The Funding & Securities Operations Analyst plays a critical role in supporting the operational execution, settlement oversight, and risk management of fixed income securities, debt issuance activities, and funding transactions. This position is responsible for end-to-end settlement support, fail management, TMPG compliance, new issue funding operations, underwriting support, and operational risk oversight across brokered CDs, bank notes, Treasury securities, and other fixed income products.
The successful candidate will partner closely with Treasury, Funding, Capital Markets, Trading, Middle Office, Finance, Risk, Technology, Operations teams, and external counterparties to ensure transactions settle accurately, funding obligations are met, regulatory requirements are satisfied, and operational risks are proactively mitigated.
Key Responsibilities
Securities Settlement, Fail Management & TMPG Oversight
- Monitor daily settlement activity and identify failed or at-risk securities transactions across fixed income and government securities products.
- Lead investigation, escalation, and resolution of settlement fails and operational exceptions.
- Monitor aged fails and implement escalation protocols based on financial, operational, counterparty, and regulatory impact.
- Engage with counterparties, custodians, clearing organizations, and internal partners to resolve settlement issues.
- Support compliance with Treasury Market Practices Group (TMPG) requirements, including fail charge monitoring, validation, reconciliation, and dispute resolution.
- Review fail trends, settlement performance, and exception activity to identify opportunities for risk reduction and process enhancement.
- Maintain documentation supporting fail investigations, settlements, TMPG activity, and control evidence.
Funding & New Issue Operations
- Manage the operational lifecycle of brokered certificates of deposit (CDs), bank notes, and other debt issuance transactions.
- Coordinate underwriting and funding activities across Treasury, Finance, Capital Markets, Legal, Operations, and external issuing agents.
- Review transaction documentation and settlement requirements to ensure operational readiness and timely execution.
- Monitor issuance pipelines and funding calendars to support successful transaction settlement.
- Support onboarding of new funding programs, structures, products, and issuance capabilities.
- Ensure funding transactions are executed within established deadlines and operational requirements.
Settlement & Wire Controls
- Review and validate wire instructions, settlement details, payment routing information, and beneficiary data.
- Establish and maintain settlement instructions, approved templates, and payment controls.
- Coordinate with Treasury, correspondent banks, trustees, custodians, and external agents to ensure accurate and timely delivery of funding proceeds.
- Investigate and resolve wire exceptions, rejected payments, settlement discrepancies, and funding delays.
- Maintain documentation supporting approvals, validations, settlements, and payment processing activities.
Risk Management & Controls
- Maintain a strong control framework supporting settlement activity, funding operations, and debt issuance processes.
- Escalate material settlement, funding, liquidity, operational, or reputational risks to leadership and key stakeholders.
- Support audits, compliance reviews, regulatory examinations, and risk management inquiries.
- Ensure adherence to internal policies, procedures, and control standards.
- Develop and maintain process documentation, desktop procedures, escalation protocols, and control evidence.
Analytics, Reporting & Process Improvement
- Develop and maintain reporting related to settlement performance, fail activity, funding transactions, underwriting operations, and operational exceptions.
- Analyze trends across fails, funding delays, wire rejections, operational breaks, and settlement exceptions.
- Perform root-cause analysis to identify recurring issues and opportunities for remediation.
- Track operational performance metrics and remediation efforts to measure improvements and reduce risk.
- Partner with Technology and Operations teams to implement automation, process simplification, and enhanced controls.
Business Partnership & Stakeholder Support
- Serve as a key operational contact for Funding, Treasury, Trading, Capital Markets, Finance, Risk, Technology, and external counterparties.
- Provide transparency on significant settlement and funding issues, including financial and operational impacts.
- Participate in governance discussions related to settlement effectiveness, funding operations, operational risk, and control enhancement.
- Support new product initiatives, business changes, and operational readiness assessments.
- Collaborate across teams to improve client, counterparty, and business partner experience while strengthening operational performance.

Location: Saint Paul & Charlotte
Schedule: Monday–Friday | 8:00 a.m. – 5:00 p.m. local time
Basic Qualifications
- Bachelor’s degree, or equivalent work experience
- Typically six or more years of related experience
Preferred Skills/Experience
- Experience supporting fixed income operations, securities settlements, funding operations, treasury operations, capital markets, broker-dealer operations, or debt issuance activities.
- Knowledge of Treasury securities, TMPG fail charge requirements, fixed income settlement processes, and funding operations.
- Strong understanding of operational risk, controls, exception management, and reconciliation processes.
- Experience investigating settlement breaks, funding exceptions, wire payments, and operational discrepancies.
- Strong analytical, problem-solving, and stakeholder management skills.
- Ability to manage multiple high-priority transactions and deadlines in a fast-paced environment.
- Experience identifying process improvement and automation opportunities within operations environments.

The salary range reflects figures based on the primary location, which is listed first. The actual range for the role may differ based on the location of the role. In addition to salary, U.S. Bank offers a comprehensive benefits package, including incentive and recognition programs, equity stock purchase 401(k) contribution and pension (all benefits are subject to eligibility requirements). Pay Range: $92,820.00 - $109,200.00
