Limited is a manpower management solutions firm operating in the East African
Region in the countries of Tanzania, Uganda, Kenya, Rwanda, and South Sudan.
On behalf of our Tanzania based client, we are
looking for a competent and experienced Finance
and Administration Officer.
JOB PURPOSE.
To manage the company's financial resources, administrative
functions, human resource administration, statutory compliance, and corporate
support services to ensure efficient operations, sound financial management,
and organizational sustainability.
POSITION IN THE COMPANY
Position Title: Finance &
Administration Officer
Reports To: Manager Finance and
Administration/ Chief Executive Officer (CEO)
Grade : MG2
KEY DUTIES AND RESPONSIBILITIES
A. Financial Management
- Maintain
accurate accounting records in accordance with applicable accounting
standards and company policies.
- Prepare
monthly, quarterly, and annual financial statements and management
reports.
- Manage
accounts payable and accounts receivable functions.
- Monitor
cash flows and maintain adequate liquidity for operations.
- Process
payroll and staff-related payments.
- Manage
banking relationships and reconcile bank accounts regularly.
- Support
the preparation of project budgets and contract financial monitoring.
B. Budgeting and Financial Planning
- Coordinate
annual budgeting and forecasting processes.
- Monitor
expenditure against approved budgets.
- Provide
financial analysis and recommendations to management.
- Assist
in pricing reviews and profitability analysis of projects and contracts.
- Develop
financial performance reports for management decision-making.
C. Human Resource Administration
- Maintain
personnel files and employee records.
- Coordinate
recruitment, onboarding, and employee induction processes.
- Administer
leave management and attendance records.
- Support
staff performance management processes.
- Ensure
compliance with employment laws and company HR policies.
- Coordinate
staff training and development activities.
D. Administrative Management
- Manage
office administration and support services.
- Maintain
company records, contracts, legal documents, and correspondence.
- Coordinate
travel arrangements, accommodation, and logistics for staff when required.
- Ensure
availability of office equipment, supplies, and services.
- Manage
company insurance policies, licenses, and permits.
E. Compliance and Corporate Governance
- Ensure
timely submission of tax returns and statutory payments.
- Liaise
with auditors, regulators, and financial institutions.
- Ensure
compliance with applicable financial, tax, and labor legislation.
- Support
implementation of internal controls and risk management procedures.
- Maintain
corporate records and statutory filings.
F. Reporting
- Prepare
regular financial and administrative reports for the MFA/CEO and Internal
Audit.
- Provide
financial information required for board and management meetings.
- Maintain
accurate records for audits and regulatory reviews.

- Timely
preparation of monthly management accounts.
- Accuracy
of financial records and reporting.
- Budget
adherence and cost control effectiveness.
- Timely
statutory and tax compliance.
- Cash
flow management effectiveness.
- Number
of audit findings and corrective actions implemented.
- Employee
records accuracy and HR administration efficiency.
- Administrative
service delivery performance.
Authority Levels
Authorized to:
- Approve
routine administrative expenditures within approved limits.
- Recommend
budget allocations and financial controls.
- Coordinate
staff administration and office management activities.
- Liaise
with external auditors, tax authorities, and regulatory agencies.
Requirements
MANDATORY
REQUIREMENTS
Qualifications:
Education
- Bachelor's
Degree in Accounting, Finance, Business Administration, Commerce, or
related field.
Professional Qualifications
Preference to one who has
completed or is in final stages of completion of any of the following:
- CPA
- ACCA
- CIMA
- Equivalent
recognized professional qualification
Experience
- Minimum
five (5) years' relevant experience in finance and administration.
- Experience
in project-based businesses, engineering, ICT, energy, or contracting
environments is an added advantage.
