Position: Program Analyst, Journeyman – Transportation

Overview: ITC Defense is seeking a Program Analyst, Journeyman to support the PMA-259 program office in Lexington Park, MD. The role supports the program’s FMS transportation mission, focused on the international movement of aircraft, weapons, support equipment, and related materiel.

Responsibilities
- Support the PMA-259 program office with transportation planning, analysis, and execution for FMS cases involving aircraft, weapons, support equipment, and related materiel.
- Identify, analyze, and track transportation issues and risks that may affect FMS case execution, and support development of appropriate solutions.
- Support the development and coordination of transportation plans for international shipments, including hazardous materials, in accordance with applicable DoD and international requirements.
- Review transportation data, shipping documentation, schedules, and milestones to maintain visibility of shipment status and identify potential delays or issues.
- Coordinate with freight forwarders, export logistics personnel, case managers, and government stakeholders regarding routing, documentation, packaging, shipment status, and delivery requirements.
- Conduct program analysis, technical research, schedule tracking, and reporting in support of transportation and logistics activities.
- Support Integrated Logistics Support (ILS) activities related to transportation, materiel readiness, and shipment-related supportability issues.
- Track transportation milestones and corrective actions and elevate issues requiring additional attention or resolution.
- Support compliance with hazardous cargo, ITAR/export control, and Security Assistance Management Manual (SAMM) requirements applicable to FMS transportation activities.
- Support transportation and logistics requirements across the FMS life cycle, including pre-case planning, case implementation, shipment execution, follow-on support, and case closure.
- Prepare transportation status updates, reports, briefings, and other documentation for program office and government meetings.
- Perform other duties as assigned.
Minimum Qualifications:
- Active Department of Defense Secret or Interim Secret Security Clearance.
- Bachelor of Science (BS) or Bachelor of Arts (BA) degree from an accredited college or university and three (3) or more years of directly related experience; OR
- Associate’s degree from an accredited college or university and seven (7) or more years of directly related experience; OR
- No degree and thirteen (13) or more years of directly related experience.
- Experience supporting FMS, logistics, transportation, acquisition, program management, or a related DoD environment.
- Ability to analyze information, track program activities, identify issues, and communicate findings effectively.
- Must be able to work onsite in Lexington Park, MD.
Preferred Qualifications:
- Experience with transportation planning and shipment coordination for aircraft, weapons, support equipment, or other defense materiel.
- Experience supporting Navy, NAVAIR, PMA, or other Department of Defense program offices.
- Familiarity with Integrated Logistics Support (ILS) principles and life-cycle logistics.
- Familiarity with ITAR, export controls, and Security Assistance Management Manual (SAMM) requirements.
- Familiarity with hazardous cargo transportation requirements and applicable DoD regulations.
- Experience coordinating with freight forwarders, government logistics organizations, international partners, or other transportation stakeholders.
- Experience developing transportation plans, tracking shipment milestones, and preparing transportation status reports or briefings.

For individuals assigned and/or hired to work in Maryland, ITC Defense is required by law to include a reasonable estimate of the compensation range for this role. This compensation range is specific to the State of Maryland and takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and delivery model. We would not anticipate that the individual hired into this role would land at or near the top end of the range, but such a decision will be dependent on the facts and circumstances of each case. A reasonable estimate of the range is $65,000.00 - $75,000.00 annually.
