Northrop Grumman Mission Systems (NGMS) Sector and the Navigation, Intelligence & Connectivity (NIC) Division is looking for a Program Manager 2 to support the Advanced Communications and Networking (ACN) Operating Unit (OU) within the Connectivity and Network Solutions (CNS) Business Unit (BU) .  The ACN Operating Unit has a unique range of next-generation technology with programs spanning the full life cycle, from capture through development and sustainment, while operating in a challenging, fast-paced environment.  The chosen Program Manager 2 will be leading multiple programs and efforts within the Emerging Connectivity Solutions (ECS) portfolio. In addition, this position will support technical demonstration and development scope supporting operating unit growth. This position will report to the Director of Programs and will be located full-time onsite in San Diego, CA .

Responsibilities include:

- Cultivating customer relationships and intimacy to develop further opportunities within the customer community.
- Leading and directing cross-functional teams to meet program cost, schedule and technical performance objectives.
- Measuring and reporting program performance.
- Delivering presentations to customers, executive management and other program stakeholders.
- Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions.
- Creation, review and finalization of the program Statement of Work.
- Identification, distribution, tracking, and completion of program requirements.
- Establishment and management of the program and subordinate baselines.
- Development and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools.
- Identifying, allocating and managing program resources, including workforce planning.
- Managing Government/customer supplied property or information (GFE, CFE, etc.).
- Managing suppliers to meet program objectives.
- Adherence to all internal processes, policies, and applicable industry standards.
- Ensuring program team understands and adheres to contract scope, and manages change through control board activities.
- Development and adherence to master plans and schedules.
- Conducting thorough risk & opportunity management practices including identification, mitigation and realization.

Basic Qualifications:

- Bachelor’s degree with 8 years of relevant experience, or Master’s degree with 6 years' of relevant experience, supporting U.S. Government contracts and customers.
- Demonstrated experience managing program performance using key performance indicators (KPIs), program metrics, cost, schedule, and technical performance measures.
- Demonstrated experience managing program financial performance, including budgets, forecasts, revenue, cost, and/or profit and loss (P&L).
- Demonstrate at experience leading cross-functional and matrixed teams in the execution of programs, projects, or business operations, with responsibility for team performance and execution.
- Demonstrated experience serving with primary customer interface for government, commercial, or internal stakeholders.
- Demonstrated experience leading or supporting U.S. government programs, contracts, or acquisitions.
- Demonstrated experience preparing and delivering briefings, program reviews, all status presentations to senior leaders, executives, customers, or government stakeholders.
- U.S. citizenship required.

Preferred Qualifications:

- Master’s degree in Engineering, Business Administration, or a related technical field.
- Minimum 3 years experience managing programs through one or more lifecycles phases, including Science & Technology (S&T), Engineering and Manufacturing Development (EMD), Production, and/or Sustainment.
- Demonstrated experience leading or supporting competitive proposal efforts for U.S. Government or DoD customers, including proposal development, capture activities, and/or bid submissions.
- Demonstrated experience serving as a Program Manager, Deputy Program Manager, Deputy Program Manager, Operations Program Manager, IPT Lead, or Technical Lead for Communications waveforms, networking or related subsystem development programs.
- A current/active U.S. government Secret clearance and the ability to obtain and maintain any required special‑access clearances.

Primary Level Salary Range: $161,100.00 - $241,700.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
