Basic Function
As a member of the Data Center Supply Chain team, the Senior Program Manager, Logistics Control Tower & Analytics will own supplier logistics readiness and run the dedicated Control Tower provider/team supporting domestic OFCI execution. The role maintains live portfolio data, daily operating reviews, exceptions and action closure, performance reporting and business requirements for logistics tools. The Control Tower coordinates their readiness and agreed handoff evidence. The shared Supply Chain Governance and Assurance function owns the common framework; IT owns technical delivery and service.
SB Energy is building a procurement team under a common role profile, bringing together complementary electrical, mechanical, commercial, and logistics strengths. Within this team, this role focuses on logistics control tower operations, including shipment and milestone visibility, data quality, exception management, and performance reporting. The manager may lead control tower activities for an individual project, manage logistics visibility and reporting across multiple projects, or lead a shared logistics analytics or process improvement assignment.
Assignments may evolve as projects advance, workloads shift, and business priorities change. The manager is expected to contribute beyond their primary area, including broader procurement, sourcing, supplier development, or planning assignments, based on relevant experience, equipment knowledge, readiness, workload, and appropriate specialist support. Each manager maintains clear ownership of assigned responsibilities, cross-trains colleagues, and provides structured handoffs and backup coverage.
Candidates must demonstrate depth in logistics control tower operations, data analysis, and exception management, together with the flexibility and willingness to build capability across the broader function. Candidates are not expected to be specialists in every electrical, mechanical, commercial, or logistics discipline.
Responsibilities
- Portfolio and Supplier Readiness: Maintain one reconciled OFCI register linking projects, equipment, POs, OEM readiness, agreed handoffs, domestic shipments, storage, custody, costs and exceptions. Track shipping-data completeness, cargo-ready commitments, packaging/preservation evidence and open readiness actions with OEMs. Procurement retains manufacturing/commercial expediting; Engineering/Quality retains technical release. Preserve required/baseline, planned, forecast, committed and actual dates and the data date.
- Daily Operating Reviews: Direct the dedicated Control Tower team’s daily readiness, exception and action-closure work. Make risks to Required on Site Dates visible, secure accountable owners and escalate recovery decisions. Transportation authorizes domestic dispatch; Storage/Site owns inventory and preservation controls; designated functions retain their approvals.
- Decision and Delivery Tracking: Maintain operating decision, action, risk, dependency, and change logs. Track the implementation plan across staffing, providers, contracts, processes, data, and training. Escalate overdue decisions, unassigned work, and resource gaps with a recommendation and decision deadline.
- Business Product Ownership: Define operating requirements, prioritize the backlog, and lead user acceptance testing and adoption for the OFCI Logistics Control Hub or approved equivalent. Start with available tools and practical controls; agree build, release, support, and service ownership with designated Analytics and IT teams.
- Data and Reporting: Define logistics KPI logic, source lineage, data-quality checks, dashboards, and executive decision views with capability owners and Finance. Reconcile incomplete or conflicting records, assign corrections to source owners, and keep material uncertainty visible. Validate technical deliverables against business requirements.
- Provider Performance: Own the dedicated Control Tower provider/team’s scope, staffing, coverage, service levels, data quality, operational reviews and corrective actions. Require OEM-readiness and end-to-end logistics experience, evidence access and export rights. Support transport and warehouse leads with common reporting; their respective providers retain contracted execution obligations.
- Governance and Assurance Interface: Apply common process, documentation, control, and evidence standards set with the shared Supply Chain Governance and Assurance function. Supply authoritative OFCI records for its reviews, coordinate operational corrective actions, and escalate recurring control weaknesses without creating duplicate trackers.
- Adoption and Improvement: Lead OFCI-specific user guidance, training, release communications, and workflow improvements. Coordinate changes to common standards with Governance and Assurance and obtain functional approval for release-criteria changes. Prioritize automation against data readiness, approved technical design, and funded capacity.
Qualifications/Requirements
- Bachelor’s degree in supply chain, logistics, business, engineering, information systems, construction management, analytics, or a related field.
- At least 10 years of relevant experience, including at least 5 years leading complex cross-functional programs, logistics control towers, or operating-model implementation in supply chain, infrastructure, construction, manufacturing, or a comparable environment.
- Demonstrated experience leading supplier logistics readiness and a dedicated Control Tower team, with milestone models, readiness gates, exception resolution, action closure and operating reviews that improve execution.
- Hands-on ability to structure and reconcile operational data in Excel or comparable tools, define KPIs and data-quality controls, and turn incomplete information into useful decision views.
- Experience translating business needs into requirements, prioritized backlogs, acceptance criteria, user testing, deployment, and adoption with analysts and IT.
- Strong executive writing, facilitation, and matrix leadership; ability to secure clear ownership and drive action while live operations continue.
Preferred Qualifications
- Data center, cloud infrastructure, power, energy, EPC, industrial, or comparable large capital-program experience.
- Experience with logistics platforms, provider data, Power BI, Microsoft 365, SharePoint, Power Platform, or comparable analytics and workflow tools.
- Experience with provider-team mobilization and performance, OEM readiness and handoff control, cost/benefits tracking and change adoption; relevant program-management or product-owner certification.
Working arrangements
Assignments may span projects, equipment categories, suppliers, and locations and may change with business needs. The role includes supplier, factory, warehouse, and active construction site visits, coordination across time zones, and compliance with site safety and access requirements.
