Construction Project Engineer

Job Title: Project Engineer / Quality Control Manager Job Description This role serves as a Project Engineer with a strong focus on Quality Control Management for a multi-year, large-scale construction overhaul of an ammunition facility. You will provide construction oversight, support the creation and implementation of quality processes and procedures, and manage RFIs and submittals to ensure the project is executed in full compliance with contract requirements and quality standards. Responsibilities

- Oversee construction activities from start to finish with a primary focus on project site quality control.
- Use professional judgment to assess and control quality-related risks throughout the project lifecycle.
- Plan, develop, and direct the application of processes and procedures that maintain and improve quality standards.
- Perform tests and analyze results to verify that control measures are adequate and that work conforms to contract requirements.
- Conduct preparatory, initial, and follow-up meetings to establish a clear understanding of the required standards of care for each definable feature of work.
- Verify that plans, procedures, and appropriate document checklists are used and signed off prior to each definable feature of work, in accordance with the submittal register.
- Confirm and document that all materials received for the project conform to approved submittals, are properly handled and stored, and are suitable for use.
- Lead required coordination meetings with the client, superintendent, foreman, and subcontractors prior to the start of each new phase of work, and document these meetings in daily quality control reports.
- Independently review plans, specifications, construction cost data, and other contract documents to identify potential quality risk factors.
- Review shop drawings and submittals for conformance with project specifications, leveraging the knowledge and experience of other project team members when necessary.
- Independently perform specified or required tests to confirm that quality control measures produce a product that meets contract requirements.
- Oversee subcontractor work to ensure compliance with quality standards and safety regulations.
- Collaborate closely with the project superintendent and maintain accurate project “as-built” drawings on a daily basis.
- Develop, update, and maintain the project submittal log and all project-specific quality control reporting using the Construction Contractor Module of RMS (QCS) to record, maintain, and submit information throughout the contract period.
- Prepare clear, written daily quality control reports that demonstrate work is being constructed in conformance with established standards and address non-conformances to achieve contract compliance.
- Schedule and document all required inspections, maintain an inspection log, and clearly record, correct, and re-inspect all non-conformances before work is covered.
- Independently verify that all necessary inspections, approvals, and certifications by appropriate agencies are completed in a timely manner.
- Assemble and forward complete project closeout documents in accordance with contract requirements.
- Exercise discretion to stop work when necessary to resolve issues affecting safety, quality, or the logical progress of work.
- Advise on changes to construction methods and materials to improve quality, efficiency, or compliance.
- Assist with writing and managing RFIs and submittals, and support the development of project-specific processes and procedures.
- Utilize construction management software to manage documentation, RFIs, submittals, and quality control records.

Essential Skills

- Bachelor’s degree in Construction Management or a closely related field.
- Minimum of 1 year of experience as a field engineer or project engineer in a construction environment.
- Hands-on experience writing and managing submittals and Requests for Information (RFIs).
- Proficiency with construction management software, including experience with Bluebeam or similar tools.
- Strong understanding of construction quality control principles, practices, and documentation requirements.
- Ability to read and interpret construction drawings, specifications, and contract documents.
- Experience overseeing construction activities with attention to quality standards and compliance.
- Capability to conduct and document meetings related to definable features of work and quality requirements.
- Skill in preparing clear, detailed daily quality control reports and inspection logs.
- Ability to coordinate and collaborate effectively with superintendents, foremen, subcontractors, and client representatives.
- Strong analytical skills to identify potential quality risks and recommend corrective actions.
- Confidence to make decisions and, when necessary, stop work to address safety or quality concerns.

Additional Skills & Qualifications

- Experience working on large-scale, multi-year industrial or infrastructure construction projects.
- Familiarity with government or military facility construction standards and documentation processes.
- Experience using RMS and the QCS module for construction quality control reporting.
- Experience in developing and refining quality control processes and procedures for complex projects.
- Strong organizational skills with the ability to manage multiple submittals, RFIs, and inspections concurrently.
- Effective written and verbal communication skills for reporting, documentation, and stakeholder coordination.
- Detail-oriented approach with a commitment to maintaining accurate “as-built” drawings and project records.
- Ability to adapt to evolving project requirements and new construction management technologies.

Work Environment This position supports a multi-year, large-scale construction overhaul of an ammunition facility, working within a complex, active project site environment. The role involves regular collaboration with superintendents, foremen, subcontractors, and client representatives, as well as interaction with government personnel for inspections and approvals. You will work extensively with construction management technologies, including Bluebeam and RMS/QCS, to manage documentation, RFIs, submittals, and quality control reporting. The position is structured as a salaried, exempt role with a contract-to-hire arrangement of approximately nine months, offering the opportunity to transition to a longer-term engagement as the project progresses. Work is primarily performed on or near the project site, requiring appropriate field attire and adherence to all safety protocols and regulations. The environment emphasizes thorough documentation, proactive quality control, and strong teamwork to deliver a high-quality project that meets stringent performance and compliance standards.

This is a Contract to Hire position based out of Lenexa, KS.
Pay and Benefits
The pay range for this position is $31.25 - $44.00/hr. Individual compensation offered for this position within this range will depend on many factors, including qualifications, skills, relevant experience, job knowledge, geographic location, internal equity, and other pertinent job-related factors.
