Business Programs Manager

The Business Programs Manager role sits under Marketplace Initiatives & Enablement Program Team acts as a strategic connector, facilitator, and owner of cross-functional outcomes across Marketplace Operations — bridging Product, Engineering, Operations, Policy, ELCA, Tax, and Brand to determine how initiatives impact the marketplace, and driving the cross-functional execution needed to land them. This role blends operations experience, product knowledge, strategy, and program management to deliver high-visibility initiatives, collaborating across the teams that build and run the platform to envision and deliver solutions.

In this role you will:

- Own end-to-end program delivery across one or more enablement lanes — Compliance, Marketplace Ops Enablement, Policy Readiness, Model Enablement, Tax Enablement, or Marketplace Hygiene — including planning, status reporting, risks, issues, and dependency tracking.

- Drive measurable business outcomes (e.g., improvement in marketplace trust metrics, reduction in host cancellations, suspension/enforcement throughput) for programs led or supported.

- Align stakeholders across Product, Tech, Operations, Finance (GFT), ELCA, and Brand on scope, priorities, resourcing, milestones, and success measures — reducing missed dependencies and increasing stakeholder satisfaction.

- Translate regulatory, policy, or trust & safety requirements into actionable business requirements, kickoffs, project plans, stakeholder lists, and decision/risk trackers; embed requirements into scalable processes rather than one-off fixes.

- Partner with Product & Tech to define, prioritize, and deliver marketplace enhancements, automation, and regulatory or trust & safety initiatives that scale operationally.

- Contribute to program strategy, vision, and roadmaps for long-range initiatives, structuring them to deliver value incrementally in an agile environment.

- Feed requirements into quarterly planning (e.g., SPLAN24/Central Intake), support human-in-the-loop ML validation and monitor post-launch impact.

- Run weekly operating rhythms — meeting notes, action items, risk/issue trackers, decision logs — and quarterly program retrospectives.

- Identify process-improvement opportunities within program intake, triage, and delivery (e.g., Jira taxonomy, SLA adherence) and implement enhancements.

- Build trusted relationships with stakeholders across functions, influence without direct authority, and communicate clearly to mid-level and senior management and leadership.

- Work independently and exercise judgment on prioritization and scoping — including triaging intake requests against company strategic priorities — rather than waiting for detailed direction.

- Continually build knowledge of marketplace operations, products, and capabilities, and of evolving guest, host, and partner needs; evaluate new ideas and trade-offs to craft solutions that help the business scale and adapt.

Experience & Qualifications:

- Experience leading cross-functional business or compliance programs, projects, or process-improvement initiatives, ideally in a marketplace, trust & safety, or regulatory context.

- Experience owning or influencing strategy, vision, roadmaps, and backlog prioritization.

- Strong strategic and critical-thinking skills, with the ability to see the big picture while diving into details when needed; experience structuring large initiatives in effective, well-sequenced ways.

- Strong analytical, organizational, communication, and stakeholder-management skills; comfort synthesizing input from Operations, Legal, Tax, Product, and Engineering.

- Technical fluency to discuss technical concepts, weigh trade-offs, and challenge requirements with Engineering and Model Enablement partners; quantitative rigor in analysis and prioritization decisions.

- Ability to operate independently in ambiguous, cross-functional, cross-cultural environments and exercise sound judgment on scope, prioritization, and risk.

- Experience translating business or regulatory needs into actionable plans, requirements, and measurable outcomes.

- Familiarity with Jira-based intake and delivery governance a plus.

- Typically, 5+ years of relevant experience (e.g., consulting, technology platform product management, or large strategic program management) with a Bachelor's degree, or 3+ years with a Master's degree, in business, management, computer science, engineering, or a related field

The total cash range for this position in Seattle is $110,500.00 to $155,000.00. Employees in this role have the potential to increase their pay up to $177,000.00, which is the top of the range, based on ongoing, demonstrated, and sustained performance in the role.
The total cash range for this position in Springfield is $90,000.00 to $126,000.00. Employees in this role have the potential to increase their pay up to $144,000.00, which is the top of the range, based on ongoing, demonstrated, and sustained performance in the role.

Starting pay for this role will vary based on multiple factors, including location, available budget, and an individual’s knowledge, skills, and experience. Pay ranges may be modified in the future.
