Summary

The Affordability Portfolio Manager is responsible for supporting the operational governance, administration, and portfolio management activities that enable successful execution of the Health Plan's affordability strategy. This role serves as a central coordination and accountability point for affordability initiatives, ensuring opportunities progress efficiently through ideation, evaluation, approval, implementation, measurement, and ongoing monitoring. The role drives organizational effectiveness by facilitating governance processes, maintaining portfolio visibility, supporting executive communications, and promoting accountability across cross-functional teams. Acting as the operational backbone of the affordability function, the Portfolio Manager ensures affordability initiatives are prioritized, tracked, measured, and communicated effectively to stakeholders and leadership.

Essential Accountabilities:

Level I

- Establish and lead affordability governance meetings, workgroups, steering committees, and operational forums. Tracks initiative milestones, deliverables, dependencies, risks, and action items.
- Develops agendas, meeting materials, minutes, action logs, decision trackers, and meeting summaries. Coordinates meeting schedules, attendee lists, and affordability governance calendars.
- Maintains affordability initiative inventory, intake logs, status trackers, and portfolio documentation.
- Maintains affordability SharePoint sites, repositories, and centralized documentation.
- Assists with development of executive presentations, dashboards, scorecards, and reporting materials.
- Supports intake and prioritization processes through documentation and administrative coordination.
- Works closely with initiative owners to collect status updates and maintain accurate portfolio information.
- Supports annual planning, roadmap development, and affordability reporting activities.

Level II (in addition to Level I Accountabilities)

- Leads cross-functional affordability initiatives and workstreams through intake, evaluation, prioritization, implementation, outcome measurement, and ongoing monitoring processes.
- Facilitates affordability governance forums, initiative reviews, and strategic working sessions involving leaders and stakeholders across multiple business areas.
- Drives accountability for initiative approval by establishing clear ownership, timelines, milestones, and performance expectations.
- Identifies implementation risks, operational barriers, competing priorities, and interdependencies, and works with stakeholders to develop and execute mitigation plans.
- Partners with Analytics, Finance, Clinical Services, Provider Network, Pharmacy, Operations, Information Technology, Product, and EPMO teams to support successful initiative delivery and achievement of expected outcomes.
- Develops executive-level scorecards, dashboards, portfolio reviews, and decision-support materials to enable informed leadership decision making.
- Analyzes portfolio performance and recommends corrective actions when initiatives are at risk of missing implementation milestones or expected results.
- Supports affordability planning, prioritization exercises, and portfolio reviews by evaluating initiative readiness, resource requirements, and organizational impacts.
- Presents portfolio recommendations, implementation status, risks, and outcomes to leadership forums and governance committees.
- Recommends improvements to governance processes, execution frameworks, and portfolio management practices to improve operational effectiveness and affordability outcomes.
- Ensures affordability reporting and metrics support organizational decision-making needs.

Level III (in addition to Level II Accountabilities)

- Serves as the enterprise lead for affordability portfolio management, governance effectiveness, execution oversight, and cross-functional coordination activities.
- Leads enterprise affordability portfolio reviews, ensuring alignment on implementation progress, barriers, resource constraints, risks, dependencies, and expected business outcomes.
- Provides strategic consultation and recommendations to affordability leadership regarding portfolio performance, execution risks, prioritization trade-offs, and implementation strategies.
- Oversees a complex portfolio of affordability initiatives spanning multiple business units, ensuring initiatives remain aligned with organizational objectives and affordability goals.
- Drives resolution of enterprise barriers impacting initiative performance through stakeholder alignment, escalation management, and corrective action planning.
- Evaluates portfolio performance trends and recommends course corrections, acceleration opportunities, and optimization strategies to improve affordability outcomes.
- Partners with operational, clinical, financial, provider, pharmacy, and technology leaders to advance affordability initiatives and improve execution performance across the portfolio.
- Facilitates executive-level governance forums and strategic planning sessions requiring alignment across multiple divisions and senior leadership stakeholders.
- Influences stakeholders and leaders across the organization to balance strategic impact, improve execution discipline and enhance affordability outcomes.
- Develops and maintains enterprise portfolio performance measures, accountability frameworks, governance standards, and executive reporting methodologies.
- Leads special projects and operational improvement initiatives supporting affordability strategy execution and organizational performance.
- Provides mentoring, coaching, and guidance to less experienced portfolio management resources and project leads.
- Serves as a trusted advisor to affordability leadership on portfolio execution, organizational readiness, implementation risks, stakeholder alignment, and governance effectiveness.

