Job Description:
Parsons is looking for a seasoned Deputy Program Manager that can add the most value by owning program operations and integration! The selected candidate will stay focused on program management and customer engagement while being responsible for the duties listed below:
What You'll Be Doing:
- Day‑to‑day program operations and execution control
- Run the integrated program drumbeat: manage calendars and agendas for TIMs, sprint reviews, monthly status reviews, and quarterly technical/MBSE reviews.
- Track action items, commitments, and dependencies across infrastructure, scrum teams, MBSE, cyber, and Paladin Lab, and ensure closure.
- Maintain the master schedule and milestone plan, aligning infrastructure work, scrum increments, MBSE deliveries, SBOM/HBOM updates, and travel/events.
- Serve as the business-side integrator for the Product Roadmap: work with the PM, Technical Lead, scrum masters, and Government to keep the roadmap and high‑level backlog synchronized with funding, priorities, and external constraints.
- Coordinate cross‑team capacity planning (which team does what, when) and document decisions when the Government shifts priorities.
- Ensure traceability between SOW/SOO objectives, roadmap themes, epics, and key deliverables, so Government can see how work ties back to contract requirements.
- Own the metrics and reporting engine: collect DevSecOps metrics, sprint metrics, operational usage data, and risk status from teams and assemble them into coherent Monthly Status Reports and dashboards.
- Maintain the risk and issue register, ensure each risk has an owner and mitigation plan, and surface emerging risks and mitigation options to the PM and Government.
- Coordinate post‑event and post‑release lessons learned and ensure resulting improvement actions are captured as backlog items.
- Coordinate with the PM for upcoming staffing changes and scrum team scaling, ensuring new hires or reallocated staff are onboarded, cleared, and integrated into teams without disrupting delivery.
- Oversee compliance with internal company policies (e.g., CMMC posture for Paladin Lab usage) so that these do not surprise the PM or delay work.
- On-site communication with Paladin Lab personnel to streamline any contract-related support requests.
- Prepare the PM for higher‑level customer interactions by consolidating technical and program details into briefings and decision papers.
- Join Government meetings as the “execution lead”: able to speak to status, risks, staffing, and near‑term plans, while deferring strategic commitments and contractual decisions to the PM.
- Take ownership of follow‑through: when the PM and Government agree on direction, the Deputy PM turns that into updated plans, backlogs, and tasking for the teams.
Minimum Requirements:
- Bachelor's Degree Engineering or related technical/business field - and a minimum of 15 years of related work experience
- Active Secret clearance
- A minimum of 8 years of program/project manager experience
- Strong program operations skills and experience managing multi‑team execution in Agile/DevSecOps environments
- Solid technical literacy such as understanding of DevSecOps, Agile, MBSE)
- Experience with metrics, risk management, and reporting, including DevSecOps and Agile delivery metrics.
- Ability to work across business and technical boundaries: comfortable with cost/burn‑down, staffing, and compliance, while also being proficient with sprint planning and backlog discussions.
- Excellent communication and coordination skills to tie together infrastructure, scrum teams, MBSE, cyber, and Paladin Lab efforts into a single coherent story.
Security Clearance Requirement:
An active Secret security clearance is required for this position.

Salary Range: $134,100.00 - $241,400.00
