Role purpose

Reporting functionally to the Supply Chain Director, the Senior Supply Chain Manager leads integrated supply chain delivery from FEL3 and FID readiness through engineering, construction, commissioning and commercial closeout. The role converts strategy into executable procurement and contracting plans, protects cost and schedule, and ensures equipment, materials, services and vendor information are available when required.

Key accountabilities

- Own the supply chain execution plan, package register, procurement schedule, long-lead register, risk register and team workload.
- Assess and manage supply chain risk across suppliers, contractors, markets, capacity, lead times, logistics and commercial interfaces; implement mitigation and contingency plans, monitor emerging exposure and escalate material threats early.
- Lead supplier and contractor prequalification, tendering, evaluation, negotiation, award recommendations and post-award commercial management.
- Integrate vendor data, manufacturing, inspection, logistics and material delivery with engineering and construction milestones.
- Manage major equipment, construction and services packages, including the Owner-awarded pump turbine generator interface.
- Establish effective expediting, supplier quality, logistics, materials management, change control, forecasting and closeout processes.
- Maintain FID evidence, approval discipline, auditable decision records and clear escalation of cost, schedule and contractual exposure.
- Translate Indigenous and local participation commitments into measurable sourcing and contractor requirements.

First 90 days

- 0–30 days: Validate package boundaries, team capacity, critical dates, and priority risks.
- 31–60 days: Baseline package and vendor-data schedules, market engagement plans, governance dashboards and FID evidence requirements.
- 61–90 days: Recover or escalate critical gaps, complete priority tender and approval deliverables, and confirm execution handover readiness.

Measures of success

Critical packages meet award, vendor-data, shipment and required-on-site milestones; forecasts are reliable; governance and FID evidence are complete; commercial exposure is controlled; materials and quality records support construction; PTG interfaces are actively managed; and the team delivers approved Indigenous, local participation and stakeholder commitments. Leadership expectation: An accountable, delivery-oriented leader who provides evidence-based recommendations, challenges incomplete assumptions, develops the team and intervenes early to protect project outcomes.

Requirements
- Typically 15+ years of progressive supply chain, procurement and contracts experience on major capital projects above $2 billion, including at least five years leading multidisciplinary teams or significant package portfolios.
- Proven capability across the full package lifecycle: sourcing strategy, market engagement, prequalification, tendering, evaluation, negotiation, award, post-award administration, change management, claims avoidance and closeout.
- Strong knowledge of engineered-equipment procurement and construction contracting, with the ability to integrate vendor data, manufacturing, inspection, expediting, logistics and materials management with engineering and construction priorities.
- Demonstrated commercial judgement in complex negotiations, bid normalization, cost and cash-flow forecasting, contractual risk allocation, supplier or contractor recovery, and timely escalation of material exposure.
- Experienced in Canadian infrastructure, power, hydro, mining or industrial projects within EPCM or Owner organizations, with a practical understanding of governance, approval and FID-readiness requirements.
- Confident leader and communicator who can set priorities, develop team capability, challenge incomplete assumptions and align Engineering, Construction, Project Controls, Finance, Legal, Quality, the Owner and external suppliers.
- Relevant degree in business, engineering, construction management, supply chain or a related discipline, or an equivalent combination of education and experience; SCMP, MCIPS, MRICS, PMP or a comparable credential is preferred.
- Pumped storage, hydropower, tunnelling, major water-conveyance, Ontario contractor-market and Indigenous procurement experience are considered strong assets.

For applicants based in the province of Ontario, the salary range is $151,687 to $236,724 CAD. Application of the pay band: Variation in salary is determined by factors such as the candidate’s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.
