ACCOUNTABILITY STATEMENT:
The Manager Train Service provides day-to-day leadership and oversight of mainline and yard train operations. The position is accountable for safe and efficient operations, reliable service delivery and the effective coordination of train movements, switching activities and crewing requirements. Working closely with Rail Traffic Control, customer service and crew management, the Manager ensures operational plans meet internal and external customer needs while supporting compliance with operating rules, collective agreements and company requirements.
MAJOR DUTIES/ RESPONSIBILITIES:
- Lead day-to-day mainline and yard train operations to support safe, efficient and reliable service delivery.
- Plan and coordinate train movements, switching activities, workloads and available resources to meet customer and operating requirements.
- Work closely with Rail Traffic Control, the Customer Service Unit and Crew Management Centre to coordinate train movements and crew needs.
- Monitor employee compliance with operating rules, practices and company policies, and conduct efficiency testing in accordance with established requirements.
- Provide clear direction, regular coaching and operational guidance to employees, and establish expectations for safety, service and performance.
- Carry out people-management responsibilities, including recruitment support, training, performance management, employee investigations, discipline and workplace injury correspondence.
- Respond to employee concerns and interpret applicable collective agreements, policies, procedures and operating requirements.
- Improve car velocity and service performance by identifying opportunities to reduce dwell and strengthen car cycle times.
- Act as the first point of operational contact for shippers and customers, coordinate switching requirements and address service concerns or complaints.
- Participate in the development or recommendation of train-service design changes based on customer and operational requirements.
- Investigate accidents and incidents, prepare reports and work with regulatory rules and safety partners to recommend corrective or disciplinary measures.
- Respond to derailments and other operational emergencies and assume the role of site commander when required.
- Make timely decisions concerning train staffing, service priorities, operational disruptions and unexpected events.
- Provide on-call leadership and support outside regular working hours as required.
REQUIREMENTS:
- Secondary School Diploma or General Educational Development (GED) certificate.
- Minimum five years of experience in railway operations.
- Previous supervisory and/or management experience.
- Current qualification in the Canadian Rail Operating Rules (CROR).
- Qualification as a Locomotive Engineer.
- Strong knowledge of railway operating rules and regulations, health and safety standards, terminal calling procedures, rest rules, hours-of-service requirements and train-service schedules.
- Experience interpreting and applying collective agreements.
- Demonstrated leadership, coaching, problem-solving and customer service skills.
- Ability to provide clear direction, prioritize daily work and adapt quickly to changing operational circumstances.
- Ability to remain effective and make sound decisions in stressful, time-sensitive situations.
- Proficiency with Microsoft Word, Excel and PowerPoint.
- Valid driver’s license.
- Ability to meet the medical fitness-for-duty requirements applicable to a safety-critical position.
- Ability to be on call and respond to operational issues outside regular working hours.
- Commitment to health and safety.
