role

About the role

Aalo Atomics is building and operating advanced sodium cooled reactors, including a Department of Energy (DOE) authorized reactor at the Idaho National Laboratory (INL) site. The Emergency Preparedness Specialist is the emergency management organization's subject matter expert for drill and exercise development and runs the readiness side of the program under NE O 151.1, Comprehensive Emergency Management System: drills and the annual exercise under the Homeland Security Exercise and Evaluation Program (HSEEP), Emergency Response Organization (ERO) training and qualification records, operations center readiness, and the interfaces with INL Emergency Management and the neighboring Materials and Fuels Complex (MFC). The Aalo program operates as a tenant program inside the INL sitewide emergency plan, with the offsite interface coordinated through Battelle Energy Alliance (BEA).

What you'll do

- Use the Aalo Emergency Plan, the emergency planning hazards assessment, and related planning documents as the baseline for technical advice to management on hazards and on strategies to safely mitigate emergency events.
- Design, conduct, control, and evaluate drills and the annual exercise under HSEEP: objectives, scenarios, master scenario event lists, controller and evaluator instructions, evaluation criteria, participant briefings, drill safety plans, critiques, and after-action reports.
- Serve as a trained drill controller and evaluator, independent of the positions being evaluated; recruit and train additional controllers and evaluators so no drill grades itself.
- Administer ERO training and qualification records with the Aalo training organization: position qualification cards, initial and requalification status, drill participation, and currency, maintained so ERO status by position and shift is available at any time.
- Maintain the ERO roster and on-call schedule, and keep the on-call notification path current with the INL Warning Communications Center so activation reaches the on-call Emergency Action Manager every time.
- Maintain operations center readiness: emergency procedures and casualty procedures available in hard copy and electronically, communications equipment tested on a schedule, supplies and logs in place.
- Ensure facility accountability personnel are designated and trained, and that the accountability process covers employees, subcontractors, co-located tenant personnel, and visitors.
- Coordinate emergency preparedness, planning, and response activities with Plant Operations, Nuclear Safety, Quality, Training, Radiological Controls, INL Emergency Management, INL Fire, and MFC.
- Advise the Manager, Emergency Management on technical emergency planning, preparedness, response, drill, and exercise issues.
- Ensure Aalo emergency management program elements and products are maintained in compliance with federal regulations, DOE orders, the INL sitewide emergency plan, and company procedures.
- Conduct and document self-assessments of the emergency management program, its elements, and facilities; participate in management and independent assessments as assigned.
- Contribute to the annual Emergency Readiness Assurance Plan.
- Enter drill, exercise, and assessment findings into the corrective action program and work assigned corrective actions through completion and closure with objective evidence.
- Provide feedback for continuous improvement through the company lessons learned and issue management programs.
- Serve as a member of the Aalo ERO; participate in required training, drills, and exercises; respond to actual emergency events when activated.
- Exercise stop work authority for any condition that presents an imminent danger.
- Perform other duties as assigned.

Qualifications

- Bachelor's degree in emergency management, a science, engineering, or a related field; or an equivalent combination of education and emergency management experience.
- At least three years of emergency management experience at a DOE site, a national laboratory, a nuclear facility, or an equivalent high hazard facility.
- Experience designing, controlling, and evaluating drills or exercises under HSEEP.
- Experience serving in an ERO position.
- Completion of FEMA IS-100, IS-200, IS-700, and IS-800, or completion within the first ninety days.
- Working knowledge of DOE emergency management requirements, including NE O 151.1 and its guidance.
- Ability to obtain and maintain unescorted access to a DOE site and to meet export control requirements for access to controlled technology.
- Ability to qualify to assigned ERO positions and to carry emergency callout.

Preferred Qualifications

- ICS-300 and ICS-400; HSEEP course completion.
- Experience at a tenant facility operating inside a sitewide emergency plan.
- Experience with the INL Warning Communications Center, INL Emergency Management, or a comparable site emergency organization.
- Experience with sodium or other combustible metal hazards, or with radiological facilities.
- Familiarity with DOE occurrence reporting and corrective action programs.
- Associate Emergency Manager or Certified Emergency Manager through the International Association of Emergency Managers.

Working Conditions

Office, reactor site, and operations center environments. Work at the DOE site involves outdoor conditions, including winter weather, and compliance with site access and training requirements.
