Job Overview: The Sr. Economic Empowerment Manager coordinates the development, implementation, and completion of all grants, contracts and activities related to the Economic Empowerment department, including workforce development, small business development, financial capabilities, and career pathways programming. The Sr. Manager provides direct oversight of the Refugee Cash Assistance (RCA) program and the One-Stop Operator program, supervising the RCA Program Manager and the One-Stop Operator Project Manager to ensure both programs are administered in compliance with donor, state, and federal requirements. The Sr. Manager also leads the ongoing development and long-term sustainability of workforce development and career pathways programming. Responsibilities include supervision of department staff to ensure program compliance across all Economic Empowerment programming.

Responsibilities: Include, but are not limited to:

Oversight of Programs:

- Effectively lead the development, implementation, compliance, and completion of Economic Empowerment grants and contracts.
- Responsible for the development of grant proposals and reports related to all areas of contracts and grants within the department.
- Supervise the provision of services through regular and systematic case file reviews, and quality assurance protocols including data QA to ensure compliance with donor requirements and provision of quality services.
- Lead all aspects of department program budget and manage expenses to ensure costs are maintained within allocated budgets.
- Provide oversight and strategic direction for the Refugee Cash Assistance (RCA) program, supervising the RCA Program Manager to ensure timely, compliant delivery of cash assistance benefits to eligible refugee and new American clients in accordance with Arizona Department of Economic Security (ADES) and federal guidelines.
- Provide oversight and strategic direction for the One-Stop Operator program, supervising the One-Stop Operator Project Manager to ensure integration of workforce development services across system partners and compliance with federal and local workforce standards.
- Lead the development and long-term sustainability of workforce development and career pathways programming, including building new pathways, employer and community partnerships, and funding streams to support program growth.

Staff Supervision and Other Responsibilities:

- Directly supervise the RCA Program Manager and the One-Stop Operator Project Manager, in addition to other Economic Empowerment department staff, ensuring each program area is well-led, compliant, and resourced.
- Participate as an active member of the office leadership team and relevant internal and external groups.
- Lead the team members; formally evaluate team and individual performance to ensure objectives have been met.
- Recruit and train staff in all aspects of economic empowerment programs responsibilities.
- Represent IRC in public, professional and governmental forums. Build community partnerships and Lead local outreach to small businesses.
- Facilitate interdepartmental communication and information sharing for monthly newsletters, program reports, etc.
- Other duties as assigned.

Job Requirements:

- University degree (four year, B.A.) required; advanced degree in related field preferred.
- 5+ years of related program management experience including staff management, program development, and monitoring and evaluation.
- Previous fundraising and grant writing experience.
- Experience overseeing multiple concurrent programs and program managers preferred; familiarity with Refugee Cash Assistance (RCA)/ADES requirements and workforce system operations (e.g., WIOA, One-Stop/American Job Center models) is a strong plus.
- Demonstrated ability to promote an organizational culture that reflects IRC’s core values of service, accountability, integrity, and equality. Ability to lead through the true collaboration of individuals from many cultures with a great variety of skills and perspectives.
- Strong analytical and training skills; excellent written and oral communication skills.
- Highly organized self-starter with proven success managing multiple priorities, making critical decisions, and delivering results in a fast-paced environment with tight deadlines.
- Solid diplomacy, relationship building, and networking skills; ability to effectively manage internal and external relationships, including community stakeholders and donors.
- Fluent in English, both spoken and written. Proficiency in a second language is desirable.
- Demonstrated proficiency in working with MS Office applications, with a strong command of Excel.
- Valid driver’s license and access to a personal, insured vehicle.

- Must possess or be eligible to receive an Arizona fingerprint clearance card.

Working Environment:

- A combination of standard office environment, remote work, and ‘field’ time within the service delivery area to perform the outlined responsibilities.
- May require occasional weekend and/or evening work.

Compensation: ($69,939.00 - $92,500.00/annually). Ranges are based on various factors including the labor market, job type, internal equity, and budget.  Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements
