Position: Program Analyst, Journeyman

Overview: ITC Defense is seeking a Program Analyst, Journeyman to support PMA-259 Carrier Strike Group (CSS) Foreign Military Sales (FMS) Logistics in Lexington Park, Maryland. This position provides program analysis support related to program execution, reporting, and monitoring activities.

Responsibilities
- Coordinate the preparation of program reports, briefing materials, correspondence, and other documentation, ensuring information is accurate, complete, and aligned with program requirements.
- Develop, update, and maintain program monitoring systems used to track major milestones, corrective actions, action items, deliverables, and overall program progress.
- Monitor and evaluate milestone accomplishments, identify program risks, issues, and dependencies, and recommend potential solutions or corrective actions.
- Support planning, tracking, and reporting activities associated with FMS logistics initiatives, ensuring timely execution of program objectives and deliverables.
- Assist in coordinating activities and exchanging information among government stakeholders, support contractors, and other organizations involved in program execution.
- Support internal and external communications related to program status, schedules, issues, and documentation requirements.
- Prepare activity reports, status reports, metrics, and other management products to support program oversight and decision-making.
- Maintain organized program records and tracking tools to support efficient program execution and audit readiness.
- Other duties as assigned.
Minimum Qualifications:
- Active DoD Secret or Interim Secret clearance.
- Bachelor’s degree and 3+ years of relevant experience; or associate degree and 7+ years of relevant experience; or no degree with 13+ years of relevant experience in FMS, logistics, program management, technical/business analysis, acquisition, lifecycle management, or planning.
- Ability to research, analyze, and organize information from multiple sources to support program reviews and decision-making.
- Experience preparing program reports, documentation, status updates, tracking tools, or other management products.
- Ability to track milestones, action items, corrective actions, and deliverables, identify issues, and communicate status to stakeholders.
- Strong written and verbal communication skills and the ability to work effectively with government and contractor personnel.
Preferred Qualifications:
- Prior experience supporting NAVAIR, Navy, DoD, or other federal acquisition programs.
- Experience supporting Foreign Military Sales (FMS) programs or international defense programs.
- Experience supporting program management or logistics activities within a government program office or contractor environment.

For individuals assigned and/or hired to work in Maryland, ITC Defense is required by law to include a reasonable estimate of the compensation range for this role. This compensation range is specific to the State of Maryland and takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and delivery model. We would not anticipate that the individual hired into this role would land at or near the top end of the range, but such a decision will be dependent on the facts and circumstances of each case. A reasonable estimate of the range is $65,000.00 - $75,000.00 annually.
