About this role

Location:  Summit Station, Greenland. Depending on the specific assignment and project needs, work may also be performed from Kangerlussuaq, Greenland, remotely/off-site at contractor facilities, or through occasional meetings at NSF Headquarters in Alexandria, Virginia

Period of Performance:  Up to 5 years, consisting of a 1-year base period plus four 1-year option periods, subject to the exercise of options

Position/Project Overview:

Project Solutions Inc. is seeking a Construction Manager to support the National Science Foundation (NSF) Summit Station Modernization and Recapitalization (SuMR) Project in Greenland, involving the engineering and construction of an elevated research station to replace existing surface structures. The project requires owner-side construction management, project oversight, quality assurance, commissioning, and coordination to support successful project execution. The Construction Manager will provide owner-side management and onsite oversight for the Summit Station Modernization and Recapitalization (SuMR) Project, a complex, remote construction project at Summit Station, Greenland. The role will coordinate contractors and project teams while overseeing schedule, progress, quality assurance, and safety, and must be onsite full-time when construction work is being performed.

This role is contingent upon award of project.

Responsibilities and Duties:

- Provide onsite construction management and owner’s representative oversight during active construction activities
- Coordinate activities among multiple prime contractors, design teams, commissioning teams, and other project stakeholders
- Monitor construction schedules and project progress to support timely execution of the work
- Perform and support progress measurement of construction activities and project deliverables
- Provide quality assurance monitoring to help ensure construction activities conform to project requirements and specifications
- Provide safety oversight and compliance reviews during construction activities, including responsibility to stop observed unsafe work practices
- Lead and/or participate in construction and other project-related meetings and coordinate with project teammates as required
- Support construction administration, including monitoring contractor adherence to standards, reviewing construction-related documentation, and identifying deficiencies in the work
- Support technical oversight activities, including construction inspections, testing compliance, commissioning coordination, and review of third-party testing and inspection reports

Required Education, Knowledge and Skills:

Education/Certification:

- Bachelor’s degree in Construction Management, Civil Engineering, Architecture, Mechanical/Electrical Engineering, or a related field required
- Professional certification(s) preferred, such as Certified Construction Manager (CCM), Professional Engineer (PE), and/or Project Management Professional (PMP)

​​ Experience:

- Minimum 15 years of progressively responsible construction experience
- At least 10 years of owner-side construction management experience
- Demonstrated experience managing complex construction projects
- Experience managing remote construction projects valued at $100M or more
- Experience coordinating multiple prime contractors on complex construction projects
- Experience coordinating and collaborating with design and commissioning teams
- Demonstrated experience with construction schedule monitoring and progress measurement
- Experience providing quality assurance oversight throughout construction activities
- Demonstrated experience with construction safety oversight
