POSITION SUMMARY

The Program Manager will oversee the recruitment, onboarding, and ongoing support of educators and facilitators, as well as the management and implementation of online educational content delivery for the J. Christopher Stevens Digital Leaders Program, a U.S. Department of State-funded program that connects participants in the United States and the Middle East and North Africa. The program includes four interconnected components that build on one another: short-term virtual exchanges focused on leadership and professional skills development; virtual internships and project-based learning opportunities with U.S. and MENA organizations; in-person Alumni Accelerator workshops centered on themes such as STEM, digital media, entrepreneurship, and peacebuilding; and alumni seed funding to support participant-led community impact projects.  The Program Manager will ensure a high-quality online teaching and learning experience across program components by managing educator pipelines, supporting instructional delivery, and coordinating online course implementation in alignment with program objectives.

Working closely with senior leadership and the Senior Program Officer, the Program Manager will lead teacher recruitment strategies, oversee facilitator engagement, and manage the operational execution of the online course delivery. Following completion of the course, the Program Manager will lead implementation of four Alumni Accelerators and alumni programming. The position requires strong experience in educator management, online learning environments, curriculum implementation, and international program coordination, as well as the ability to manage complex workflows across multiple stakeholders and time zones. This role will report to the Program Director. This is a Washington, D.C.-based position with a hybrid schedule of office and work-from home days (minimum two in-office days).

POSITION RESPONSIBILITIES

- Leads recruitment, selection, onboarding, and ongoing support of online teachers, facilitators, and instructional staff across program components;

- Develops and implements educator recruitment strategies to ensure a qualified facilitator pool;

- Manages course implementation logistics, including facilitator assignments, cohort management, and instructional delivery timelines;

- Oversees quality assurance of online course delivery, ensuring alignment with curriculum objectives, pedagogy standards, and program outcomes;

- Coordinates with curriculum and course development teams to ensure effective integration of content and facilitation practices;

- Provides guidance and ongoing support to teachers and facilitators;

- Monitors course performance, participant engagement, and facilitator effectiveness, using data and feedback to inform continuous improvement;

- Supports troubleshooting and real-time problem-solving during course delivery cycles;

- Collaborates with program staff to ensure alignment across program components;

- Maintains documentation of educator participation, course delivery processes, and program compliance requirements;

- Directly supervises the Senior Program Officer, Virtual Course Development;

- Provides regular updates to the Program Director on course implementation progress, recruitment pipelines, and operational challenges;

- Leads overall Accelerator implementation and mini-grant coordination, working with designated event leads;

- Coordinates operational support and implementation of four Alumni Accelerators and alumni mini-grant cycles;

- Works with program staff to aggregate and analyze participant, facilitator, industry, alumni and program activity data to support accurate program reporting; and

- Other duties as assigned.

Qualifications

- Bachelor’s degree, preferably in education, international education, instructional design, curriculum studies, international relations, or a related field;

- Minimum of eight years of relevant professional experience in education programming, teacher recruitment, curriculum implementation, online learning, or international exchange programs;

- Experience managing educators, facilitators, or instructional teams in formal or non-formal learning environments;

- Professional experience with back-end management of learning management platforms, Zoom and Canvas strongly preferred;

- Experience with online learning platforms, virtual facilitation, or blended learning environments;

- Agility with variety of technology/software tools including learning and data management;

- Strong project management and organizational skills with the ability to manage complex workflows;

- Demonstrated success facilitating virtual meetings/activities;

- Excellent writing, editing, and verbal communication skills;

- Ability to effectively juggle multiple tasks and deadlines at the same time;

- High level of interpersonal skills and cultural sensitivity to work effectively with educators, participants, partners, and staff across backgrounds;

- Capacity to work both independently and as part of a team; and

- Ability to take initiative, solve problems, and adapt in a fast-paced international program environment.

PREFERRED QUALIFICATIONS

- Master’s degree in education, instructional design, international education, or a related field;

- Training and/or professional experience in virtual learning programs strongly preferred;

- Experience supporting U.S. government-funded or donor-funded international education programs;

- Experience in teacher training, instructional coaching, or facilitator development;

- Familiarity with virtual exchange or intercultural education programming;

- Professional experience with Microsoft Office Suite;

- Experience managing large-scale online courses or multi-cohort learning programs; and

- Ability and willingness to travel if needed.
