Arlington County's Department of Environmental Services (DES) is seeking a Water/Sewer/Streets (WSS) Crew Leader to work within the Sewer section and provide on-site leadership and technical guidance to sewer construction teams. The Sewer Construction team specializes in storm and sanitary sewer installation and repair; manhole/catch basin installation and repair; and pipe repair, installation, and replacement. The position applies their knowledge of asphalt (potholes & full depth patches) and concrete (curb and gutter, sidewalks) maintenance and installation. The WSS Crew Leader provides on-site leadership to team members on a daily basis; reports to the Trades Manager/Leader I; and may assume the role of the Trades Manager/Leader I in his/her absence.

Minimums:

- High School Diploma, GED, or equivalent;
- Three years of experience in public works, construction or another trade vocation that demonstrates the ability to perform skilled manual maintenance and/or construction;
- One year of trades work that includes responsibility for providing leadership to other trades workers and/or managing trades projects; and
- Possession of a valid Class "B" or "A" Commercial Driver's License (CDL). See Special Requirements section below.

Substitution: Additional qualifying experience may be substituted for up to two years of the education requirement on a year-for-year basis. Technical training may substitute for up to one year of the experience requirement on a year for year basis.

Desirables : Preference may be given to candidates with experience in one or more of the following:

- Performing as a team lead in construction or maintenance operations;
- Performing daily construction, maintenance and repair in sewer construction and one other technical area;
- Using Microsoft Office to perform administrative functions such as time reporting, activity, personal injury, accident and vehicle reports;
- Experience utilizing asset management systems; and/or
- Possession of or ability to obtain the following certification: Intermediate Work Zone certification.

Special Requirements

- Applicant must possess a Class "B" or "A" commercial driver's license (CDL).
- The applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record.
- Any offer of employment will be contingent upon a favorable review of the applicant's driving record.
- Prior to the time of appointment, the successful applicant must pass a pre-employment drug screening, physical and possibly a alcohol breath test. The successful applicant will be subject to random drug screening, during employment, as required by the Department of Transportation (DOT) standards and policies.
- Must work on-call duty, on a weekly rotating basis, which includes assisting the Trades Manager with preparing the on-call stand-by list.

Licenses/Certifications : Based on assignment, must have one or more of the following:

- Virginia Department of Transportation (VDOT) Intermediate Work Zone Certification*; and
- Commercial Driver's License (CDL's typically required in Streets, Sewer and Water Maintenance sections).

*May also have an equivalent certification from another jurisdiction with the ability to get a Virginia certification within one year of the date of hire.

Safety and Personal Protective Equipment: Employees must learn and follow all safety rules and regulations pertaining to job functions, which includes attending all required safety classes and meetings in order to ensure a safe working environment and to ensure team members are practicing the required safety rules and regulations. Due to the work environment and as a condition of employment, Arlington County employees may be required to wear various personal protective equipment in the performance of their duties.

Working Conditions

- The worker performs activities outdoors.
- The worker is subject to hazards such as being near moving vehicles and mechanical parts, electrical currents, exposure to high heat, chemicals, and/or biohazardous waste.
- The worker is subject to one or more of the following conditions: fumes, odors, dusts, dirt, mists, drafts, loud noises, gases or poor ventilation, oils, and other cutting fluids.
- The worker spends long periods of time standing, crouching, stooping, bending, lifting, pushing, pulling, carrying, and/or working in confined spaces and lighting light to heavy objects and equipment.
- The worker is required to wear common protective gear or safety equipment such as safety shoes, glasses, gloves, hearing protection, and/or hard hats.
- The worker will be required to respond to after-hour calls and emergency situations and mandatory overtime may be required on short notice.

Physical Requirements:

Heavy Work : Exerting up to 100 pounds of force occasionally and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.

Additional Information
Work Hours: 6:30 a.m. to 3:00 p.m., Monday through Friday. Employee must be available for call back in emergency situations to include streets emergencies and during snow removal season. This position is considered emergency personnel.

Work is generally performed outdoors and in all types of weather conditions and near moving traffic. Some work may be performed indoors depending upon the work assignment. The work environment includes exposure to draft, noise, dust, grease, and dirt with extended periods of standing, walking, bending, stooping, and lifting light to heavy objects and equipment weighing up to 50 lbs.
