SUMMARY  
The Sr. Test Engineering Manager provides strategic, technical, and people leadership for manufacturing test operations supporting large-form assemblies (LFA) and system-level products. This role leads the development, deployment, and sustainment of safe, robust, scalable, and cost-effective test strategies involving high-voltage electrical systems (480VAC / 120VAC), low-voltage controls (24VDC), Hipot testing, pressure and leak testing, and automated test solutions. The Sr. Test Engineering Manager owns test engineering execution across assigned programs and workcells, advances design for testability (DFT), develops engineering talent, manages resources and priorities, and ensures test processes meet Jabil, regulatory, safety, and customer requirements. 
 
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.  
 
LEADERSHIP AND MANAGEMENT RESPONSIBILITIES 
 
Recruitment and Retention:  
·         Lead workforce planning, recruiting, interviewing, selection, and onboarding for Test Engineers, Test Technicians, and manufacturing test operators supporting LFA programs. 
·         Define position requirements and communicate candidate criteria to recruiters and hiring teams. 
·         Coach engineering leaders and team members on effective interviewing, selection, and onboarding practices. 
·         Monitor retention and turnover trends; identify root causes and implement actions that improve engagement, capability, and organizational stability. 
 
Employee and Team Development:  
·         Assess individual and team strengths, capability gaps, succession needs, and development priorities on an ongoing basis. 
·         Establish and maintain technical and leadership development plans for the test engineering organization.

·         Develop, validate, and maintain test engineering training curricula aligned to site technologies (HV testing, LFA, pressure systems, automation).

·         Mentor Test Engineers and senior technicians to deliver high-quality, safe, and repeatable test solutions.

Performance Management:  
·         Establish measurable individual and team objectives aligned with safety, quality, delivery, cost, test yield, uptime, cycle time, project execution, and NPI readiness. 
·         Conduct timely performance reviews, provide ongoing coaching and counseling, recognize accomplishments, and hold team members accountable for commitments and results. 
·         Solicit and act on feedback from senior leadership, Workcell Managers, Business Unit leaders, Quality, Operations, customers, peers, and team members. 
·         Build a high-performance culture that promotes collaboration, technical rigor, ownership, continuous learning, and safe execution.

·         Establish measurable goals tied to safety, FPY, test yield, uptime, cycle time, and NPI readiness.

·         Provide ongoing coaching based on feedback from Test Engineering Management, Workcell Managers, Quality, and Operations.

·         Lead performance reviews professionally and on time.

·         Drive continuous improvement in operational and engineering KPIs.

·         Coordinate engineering activities during escalations, launches, or production crises.

Communication:  
·         Establish effective forums for sharing priorities, risks, decisions, lessons learned, and technical information across the department and supported workcells. 
·         Communicate complex technical and business information clearly to team members, senior leaders, customers, and cross-functional partners. 
·         Encourage constructive input, timely escalation, and fact-based decision-making. 
·         Adapt communication style to the audience while maintaining clarity, accountability, and professionalism. 
 
SUPERVISORY RESPONSIBILITIES 
 
Business Strategy and Direction:  
·         Translate campus, business unit, and customer strategies into a multiyear test engineering roadmap for LFA and system-level products. 
·         Define organizational priorities, technical standards, capital needs, staffing plans, and execution metrics that support growth, operational performance, and customer commitments. 
·         Provide regular updates to senior leadership on strategy execution, program health, organizational capability, major risks, and recovery actions. 
·         Represent Test Engineering in business reviews, customer discussions, NPI governance, and cross-functional planning.

Cost Management:  
·         Develop and manage operating and capital plans for test engineering resources, equipment, fixtures, automation, calibration, and external services. 
·         Identify and execute cost-reduction opportunities through standardization, automation, improved utilization, task consolidation, and elimination of non-value-added activity. 
·         Monitor departmental spending, capital execution, and cost trends; communicate risks, tradeoffs, and corrective actions to senior leadership. 
 
TECHNICAL MANAGEMENT RESPONSIBILITIES 
 
·          Lead the test engineering organization supporting assigned LFA customers, workcells, and programs, including technical governance, resource allocation, escalation management, and execution accountability.

·          Provide senior technical direction and management oversight for Test Engineering across assigned LFA customer workcells and programs.

·          Own and communicate system-level test strategies to customer engineering teams.

·          Design, develop, and sustain test processes covering:

- 480VAC and 120VAC electrical power and functional testing

- 24VDC control systems and interlock validation

- Hipot / dielectric withstand testing

- Pressure testing, leak detection, pre-air, and vacuum testing

- Safety interlocks, emergency stop validation, and compliance checks

·          Drive Design for Testability (DFT) by influencing product design, schematics, P&IDs, and control logic early in NPI.

·          Define and validate test methods for large-form assemblies and safety-critical systems.

·          Lead development of custom test equipment, fixtures, and automated test scripts (Python, PLC-based logic, or equivalent).

·          Own validation of test equipment, including GR&R, calibration strategy, and capability studies where required.

·          Manage and improve system-level test performance, yield, and robustness.

·          Identify test coverage gaps and implement corrective actions.

·          Lead failure analysis, trend analysis, and root cause investigations related to test escapes or yield loss.

·          Support and oversee NPI readiness, including test station build, validation, and ramp support.

·          Partner with Manufacturing Engineering, Quality, and Operations to deploy safe, scalable test solutions.

·          Ensure compliance with electrical safety, pressure safety, UL/IEC requirements, and internal Jabil standards.

·          Enforce adherence to EHS, security, and safety policies across all test activities.

·          Provide technical oversight for software-based test solutions and data systems using Python, C++, C, SQL, and JavaScript, including code architecture, development standards, reviews, validation, version control, cybersecurity considerations, and long-term maintainability.

MINIMUM REQUIREMENTS

Bachelor’s degree in Electrical Engineering, Electronics Engineering, Computer Engineering, Computer Science, or a related technical discipline required; advanced degree preferred. Eight (8) or more years of progressive manufacturing test engineering experience, including significant responsibility for system-level or large-form assembly testing, with at least five (5) years leading engineers, technicians, projects, or technical organizations. Demonstrated success developing engineering teams, managing budgets and capital plans, setting technical strategy, leading NPI execution, and improving safety, quality, delivery, cost, and test performance. Strong experience with high-voltage systems, safety-critical testing, pressure systems, test equipment validation, automation or scripting, and cross-functional customer leadership is required. Proficiency in Python, C++, C, SQL, and JavaScript, with the ability to guide software architecture, code reviews, test automation, data integration, and troubleshooting, is required. Must be able to obtain and maintain all required job-related certifications.
