The ACH Portfolio Manager is responsible for the ongoing oversight, monitoring, and risk management of the Bank's ACH Origination portfolio. This position ensures ACH Originators operate within approved risk tolerances, internal policies and procedures, and Nacha Operating Rules. The ACH Portfolio Manager conducts periodic reviews, monitors transactional and credit risk indicators, identifies emerging risks, and collaborates with business line partners to maintain a safe and compliant ACH program. This role serves as a key second-line operational risk function supporting ACH Origination activities and provides guidance to internal stakeholders regarding ACH risk management practices.
Education and Experience:
- Bachelor’s degree or equivalent combination of education and work experience
- 3+ years of experience in ACH operations, treasury management, commercial banking, risk management, or related financial services.
Skills and Abilities:
- Accredited ACH Professional (AAP) designation
- Experience managing ACH Originator portfolios, exposure limits, and risk mitigation strategies
- Experience applying Nacha Operating Rules and ACH network requirements in a banking or financial services environment
- Experience with treasury management products and services.
- Experience working with FFIC and other regulatory guidance and ACH risk management best practices
- Strong understanding of ACH origination processes, transaction flows, and associated operational and credit risks
- Ability to interpret and apply Nacha Rules, regulatory guidance, and internal policies to business situations
- Strong analytical, investigative, and problem-solving skills
- Ability to identify trends, anomalies, and emerging risk through portfolio analysis and reporting
- Strong written and verbal communication skills, including the ability to present risk-related information to various audiences
- Strong organizational, planning, and project management skills
- Ability to prioritize competing responsibilities and work independently in a fast-paced environment.
- Proficiency with Microsoft Excel, reporting tools, and data analysis techniques.
- Strong relationship management skills with the ability to collaborate across business lines and support functions.
- Ability to make sound, risk-based decisions and exercise professional judgment.
Tasks Performed:
- 40% - Oversee assigned ACH operations activities to perform periodic ACH Originator reviews, including analysis of customer activity, risk profile, operational controls, transaction volumes, return activity, financial condition, and compliance with Bank policies and Nacha requirements. Manage and monitor ACH portfolio reporting, including risk metrics, exposure utilization, return rates, exception activity, portfolio concentrations, and emerging risk trends. Monitor unauthorized return rates, administrative return rates, overall return performance, and Nacha threshold compliance; investigate trends and recommend corrective actions when necessary. Monitor ACH Originator activity for unusual, suspicious, or high-risk transaction patterns, including sudden volume increases, changes in transaction behavior, elevated return activity, or potential fraud indicators.
- 30% - Monitor ACH Originators for inactivity, analyze dormant relationships, and coordinate appropriate account maintenance, limit adjustments, or service deactivation when warranted. Oversee the completion of ACH exposure management, including periodic credit exposure renewals, limit reviews, limit increase requests, and ongoing assessment of customer risk tolerance and approved origination limits.
- 15% - Identify, document, and escalate policy exceptions, Nacha rule violations, operational deficiencies, and emerging ACH risks to management and appropriate governance committees. Partner with Treasury Management, Commercial and Business Banking, Credit, Operations, Compliance, and Risk Management to support ACH risk decisions, customer requests, and portfolio management initiatives. Provide ACH risk guidance and education to internal stakeholders and maintain awareness of Nacha rule changes, regulatory expectations, and industry best practices.
- 10% - Assist with Nacha audits, regulatory examinations, internal audits, and independent reviews by gathering documentation, responding to inquiries, and supporting corrective action plans.
- 5% - Other duties as assigned.
