Job Title: Safety Manager Job Description
The Safety Manager oversees site-wide environmental, health, and safety (EHS) programs to ensure full compliance with applicable federal, state, and local regulations. This role develops and maintains safety and environmental plans, leads safety training and certifications, manages hazardous waste programs, and serves as the primary point of contact for safety and environmental compliance matters. The Safety Manager also supervises assigned personnel, supports timekeeping and financial compliance processes, and contributes to a multi-year contract supporting multiple facilities.
Responsibilities
- Manage site-wide environmental, health, and safety (EHS) programs in alignment with applicable federal, state, and local regulations.
- Develop, implement, and maintain the Safety Plan, Environmental Compliance Plan, Job Hazard Analyses (JHAs), and safety training programs.
- Oversee hazardous waste handling, storage, and disposal in accordance with 40 CFR 265.16 and other applicable EPA standards.
- Conduct routine facility safety inspections, environmental audits, and risk assessments across operational areas including maintenance, custodial, grounds, and warehouse functions.
- Coordinate, schedule, and track staff certifications in OSHA programs, including a 30-hour OSHA Outreach Training Program, confined space entry, fall protection, personal protective equipment (PPE), and spill response procedures.
- Remain available by phone 24/7 and serve as the primary point of contact for safety and environmental compliance during audits, incidents, emergencies, or regulatory reviews.
- Investigate accidents and near-miss incidents, lead root cause analyses, and implement corrective and preventive actions.
- Maintain and update MSDS/SDS libraries, waste manifests, inspection records, and other compliance documentation.
- Plan and lead safety briefings, toolbox talks, and emergency preparedness drills with staff and subcontractors.
- Maintain accurate records of staff schedules, inspection reports, and supply usage to support operational and compliance needs.
- Ensure accurate timekeeping by entering hours in timecard and Costpoint systems in a timely manner, in accordance with company and contract requirements.
- Monitor and manage employee timekeeping to ensure accurate, timely entry, validation, and approval of labor hours in timecard and Costpoint systems.
- Supervise and manage assigned personnel, including conducting performance evaluations, coordinating onboarding activities, and ensuring completion of required training and certifications.
- Provide ongoing coaching, guidance, and performance feedback to staff, while identifying training needs and ensuring compliance with organizational and contractual requirements.
- Provide timely and accurate purchase reconciliation information, including required cost codes and supporting documentation on a weekly basis, in accordance with company financial procedures.
- Prepare and provide required reporting to management for government deliverables and invoicing, as applicable.
- Support project management, construction management, facilities maintenance management, and facilities support activities as they relate to EHS responsibilities.
Essential Skills
- At least five (5) years of recent experience managing environmental, health, and safety programs in a federal, military, or large-scale facilities operations environment.
- Completed hazardous waste management training per 40 CFR 265.16, or the ability to obtain this training within 90 days of hire and maintain it annually.
- Demonstrated knowledge of OSHA, EPA, NFPA, and DHEC requirements as they relate to facilities operations and support services.
- Experience with incident investigation, safety audits, environmental reporting, and regulatory inspections.
- Proficiency in Microsoft Office with the ability to maintain digital compliance records and safety data.
- Strong project management skills relevant to EHS and facilities operations.
- Experience in construction management and facilities maintenance management as they relate to safety and environmental compliance.
- Experience in facilities support operations in a regulated environment.
- Excellent communication skills, including the ability to deliver training and clearly document safety and environmental activities.
- Strong documentation and recordkeeping skills to support regulatory and contractual compliance.
- Ability to be available by phone 24/7 as the primary safety and environmental compliance contact.
Additional Skills & Qualifications
- Professional safety or environmental certification such as OSHA 30, CHMM, CSP, CSHO, HAZWOPER, or similar is preferred.
- Experience supporting multi-year contracts and multiple facilities or sites.
- Ability to lead toolbox talks, safety briefings, and emergency preparedness drills.
- Experience using timecard and Costpoint systems for labor hour entry, validation, and approval.
- Familiarity with government deliverables, compliance reporting, and support for invoicing processes.
- Strong coaching and leadership abilities to supervise and develop staff.
- Ability to coordinate onboarding and manage training and certification programs for employees and subcontractors.
Work Environment
This role provides on-site project support at multiple facilities, including federal training and naval weapons station environments. The Safety Manager works closely with maintenance, custodial, grounds, warehouse, and other operational teams in an active facilities setting. The position supports a long-term, five-year contract that spans two different sites, requiring regular on-site presence and frequent interaction with both internal staff and subcontractors. The environment involves coordination with regulatory inspections, safety audits, and emergency preparedness activities. Standard business technology such as Microsoft Office, digital compliance systems, timecard platforms, and Costpoint are used regularly to manage records, reporting, and administrative tasks.
Job Type & Location
This is a Contract to Hire position based out of North Charleston, SC.
Pay and Benefits
The pay range for this position is $45.00 - $50.00/hr. Individual compensation offered for this position within this range will depend on many factors, including qualifications, skills, relevant experience, job knowledge, geographic location, internal equity, and other pertinent job-related factors.
