About this role

Seeking a Requirements Analyst to join our growing team in the National Capital Region! The Requirements Analyst elicits, analyzes, documents, validates, prioritizes, and traces mission, business, functional, operational, technical, and acquisition requirements. This position helps connect mission needs and potential solutions to acquisition pathways, portfolio-assessment criteria, implementation dependencies, performance measures, and decision-ready deliverables. The role supports requirements analysis and documentation rather than making Government acquisition or investment decisions.
Responsibilities:

- Elicit, analyze, document, validate, prioritize, and maintain mission, business, functional, operational, technical, data, and acquisition requirements.

- Analyze mission needs and potential materiel solutions to support acquisition-pathway criteria, required activities, supporting documentation, systems-engineering activities, and program decision points.

- Review policies, existing documentation, stakeholder inputs, and portfolio data to identify capability gaps, constraints, assumptions, dependencies, conflicts, and incomplete requirements.

- Support validation of acquisition inventory information, mission-capability groupings, strategic alignment, business value, technical and program health, acquisition readiness, and materiel or non-materiel determinations.

- Develop and maintain requirements-traceability products connecting business needs, source information, criteria, processes, roadmap activities, performance measures, and deliverables.

- Support focused stakeholder interviews and data-collection meetings and document requirements, decisions, unresolved questions, and follow-up actions.

- Translate requirements into clear acceptance criteria, business rules, process inputs, decision criteria, measures, and documentation requirements.

- Coordinate with business, process, technical, project-management, and writing personnel to ensure requirements are accurate, consistent, testable, traceable, and reflected in final products.

- Protect Government information and comply with applicable information-security, privacy, records-management, access, and training requirements.

Qualifications/Requirements:

- Clearance: DHS/CISA High-Risk Public Trust eligible.

- Education: Bachelors degree in business administration, public administration, acquisition management, systems engineering, information systems, requirements engineering, operations research, data analytics, or a related discipline, or an equivalent combination of education and experience.

- Certifications: Preferred certifications include International Requirements Engineering Board Certified Professional for Requirements Engineering, International Institute of Business Analysis Certification in Business Data Analytics or Certified Business Analysis Professional, PMI Professional in Business Analysis, International Council on Systems Engineering certification, or a comparable requirements-analysis, business-analysis, systems-engineering, or federal acquisition credential.

- Experience: Minimum of four years of relevant requirements, business, systems, acquisition, operational, process, or program-analysis experience.

Experience eliciting and analyzing requirements through interviews, document reviews, process analysis, data analysis, or focused working sessions.

- Ability to distinguish among mission needs, capability gaps, business requirements, functional requirements, technical requirements, constraints, assumptions, dependencies, and performance outcomes.

- Experience developing requirements documents, traceability matrices, business rules, decision criteria, process flows, acceptance criteria, gap analyses, or comparable analytical products.

- Ability to identify ambiguous, incomplete, duplicative, inconsistent, or conflicting requirements and coordinate resolution with subject matter experts and stakeholders.

- Familiarity with federal acquisition, systems engineering, program management, investment management, or portfolio management is preferred.

- Proficiency with Microsoft Word, Excel, PowerPoint, Teams, SharePoint, and Visio or comparable requirements-management and process-mapping tools.

- Strong analytical writing, facilitation, organization, critical-thinking, and interpersonal communication skills.

- Ability to work effectively within a multidisciplinary, primarily remote team, and manage multiple requirements and deadlines.

Work Location: Primarily remote at contractor facilities, with occasional onsite support within the National Capital Region when requested.
Employment Type: Full-time, Salary-Exempt