Minimum Qualifications:

All Levels

- Minimum three (3) years of experience in project coordination, program administration, healthcare operations, governance support, portfolio coordination, or a related field required.
- Bachelor's degree in Business Administration, Healthcare Administration, Public Health, Project Management, Finance, or related field. In lieu of degree, an additional six (6) years of related experience required.
- PMP or other project management certification preferred.
- Knowledge of healthcare operations, health insurance, project management, governance processes, or portfolio administration.
- Strong organizational, analytical, and problem-solving skills.
- Excellent verbal, written, and presentation communication skills.
- Demonstrated ability to manage multiple priorities simultaneously.
- Ability to work effectively in matrixed organizations and collaborate with diverse stakeholder groups.
- Experience developing meeting materials, tracking deliverables, and supporting cross-functional teams.
- Advanced proficiency with Microsoft Office applications.

Level II (in addition to Level I Qualifications)

- Minimum six (6) years of experience in portfolio management, program management, project leadership, healthcare operations, strategy execution, affordability initiatives, PMO functions, or related disciplines required.
- Demonstrated experience leading complex cross-functional initiatives involving multiple business areas and stakeholder groups.
- Proven ability to drive accountability for project and program execution through influence, facilitation, and stakeholder engagement.
- Experience identifying implementation risks, operational barriers, and competing priorities and coordinating resolution activities across matrixed teams.
- Demonstrated ability to develop executive-level presentations, dashboards, scorecards, governance materials, and decision-support analyses.
- Experience presenting recommendations, risks, and performance updates to leaders and cross-functional stakeholder groups.
- Demonstrated success and composure in conflict situations to ensure clear outcomes and follow-ups emerge.
- Demonstrated ability to balance multiple strategic priorities while maintaining focus on organizational goals and expected business outcomes.

Level III (in addition to Level II Qualifications)

- Minimum nine (9) years of experience in portfolio management, program leadership, healthcare operations, affordability strategy execution, PMO leadership, operational transformation, healthcare administration, or related disciplines required.
- Demonstrated experience overseeing large, complex portfolios, programs, or strategic initiatives involving multiple business units and executive stakeholders.
- Proven ability to drive accountability for portfolio outcomes through influence, escalation management, issue resolution, and executive stakeholder alignment.
- Experience advising leaders regarding portfolio risks, resource constraints, implementation trade-offs, prioritization decisions, and achievement of organizational objectives.
- Demonstrated success leading enterprise planning activities, portfolio reviews, governance functions, operational improvement initiatives, or strategic execution efforts.
- Strong understanding of healthcare affordability drivers, clinical and operational workflows, financial performance measures, and outcome measurement methodologies.
- Proven ability to synthesize complex operational, financial, and performance information into actionable recommendations for leadership.
- Demonstrated experience facilitating executive-level meetings and governance forums involving senior leaders from multiple business areas.
- Demonstrated ability to influence organizational priorities, drive execution outcomes, and achieve alignment across matrixed organizations without direct authority.

Physical Requirements:

- Ability to work prolonged periods of sitting and/or standing at a workstation and working on a computer.
- Ability to work while sitting and/or standing at a workstation viewing a computer and using a keyboard, mouse and/or phone for three (3) or more hours at a time.
- Ability to work in a home office for continuous periods of time for business continuity.
- Ability to travel across the Health Plan service region for meetings and/or trainings as needed.
- Ability to lift, carry, push, or pull 15 pounds or less.
- Manual dexterity including fine finger motion required.
- Repetitive motion required.
- The ability to hear, understand, and speak clearly while using a phone, with or without a headset.

Compensation Range(s):

Level I: Grade E3: Minimum $62,400 - Maximum $106,929

Level II: Grade E6: Minimum $79,068 - Maximum $142,322

Level III: Grade E7: Minimum $87,766 - Maximum $157,978
