The Deputy General Counsel for CEMENA (Continental Europe, Middle East and North Africa) is a senior leadership role that drives strategic legal direction and oversight for Chubb's insurance operations across the region. Operating within a matrix structure, the role carries meaningful responsibility for legal and regulatory compliance, legal risk management, and the advancement of business objectives across a complex, multi-jurisdictional landscape.
The Deputy General Counsel works in close partnership with the Division President CEMENA and the broader CEMENA leadership team, serving as a trusted legal advisor at the heart of the region's strategic agenda. A key pillar of the role is managing Chubb's regulatory relationships with the ACPR in Paris and across CEMENA. The Deputy General Counsel also plays a central part in leading and developing the Legal & Compliance Team for the region and serves as the primary regional lead for significant strategic transactions across these markets.
Key Responsibilities
- Provide authoritative legal and regulatory advice on matters affecting Chubb's insurance businesses across CEMENA, including product development, product distribution, and regulatory compliance.
- Act as a key legal partner to the Division President CEMENA and the CEMENA leadership team, providing proactive and strategic counsel on business priorities and regional developments.
- Lead and support the management of Chubb's regulatory relationship with the ACPR in Paris and other relevant regulators across CEMENA, working in close partnership with the EMEA General Counsel and Head of Compliance, EMEA.
- Navigate and operate effectively within a matrix reporting structure, managing the Legal & Compliance Team with particular responsibility for country legal counsels across CEMENA.
- Draft, review, and negotiate high-value and complex commercial agreements, including distribution and procurement contracts relevant to the region.
- Monitor and interpret legislative and regulatory developments impacting the insurance sector across the region, ensuring timely communication and embedding of necessary changes within the business.
- Design and deliver training to business and legal teams on relevant legal and compliance topics across EMEA.
- Liaise with external counsel, industry bodies, and regulators as appropriate.
- Hold primary regional accountability for M&A, joint ventures, and other strategic transactions across CEMENA.
- Champion a culture of legal risk awareness and ethical conduct across the region.
Required Skills and Experience
- A qualified lawyer with at least 10 years' post-qualification experience, with a strong background in the insurance or financial services sector.
- Previous experience in general insurance law and regulation across CEMENA.
- A track record of leading high-performing teams and managing complex legal matters in a matrixed, multicultural environment.
- The ability to translate complex legal and strategic challenges into clear, practical outcomes.
- Technical and verbal fluency in French and English.
- Excellent drafting, negotiation, and communication skills.
- Confidence and credibility to engage and influence senior business leaders, including at executive level, alongside a consistent ability to provide pragmatic, solutions-oriented advice.
