About the Position

The Senior Land Rights Management Specialist provides advanced technical support to the Maricopa County Real Estate Department (RED) – Infrastructure Land Rights Management Division. This position performs complex land rights work supporting County and special district infrastructure projects. Work includes researching, reviewing, preparing, and coordinating deeds, easements, rights-of-way, licenses, permits, agreements, title documents, legal descriptions, maps, appraisals, and other real estate instruments to ensure accuracy and compliance with County and District requirements.

The incumbent coordinates the acquisition, transfer, modification, extinguishment, and documentation of land rights needed for County and Flood Control District projects. Responsibilities include title and public-record research, review of ownership and encumbrances, coordination with property owners and public agencies, preparation of transaction documents, and maintenance of complete land rights records. The position supports the timely delivery of infrastructure projects while protecting County and District real property interests.

We Require

- Three years of professional real estate, land rights, or related experience. Related experience may include property acquisition or disposition, easement or right-of-way transactions, title research, negotiations, document preparation, or land rights coordination in support of infrastructure projects.
- Bachelor’s degree in real estate, urban planning, business administration, public administration, geography, STEM or a related field.
- A combination of post-secondary education and/or job-related experience may substitute for the education requirement on a year-for-year basis.

Other Requirements

- Successful candidates must currently possess, or have the ability to obtain, a valid Arizona Driver's license by the time of hire

- Five years of experience working within a public agency or infrastructure environment performing land rights activities, including acquisition, easement or right-of-way transactions, title examination, negotiations, and real estate document preparation.
- Experience working for a governmental, quasi-governmental, utility, public works, or similar organization.
- Experience interpreting and applying real estate and property laws, rules, regulations, ordinances, and codes applicable to public agency operations.
- Experience drafting, reviewing, and preparing a wide range of real estate agreements and conveyance documents, including deeds, easements, rights-of-way, licenses, permits, rights of entry, and related instruments.
- Experience reviewing surveys, plats, legal descriptions, right-of-way plans, and other mapping or land records.
- Experience reviewing appraisals, valuation information, and acquisition or settlement documentation is also highly valued.

Job Contributions

- Coordinate and complete complex real property and land rights transactions for County and special district infrastructure projects, including acquisitions, easements, rights-of-way, deeds, licenses, permits, rights of entry, transfers, modifications, and extinguishments.
- Prepare, review, and process real estate transaction documents and coordinate required approvals in accordance with applicable County and District policies, resolutions, procedures, and Arizona law.
- Research, analyze, and interpret public records, title reports, deeds, easements, legal descriptions, plats, surveys, maps, and related records to determine ownership and land rights and identify encumbrances, restrictions, title issues, legal description deficiencies, and other conditions affecting real property.
- Serve as project lead for assigned complex real estate and land rights projects; coordinate with property owners, project teams, consultants, title companies, attorneys, utilities, municipalities, public agencies, and other stakeholders; and provide technical guidance, training, and review of work performed by lower-level staff assigned to projects to ensure accuracy, consistency, and timely completion of transactions.
- Administer and support departmental land management systems, including system configuration, workflow and process development, data quality oversight, reporting, user support, and implementation of system improvements to support accurate records, standardized processes, and effective project tracking.
- Other duties as assigned.

Working Conditions

- Exerting up to 20 lbs. occasionally, 10 lbs. frequently, or negligible amounts constantly OR requires walking or standing to a significant degree.
- Position is typically office or administrative work and is not substantially exposed to adverse environmental conditions.
- Incumbent may be subjected to moving mechanical parts, vibrations, fumes, odors, dusts, poor, ventilation, chemicals, oils, extreme temperatures, inadequate lighting, workspace restrictions, intense noises, and travel.
