POSITION SUMMARY : The Preferred Communities Program Supervisor is responsible for training, mentoring, and supervising case management staff serving clients through the Preferred Communities – Program for Initial Resettlement (PC-PIR) and Preferred Communities Intensive Case Management (PC-ICM) programs. This position ensures that all services are delivered in compliance with the CCUSA Cooperative Agreement, program guidelines, and agency policies.

ESSENTIAL FUNCTIONS:
- Train and mentor new case managers to ensure they are equipped with the necessary skills and knowledge.
- Ensure compliance with organizational standards and the Catholic Charities USA (CCUSA) Cooperative Agreement.
- Attend all trainings provided by Catholic Charities USA (CCUSA) to stay current with updated policies and PC-PIR core services.
- Provide guidance on complex cases involving medical issues, disabilities, mental health concerns, housing crises, and other vulnerabilities.
- Ensure clients receive culturally and linguistically appropriate services.
- Approve and monitor direct assistance requests.
- Ensure funds are used appropriately and documented properly.
- Monitor data entry and reporting requirements.
- Review reports submitted to funders and management.
- Track program deliverables, outcomes, and expenditures.
- Develop, coordinate, and implement a resettlement service plan for primary refugees for the first 90-day period of their initial arrival to the United States.
- Ensure that all services are delivered effectively and efficiently, meeting the needs of clients.
- Collaborate with other departments to ensure a cohesive approach to service delivery.
- Initiate and submit check requests according to the PC-PIR per capita budget and ensure all check requests are submitted on time to ensures that vendors are paid on time.
- Provide pre-arrival services such as identifying and arranging affordable housing, apartment furnishings, conducting home-safety inspections and requesting initial financial assistance.
- Coordinate and deliver post-arrival services.
- Provide an initial assessment of newly enrolled clients and provide initial home visit with follow-up visits as needed.
- Establish a resettlement plan with clients.
- Instruct and educate clients about financial responsibility and adherence to a PC-PIR budget plan.
- Provide ongoing support and follow-up for all services according to the individual resettlement plan throughout the PC-PIR eligibility period.
- Provide referrals to eligible services such as CalFresh, Medi-CAL, Wilson-Fish or Match Grant or CalWORKs.
- Provide refugees with an orientation to public benefits and community resources including information about how to access public transportation.
- Coordinate transportation and interpretation for TANF-CalWORKs appointments, medical appointments and school enrollments as needed.
- Provide housing orientation to newly arrived clients and conduct 30-day home visits to document that housing and furnishings meet program standards.
- Maintain comprehensive, accurate and up to date online case files
- Prepare case files for review and/or monitoring activities in coordination with Program Compliance Monitor, and funders.
- Translate documents as needed.
- Responsible for the completion of an PC-PIR period report 90 days after arrival.
- Attend department, program and 1-on-1 supervision meetings as required.

QUALIFICATIONS:
- Associate degree and/or a minimum of 1-3 years of relevant experience in social services and/or nonprofit work.
- Excellent communication and interpersonal skills.
- Ability to train and mentor staff effectively.
- Strong organizational and time management skills.
- Ability to work collaboratively with a diverse team.
- Proficiency in the language and cultural background of one or more of the refugee populations served by the program.
- Knowledge of/familiarity with or ability to learn quickly the resources and providers (governmental, civic, social, educational, economic, faith-based, etc.) that are available within the community/county to help refugees achieve successful initial resettlement.
- Work independently in a safe and appropriate manner. Demonstrate both problem solving and problem prevention skills.
- Commitment to the mission and values associated with the agency and the program, including compassion, competency, accountability, social justice and respect for others.
- Bilingual in English and other language spoken by Refugees.
- Excellent verbal and written communication
- Ability to communicate effectively and tactfully with clients, co-workers, and other individuals in a diverse, multicultural work environment
- Proficiency with Microsoft Office Suite and other office software required
- Familiarity with data management software and the use of databases for tracking the delivery of services to clients preferred
CERTIFICATES, LICENSES, REGISTRATIONS:
- Valid California Driver’s License
- Safe driving record as demonstrated by a DMV report that shows no violations or restrictions
- Must successfully complete a background check and TB test
- CPR/First Aid Certification (desired)
