General Description and Classification Standards:
Leads technical development and projects within the City of Atlanta – Dept. of Aviation’s Geospatial Information Systems (GIS) team at Hartsfield-Jackson International Airport (ATL). Uses geospatial technology expertise to provide support for various ATL stakeholders as it relates to the needs of GIS data and technologies. Provide guidance and supervise work efforts of GIS staff assigned as direct reports. Management responsibilities of various GIS cloud-based services and geospatial environments. Performs project management and guidance of staff and consultant support efforts for the automation of GIS data collection, data conversion, data maintenance, and map production. This is a Senior level position capable of carrying out most assignments under general direction.
Supervision Received:
Works under very general supervision. May work independently or with other skilled or semi-skilled workers with responsibility for completion of assigned tasks.
Essential Duties and Responsibilities:

High degree of experience and working knowledge with ESRI’s ArcGIS desktop and cloud-based platforms, to include:
• Thorough knowledge of ArcGIS Pro desktop software (v. 3.2 or higher), ArcGIS Indoors, and ESRI mobile applications such as Field Maps and Survey123
• Thorough knowledge of ArcGIS Enterprise (server & SDE) hosted in either Amazon or Azure cloud environments
• Thorough knowledge of ArcGIS Server Manager, ArcGIS Online, ArcGIS Portal and Velocity
• Experience with Autodesk products to include AutoCAD Civil 3D, Revit, and Construction Cloud.
• Experience and managing GIS data, CAD-GIS data conversion, data interoperability and GeoBIM workflows is desired
• Experience with FME (Safe Software), including FME Workbench, ArcGIS Model Builder, ArcGIS Arcade and Python programming is desired
• Experience with survey-grade GPS data collectors is a plus
• Familiarity with web-based project management tools such as Monday.com and Microsoft Project
This position will also assist the GIS Manager with supervising, planning, and coordinating the work of the GIS group including developing and implementing goals, objectives, policies, procedures, and work standards.

Knowledge Skills and Abilities:

• Skilled in all aspects of GIS project and consultant/developer management
• Administration and day-to-day management of ArcGIS Online, ArcGIS Portal and ArcGIS Enterprise cloud-based environments
• Develop, implement and manage GIS data development & maintenance best practices
• Collaborate and lead in the areas of GIS systems design and implementation to meet current and future requirements
• Train, supervise and provide technical support to the GIS staff.
• Execute leadership and oversight of all personnel assigned as direct reports
• Assists the GIS Manager and Airport Director with preparation of annual budgets for the GIS functional area
• Performs reviews and edits of geospatial information to determine accuracy and suitability for inclusion in the airport’s Enterprise Geodatabase
• Plans and administers the work of contract developers and consultants, evaluates submittals and performance against industry standards and contract requirements
• Develops, implements, documents and manages geospatial applications as required
• Provides GIS services familiarization and training support to airport business units and stakeholders
• Research new hardware and software products for the airport’s GIS use
• Specialized knowledge of Microsoft Office software
• Specialized knowledge of personal computers and related systems and networks
• Knowledge of Geospatial Coordinate Systems (GIS) and Global Positioning Systems (GPS) principles, theory, re-engineering design, and systems development practices, services, activities, and techniques including systems analysis
• Skill in using a range of software tools for GIS map creation and maintenance, data analysis, and Internet-enabled GIS including City standard
• Skill in managing user relations and administrative projects
• Ability to establish and maintain effective working relationships with customers receiving GIS services
• Ability to resolve issues without escalation

Minimum Qualifications:

Education and Experience –
Bachelor’s Degree in Computer Science, Geography, CAD, or related field; and four (4) years of work experience in GIS support.
Licensures and Certifications - None required.
Preferred Requirements - Bachelor's Degree in Computer Science, Geography, CAD, or a related field; and six (6) years of work experience in GIS support.
Work Environment:
Required physical, lifting, and sensory capabilities are requirements to perform the job successfully. Typical environmental conditions associated with job.
Lifting Requirements:
Light work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects.

Work Schedule:
This position follows the City’s hybrid work schedule policy as assigned by the Department of Human Resources Commissioner and requires in-person work at City worksites/facilities at least four (4) days per week, with the option to work remotely one (1) day per week, based on eligibility, departmental needs, and supervisor approval. The hybrid work schedule is subject to change at any time to five (5) days in-person work.
