaces and integration, clinical workflows, analytics, population health, or related Health IT capabilities.
- Strong technical background with experience working across systems engineering, cloud/infrastructure, cybersecurity, integration, testing, and production operations.
- Experience managing major software vendors, subcontractors, and implementation partners in a prime contractor environment.
- Experience leading geographically distributed teams and coordinating deployment activities across multiple operational sites.

## Pay Range:
Pay Range $154,050.00 - $278,475.00
