WHO WE'RE LOOKING FOR

The Contracts Administrator III reports directly to the Manager, Procurement. This position performs highly advanced (senior level) contract management work. Work involves developing and evaluating a broad range of contracts for goods and services, as well as expertise in specialized areas. Work under general direction with extensive latitude for independent judgment and action. Administer resulting contracts through closure.

WHAT YOU BRING

- Bachelor’s degree in business administration or a related field. Related experience may substitute for educational requirements on a year for year basis up to four (4) years.
- Six (6) years direct experience in the procurement field, which includes four (4) years in government or transit related field using formal solicitation methods and contract administration
- (CPM) Certified Purchasing Manager, (CPCM) Certified Purchasing Contracts Manager, (CPSM) Certified Professional in Supply Management, (CPPO) Certified Public Procurement Officer, (APDP) Acquisition Professional Development Program or similar career level certification preferred but must obtain within one (1) year of employment.

Knowledge, Skills, and Abilities:

- Knowledge of public purchasing methods and procedures.
- Familiarity with the Federal Transit Administration’s Circular 4220.1G and Chapter 451 of the Texas Transportation Code is preferred.
- Ability to conduct research, compile and analyze data, and make complex estimations.
- Ability to evaluate contracts and recommend future status; to interpret policies, procedures, and regulations; to evaluate fiscal data for reasonableness, necessity, and conformity with contract requirements; to negotiate the features of a contract.
- Excellent communication skills which include the ability to communicate clearly and concisely in writing and orally and to produce documents using proper sentence structure, grammar, and punctuation.
- Knowledge of Oracle for procurement reporting preferred.
- Ability to maintain fiduciary obligation when handling materials and information of a confidential nature.
- Ability to travel 5-10% of the time.

WORK ENVIRONMENT AND PHYSICAL DEMANDS

Work is generally performed in an office environment in which there is only minimal exposure to unpleasant and/or hazardous working conditions. This position works with multiple project timelines and is responsible for managing employees performing work of a complex nature.

Incumbent must have the ability to stand and sit frequently throughout an eight-hour period, reach vertically for overhead use as well as horizontally. Must be able to use a telephone or headset equipment. Incumbent must be able to lift and move material weighing up to 20 lbs., perform work at a computer terminal for 6-8 hours a day, and function in an environment with constant interruptions. Regular and predictable attendance at assigned work location is an essential function.

Mobility Status:

As a Hybrid position, onsite presence is guided by team collaboration needs, customer and front-line team member interactions, and role responsibilities. People leaders will set expectations for onsite presence; however, incumbents are generally encouraged to work 8 to 12 days in office per month. Mobility status is subject to change at any time based on business needs or organizational decisions.
