Appointment Type
This is a Temporary Exempt (TEX), full-time position. This position is excluded by the Charter from the competitive Civil Service examination process, is considered “at will” and shall serve at the discretion of the Appointing Officer. The duration of the appointment shall not exceed 36 months.

What We Do
San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing (HSH), founded in 2016, is a national leader in the movement to end homelessness by developing a coordinated, equity-driven, client-focused system of compassionate services while piloting innovative models, and implementing best practice solutions with measurable results.
HSH’s Homelessness Response System (HRS) oversees and implements a system of care that shelters, houses, and serves approximately 15,000 people daily. Major programs include: street outreach and service connection through the Homeless Outreach Team (SFHOT); 3,600 + bed shelter system for transitional age youth, adults and families including shelters for members of the LGBTQ community; rapid rehousing rental subsidies for families, adults, older adults, and transitional aged youth; the Problem Solving and flexible financial assistance programs; and robust supportive housing programs with over 14, 500 units which provide housing and services to formerly homeless transitional age youth, individuals, and families.
Job Description
The Department of Homelessness and Supportive Housing (HSH) has an exciting opportunity for an excellent communicator, experienced business analyst, and energetic individual who is passionate about solving homelessness for our community. This highly motivated and team-oriented person will play a key role within the Department’s ONE System Team. Under the general direction of the ONE System Director, the Senior IS Business Analyst will oversee and provide technical leadership for ONE System processes and projects.
The ONE System is an enterprise Software as a Service (SaaS) system and serves as San Francisco’s Homeless Management Information System (HMIS). The ONE System supports HSH and its 75+ community-based organizations to provide a unified system for the City’s Homelessness Response System. The ONE System operationalizes, streamlines, and tracks workflows related to outreach, assessment, prioritization, referral, and placement for families, youth, and individuals seeking housing, shelter and other vital programs and services.
The Senior Business Analyst will support and oversee key aspects of a project to automate the flow of case management data via APIs from individual provider/CBO systems into the ONE System. Currently, providers spend significant time entering duplicative information into their own case management system and the ONE System. By replacing duplicative, manual tasks with an automated data flow, provider case managers can devote more time serving clients. The position will work with various project stakeholders, including HSH program teams, the Department of Technology, community providers, and the ONE System software vendor. The position will generate technical documentation, participate in testing and quality assurance activities, build and maintain dashboards to monitor data and track key metrics, help troubleshoot technical issues, and make process improvement recommendations.
The successful candidate will be a good listener with the ability to work collaboratively with internal and external stakeholders and the software vendor. They will bridge communication gaps between these groups to meaningfully contribute to the success of the project. Essential duties include, but are not limited to:
- Develop technical documentation (e.g., data dictionaries and mapping templates) to support ingesting data from external systems into ONE via an API.
- Analyze ONE System API security permissions to determine required appropriate configuration for secure, connected API integration without granting more access than is needed.
- Support stakeholder communication and engagement by developing slide decks and targeted messaging materials for information sessions. Help facilitate and/or present at stakeholder meetings.
- Contribute to a “Provider API Onboarding Toolkit”, which will serve as a scalable toolkit to streamline the onboarding process for providers to participate in the project.
- Provide data mapping guidance to providers on mapping their source data structures into the required format for successful ingestion into ONE.
- Oversee aspects of testing to validate workflows and system stability for each provider as part of the onboarding process. Support live-data pilot within a secure test environment prior to production deployment.
- Define and document pre-submission data validation criteria, ensuring data quality and preventing errors prior to API transmission.
- Troubleshoot technical errors to diagnose and resolve data rejections and integration bottlenecks.
- Design and build monitoring dashboards to track data added via the API and identify any changes to the volume and quality of information present in ONE before and after the automated data feed.
- Help design and analyze key operational metrics and provide strategic recommendations and actionable next steps for scaling and/or modifying the middleware integration layer.
Qualifications
Education:
An associate degree in business administration, public administration, information systems, economics, finance, computer science, UX/UI design or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in one of the fields above or a closely-related field].
Experience:
Three (3) years in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.
Substitution:
One year of additional experience as described above may be substituted for the required degree. Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.
Desirable Qualifications:
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.
- Three (3) years of experience analyzing and documenting functional business processes and defining business requirements with clients and/or end users for large complex systems.
- Familiarity with Homeless Management Information Systems and homelessness response system programs.
- Professional IS business analyst work experience in the public sector (Government or Nonprofit).
- Expertise in utilizing appropriate tools for analyzing data, documenting processes and workflows, and performing software testing.
- Hands-on experience supporting large complex technology driven projects with multiple stakeholders.
- Experience working with APIs and/or on data integration/migration efforts.
- Experience preparing and maintaining user training materials, conducting online user training and making oral presentations.
- Ability to establish good working relationships and work collaboratively with team members, other departmental programs/teams, end users and software vendors.
- Ability to prioritize competing requests and work on short deadlines.
- Strong oral and written communication ability; adept at communicating with all levels of technical and non-technical staff.
