Responsibilities
Program Management Activities:
- Manage large scale organizational programs, varying in complexity, from moderate to high complexity.
- Lead cross-functional programs that span multiple enterprise wide.
- Collaborate with diverse teams to achieve program goals.
- Programs will frequently necessitate engaging with remote staff and collaborating with vendors to achieve the assigned project objectives.
- Lead program discovery activities (e.g. request for proposals, business case development, security risk assessment).
Program Planning and Work Breakdown:
- Build program/project plans down to the Work Breakdown Structure (WBS) level, involving team participation.
- Create detailed schedules, milestones, and deliverables.
Budget Management and Risk Mitigation:
- Develop and manage program budgets.
- Address program issues, risks, decisions, and assumptions.
- Perform risk assessments and implement mitigation plans.
Benefits Realization and Value Add:
- Monitor program progress to ensure value realization.
- Assess benefits against program objectives.
Strategic Alignment:
- Analyze program/project proposals, considering time frames, funding constraints, and appropriate processes.
- Ensure program goals align with overall business objectives/strategic goals.
Leadership and Motivation:
- Provide leadership throughout the program/project life cycle.
- Motivate program team members to achieve excellence.
Work Planning and Staffing:
- Establish work plans and staffing for program activities, iterations, or phases.
- Recruit or assign program personnel as needed.
Communication and Consistency:
- Implement a robust program communication plan.
- Ensure consistency in content and presentation across the organization.
Resource Management:
- Responsible for resource management across all project phases (discovery, planning, executing, monitoring/controlling, and closing).
- Responsible for requesting resources, ensuring availability during necessary project phases, assigning tasks, and monitoring allocated resource hours.
- Assign duties and responsibilities to program personnel.
- Manage program activities to stay on schedule and within budget.
Value Management:
- Facilitate value identification process and deliver value achievement through program outcomes identified in approved Program Charter.
- Ensure value achieved from program is transitioned appropriately to Operations, ensuring sustainability.
Continuous Improvement:
- Benchmark program management performance and identify areas for improvement.
- Enhance program management capabilities.
Stakeholder Management:
- Develop and maintain stakeholder mapping, communication, and reporting.
- Resolve conflicts and dependencies across projects.
Coaching and Guidance:
- Act as a mentor to junior project managers, executives, and others seeking advice on program/project management practices.
Vendor Work Plan Approval:
- Review and approve the work plan of external service providers or consultancies contracted for program/project execution.
Risk Assessment and Mitigation:
- Conduct thorough risk assessments and implement mitigation strategies.
Multifaceted Skill Set:

Integrated Master Schedule Management:
- Develop, manage, and monitor an integrated master schedule for complex programs with multiple phases.
- Ensure alignment with overall program goals and objectives.
Leadership and Team Management:
- Assume responsibility for leading Project Coordinators/Managers as direct reports.
- Drive the execution of portfolio and program roadmaps, guided by leadership discretion and readiness.
Strategic Approach and Deliverables:
- Lead the development of the overall program approach.
- Define major time frames and deliverables to achieve desired outcomes.
- Establish appropriate governance functions in alignment with enterprise policies.
Stakeholder Engagement:
- Partner with the executive sponsor to communicate program goals, objectives, and potential outcomes.
- Regularly interact with the executive sponsor to inform, alert, negotiate, and maintain a shared vision for program success.
Governance and Compliance:
- Ensure adherence to enterprise policies, practices and processes.
- Leverage governance for prioritization of program and portfolio initiatives.
- Direct or approve guidelines for contractor and professional service provider usage across the program.
Needs Assessment and Adaptation:
- Conduct reviews with the executive sponsor and stakeholders to identify organic or specific program needs.
- Direct the development of appropriate approaches to address changes and challenges.
Relationship Building:
- Act as an advisor and build strong relationships across the wider stakeholder community.

- As the Program Manager, your role involves ensuring the day-to-day success of our defined programs. You'll work diligently to maintain or exceed the service level commitments we've set. Additionally, you'll conduct root cause analyses (using the SBAR method) to identify opportunities for preventing future occurrences and improving overall program performance.
- Demonstrates a commitment to employee professional development by providing opportunities for assuming new and varied responsibilities, training and development, and coaching and mentoring by management and staff. Recruits and develops project management staff to create a high-performing organization capable of supporting current systems and programs while developing new skills needed to transform the organization and leverage next generation people, tools and processes.

- Demonstrates a commitment to personal development by maintaining professional knowledge of current trends and developments in the Project Management discipline and health care industries through related seminars, independent study, professional associations, and conferences
- Demonstrates a commitment to the effective utilization of human and financial resources by developing and monitoring capital and operating budgets and a multi-year financial plan to support the Strategic Plan.
- Identifies opportunities to leverage economies of scale and drive efficiencies to manage overall operating costs balancing business requirements with ECU Health financial targets.
- Develops a total cost of ownership (TCO) for all new and replacement programs securing business commitment to the one-time and on-going costs and identifying budgetary implications in the current and future fiscal years.
- Demonstrates commitment by promoting and adhering to the ECU Health Code of Conduct, which includes the objectives of ECU Health's compliance program, policies and procedures and ethical business practices.

Minimum Requirements
- Bachelor's degree or higher.
- 10+ years of Project/Program Management, progressive leadership, and/or Change Execution experience required.
- 5+ years of professional Project/Program Management experience within a PMO/EPMO function.
- Experience in leading diverse teams while managing complex and risky projects/programs.
- ProjectProgram/Portfolio Management experience required.
- PMP Certification required.
Pay Range
$96,824.00 - $141,123.84/year
Other Information
- Hybrid role (based out of Greenville, NC): Primarily remote, in office as needed (quarterly minimum)
- Monday - Friday, full-time, day shift: Nights/weekends may be required infrequently based on projects
