Northrop Grumman is seeking a Staff Engineering Program Manager (EPM) & System Engineering Integration and Test (SEIT) Lead to join Mission System’s Business Execution Engineering Organization. This position will be located in Chantilly, VA .
The Engineering Program Manager (EPM) / Systems Engineering and Integration Team (SEIT) Lead will provide integrated technical and program leadership for a USAF Electronic Warfare (EW) low‑rate initial production (LRIP) program. This role is responsible for planning and executing systems engineering activities, managing the engineering scope within cost and schedule constraints, and ensuring technical integration across a geographically dispersed, multi‑discipline team of approximately 10–20 engineers. The EPM/SEIT Lead will interface with Program Management, engineering homerooms, manufacturing, test, quality, Global Supply Chain, and the prime contractor to deliver a technically sound, producible, and mission‑effective EW hardware solution.
Primary responsibilities of a candidate will include:
- Serve as the engineering liaison between Program Management, Manufacturing, Operations, Global Supply Chain (GSC), Quality, Engineering Functional Management, and IPT Leads.
- Plan and execute systems engineering per the SEMP and program processes, including requirements development, interface control, configuration management, and V&V.
- Establish and maintain an executable technical plan and schedule integrated with the IMS that fulfills contract/SOW technical requirements and LRIP objectives.
- Serve as CAM for Systems Engineering, managing SE work packages within an EVMS framework (planning, status, variance analysis, and RTG/corrective actions).
- Lead planning, execution, and closeout of key technical reviews (SRR, PDR, CDR, TRR, SVR), peer reviews, configuration audits, and test/ship reviews.
- Define, control, and verify interface requirements across RF, digital, mechanical, power, and software disciplines, ensuring vertical and horizontal integration across IPTs.
- Oversee system configuration management for the System Technical Baseline and ensure adherence to configuration control processes and tools.
- Plan and manage V&V activities, including development and execution of test plans, procedures, and associated systems engineering work products (e.g., SEMP, ICDs, VCRM).
- Identify, quantify, and track engineering risks and opportunities—particularly RF/EW and LRIP/production risks—and coordinate resource planning and workload forecasting with functional management and IPT Leads.
- Interface with the customer and prime contractor on systems engineering topics, technical baseline management, and status of engineering activities, and support engineering content of proposals and change proposals.
Basic Qualifications:
- Education
- Must have a Bachelor’s degree in engineering or an equivalent STEM related discipline from an accredited institution.
- Bachelor’s degree with 12 years of relevant experience; 10 years with a Master’s degree; 8 years with a PhD.
- Security Clearance
- An active Secret clearance is required to be considered and required to start.
- Willing and able to obtain and maintain a Top Secret / SCI /SAP security clearance.
- Experience
- Minimum 1 year in technical and/or program leadership roles (EPM, SEIT Lead, IPT Lead, CAM, or equivalent) on DoD programs, including USAF or other DoD efforts with significant RF/EW or radar hardware content and LRIP or late development/early production phases (configuration control and manufacturability).
- Experience leading small, multi‑discipline engineering teams (~10–20 engineers), including cross‑site teams and suppliers.
- Working knowledge of RF/EW systems, including RF transmit/receive chains (antennas, LNAs, PAs, filters, frequency sources, receivers, exciters) and EW‑relevant performance parameters (EIRP, power, dynamic range, noise figure, gain, spurious emissions, spectral masks) and basic EW mission concepts.
- Demonstrated ability to plan and execute systems engineering activities (requirements development/allocation, interface control, configuration management, V&V) on hardware‑centric programs.
- Experience planning and executing technical reviews (SRR/PDR/CDR/TRR/SVR), including entry/exit criteria, required artifacts, and action closure.
- Experience defining, controlling, and verifying interfaces across RF, digital, mechanical, power, and software disciplines, and managing core SE work products (e.g., SEMP, spec tree, ICDs, VCRM, test plans, technical review plans).
- Hands‑on experience as a CAM or EPM managing engineering scope within an EVMS framework (cost/schedule control, variance analysis, and RTG/corrective actions), and building/maintaining an integrated technical plan and schedule aligned with LRIP milestones and deliveries.
- Experience defining and tracking engineering and systems engineering metrics/TPMs to measure progress and drive decisions.
- Experience identifying, assessing, and managing technical and programmatic risks and opportunities—particularly in RF/EW hardware and LRIP/production contexts—and leading RTG plans to closure under schedule pressure.
- Demonstrated ability to lead and mentor multi‑discipline engineering teams (including remote team members and suppliers), and to communicate engineering status, variances, risks, and mitigation plans to internal leadership and external stakeholders (prime contractor, customer).
- Ability to effectively interface with Program Management, engineering homerooms, Manufacturing, Test, Quality, and GSC.
- Experience with requirements management tools such as DOORS or equivalent, configuration management and EPDM/PLM systems for hardware baselines and change control, working knowledge of Northrop Grumman engineering processes (E‑series, D‑series, NGPro) or similar large‑contractor processes, and proficiency with standard engineering/program management tools (e.g., MS Project or equivalent, EVMS tools, defect tracking systems).
Preferred Qualifications:
- Direct experience as EPM/SEIT Lead on a USAF EW or radar LRIP or late-EMD program.
- Experience acting as a subcontractor to a prime contractor, including managing technical status, risks, and engineering changes across company boundaries.
- Experience integrating engineering planning with manufacturing floor operations, production test, and quality for RF hardware.
- Experience with high-power RF safety, spectrum management, and coordination of EMI/EMC testing and test range activities.
- Familiarity with USAF acquisition processes and mission employment of EW systems.
Primary Level Salary Range: $177,000.00 - $265,600.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
