Senior Project Manager - Dry Buildings / Utilities
The project:
This is an opportunity to work on a large luxury mixed-use development in KSA, Riyadh. Mace is providing project management consultancy services
Leads the safe, coordinated delivery of dry buildings and utility infrastructure, bringing together design, procurement, construction, commissioning, approvals and handover. Drives integrated planning, stakeholder alignment and disciplined control of cost, programme, risk and quality to deliver compliant, high-performing outcomes for clients.
You’ll be responsible for:

- You will manage delivery from project inception/brief, through design development and planning, contractor procurement and construction phase in accordance with the overall delivery program and agreed project milestones.

- You will manage design and wider consultant teams in a collaborative manner to ensure effective completion of responsibilities.
- You will lead and manage the project team and relevant stakeholders to achieve strategic project key performance indicators (KPIs).

Your responsibilities:
- Champion safety, wellbeing, inclusivity and responsible delivery across every project.
- Deliver projects through clear planning, quality systems and strong stakeholder collaboration.
- Supervise change and commercial performance with integrity.
- Lead teams to achieve KPIs, share best practice and unlock potential across Mace.
- Lead dry buildings and utility packages from design coordination through commissioning, energisation, handover and closeout.
- Integrate contractors, consultants, authorities and stakeholders to resolve interfaces, approvals and sequencing.
- Manage programme, cost, procurement, risk, change, reporting and recovery planning.
- Champion safety, quality, sustainability, compliance and operational readiness.
You’ll need to have:
- Bachelor’s degree in electrical engineering, civil engineering, building services engineering, construction management, project management or a related discipline. Master’s degree, chartered/professional registration, PMP, PRINCE2, APM, PMI-SP, RICS, Lean Construction or equivalent certification is preferred.
- Strong track record in governance, project controls, procurement support, contract administration, authority coordination, stakeholder management, risk management and executive reporting.
- Extensive years of progressive experience in buildings, utilities, infrastructure, construction or programme delivery, with substantial exposure to dry utility systems and building-interface works.
- Proven experience leading power, telecoms, ICT, ELV, fibre, street lighting, gas, utility corridor, substation, duct bank, chamber, service connection or similar dry utility packages.
- Demonstrated ability to manage multidisciplinary teams, consultants, contractors, utility providers and authorities across design, procurement, construction, testing, commissioning and handover.
- Strong track record in project governance, controls, contract administration, procurement support, stakeholder management, interface management, risk management and executive reporting.
- Experience on major mixed-use, urban development, campus, data centre, transport, public realm or large-scale capital programmes is advantageous.
- Professional English proficiency required;
- Arabic is advantageous where authority, local stakeholder or regional delivery coordination is required.
- Advanced capability in Microsoft Office, Microsoft Project, Primavera P6, Power BI or equivalent dashboards, document control platforms, risk registers, collaboration platforms and project management information systems. Valid driving licence and site access eligibility may be required.
- Dry utility and building infrastructure delivery, including power, telecoms, ICT, ELV, fibre, street lighting, gas, substations, utility corridors and service connections.
- Utility interface management, authority approvals, permitting, energisation, testing, commissioning, handover and asset data closeout.
- Construction sequencing, constructability, access planning, temporary works coordination, logistics and field issue resolution.
- Schedule, cost, change, risk, issue, dependency, procurement and contractor performance management.
- Executive reporting, governance packs, dashboards, technical reviews, decision papers and assurance responses.
- Strategic judgement and senior stakeholder influence.
- Calm, evidence-based decision-making under pressure.
- Strong ownership, accountability and delivery discipline.
- Collaborative leadership across multidisciplinary and multicultural teams.
- Clear communication, negotiation, conflict resolution and escalation management.
