Job Title: Construction Superintendent / EH&S Manager Job Description
This role combines construction superintendent responsibilities with environmental, health, and safety (EH&S) and quality control oversight on federal construction projects. The position focuses on managing construction activities while leading site safety, ensuring compliance with federal, state, and local regulations, and supporting quality control requirements. The EH&S Manager works to reduce workplace accidents, promote a strong safety culture, minimize environmental impact, and ensure that environmental sustainability practices and project specifications are consistently followed.
Responsibilities
- Lead the construction project as the primary on-site superintendent on projects in the $38 million range.
- Provide safety-first leadership on site, acting in a triple-hat capacity that includes superintendent, safety, and quality control responsibilities.
- Oversee environmental, health, and safety programs for the construction site, ensuring compliance with federal, state, and local safety regulations.
- Promote and maintain a strong culture of safety among all workers and subcontractors, with a focus on construction safety best practices.
- Work in the field approximately 90% of the time, actively monitoring site activities, worker practices, and overall project safety conditions.
- Conduct regular site inspections and reviews to verify compliance with building codes, safety codes, and project specifications.
- Ensure that all materials used and workmanship performed on the project meet the required quality standards and contract specifications.
- Investigate and troubleshoot reported issues related to safety and quality of work, and implement corrective actions promptly.
- Review and maintain safety documentation, including daily paperwork, Activity Hazard Analyses (AHA), Material Safety Data Sheets (MSDS), and site-specific safety plans.
- Support and participate in worker orientations, ensuring all personnel understand site rules, safety procedures, and project expectations.
- Oversee training and verify credentials of workers onsite, ensuring that all personnel have appropriate qualifications, certifications, and safety training.
- Coordinate with project stakeholders to align construction activities with EH&S requirements and quality control standards.
- Help reduce workplace accidents and enhance employee health and safety through proactive hazard identification and mitigation.
- Support environmental sustainability practices on the project, ensuring that environmental impacts are minimized and relevant guidelines are followed.
- Maintain clear, concise communication and documentation related to safety incidents, inspections, and quality issues.
- Demonstrate flexibility to support long-term employment opportunities across projects throughout the Southeastern region, as needed.
Essential Skills
- 3 to 20+ years of experience in environmental, health, and safety (EH&S) management, preferably in a similar industry.
- Minimum of 5 years of continuous experience in construction safety, specifically in construction environments rather than industrial or manufacturing settings.
- Proven experience managing federal construction projects, ideally in a triple-hat role combining superintendent, safety, and quality control responsibilities.
- Strong background in construction site safety, including hands-on field experience and oversight of safety programs.
- Experience with federal construction standards and practices, such as those required on projects for agencies like USACE.
- Ability to interpret and apply building and safety codes, and to ensure compliance with project specifications and regulations.
- Demonstrated capability to perform detailed site inspections, identify hazards, and implement effective corrective actions.
- Competence in reviewing and managing safety documentation, including AHAs, MSDS, and site-specific safety plans.
- Ability to oversee and verify training and credentials of onsite workers, ensuring compliance with safety and qualification requirements.
- Strong troubleshooting skills to investigate and resolve issues related to safety and quality of work.
- Capacity to work predominantly in the field, maintaining a visible and active presence on the job site.
- Effective communication skills to lead site teams, reinforce safety culture, and coordinate with project stakeholders.
Additional Skills & Qualifications
- OSHA 30-hour safety certification.
- Experience as a Site Safety and Health Officer (SSHO) is a plus.
- Experience as a Quality Control Manager (QCM) is a plus.
- Federal construction experience is highly desirable.
- Renovation project experience is a plus.
- Familiarity with NAVFAC-related requirements and standards.
- Experience working on projects for the U.S. Army Corps of Engineers (USACE) is beneficial.
- Local familiarity with the Florida region, particularly the Pensacola area, is preferred.
- Willingness to consider long-term employment and flexibility to support projects throughout the Southeastern United States.
Work Environment
This position is based on a federal construction site in Florida, with primary work occurring at NAS Pensacola and nearby installations. The role is heavily field-oriented, with approximately 90% of time spent onsite managing construction activities, observing work practices, conducting inspections, and leading safety efforts. Office time is limited and focused on essential administrative tasks such as orientations, daily safety paperwork, Activity Hazard Analyses (AHA), Material Safety Data Sheets (MSDS), and safety plan reviews. The work environment involves active construction operations, adherence to federal and military installation protocols, and close collaboration with tradespeople, subcontractors, and project stakeholders. Projects typically range from $38 million, offering the opportunity to work on complex, high-visibility construction efforts. The role supports a safety-first culture and may provide long-term employment opportunities with flexibility to work on additional projects across the Southeastern region.

This is a Contract position based out of Pensacola, FL.
Pay and Benefits
The pay range for this position is $50.00 - $60.00/hr. Individual compensation offered for this position within this range will depend on many factors, including qualifications, skills, relevant experience, job knowledge, geographic location, internal equity, and other pertinent job-related factors.
