Founded in 1884, The Hong Kong Jockey Club (“the Club”) is a world-class racing club that acts continuously for the betterment of our society. The Club has a unique integrated business model, comprising racing and racecourse entertainment, a membership club, responsible sports wagering and lottery, and charities and community contribution. Through this model, the Club generates economic and social value for the community and supports the HKSAR Government in combatting illegal gambling.

The Department
The IT Change Department is crucial for ensuring the successful delivery of all IT change initiatives, whether using agile or waterfall methodologies. It is supported by a robust IT Change Management Office (CMO), which oversees the entire process to ensure efficiency and effectiveness. Key responsibilities of the IT change department:

The Job
- Business Partnering & Investment Management
Lead the IT Financial Business Partnering function, building strong relationships across IT and key business divisions to deliver trusted financial advice, actionable insights, and high-quality Executive and Steering Committee reporting
- Provide analysis and reporting on IT expenditure (CapEx and OpEx), identifying trends, risks, opportunities, and drivers of financial performance
- Support investment prioritisation and data-driven decision-making through the development, evaluation, and governance of business cases that maximise business value and strategic outcomes
- Develop and maintain financial models, forecasting tools, and performance dashboards to enhance financial visibility and decision support
- Proactively identify opportunities to optimise costs, improve operational efficiency, and align technology investments with strategic objectives
- Strategic Planning, Forecasting & Performance Management
Support the development, measurement, and tracking of IT strategic objectives through effective financial planning, portfolio prioritisation, and performance management
- Lead annual budgeting, long-range planning, and monthly and quarterly forecasting processes, ensuring robust governance, stakeholder alignment, and disciplined financial management
- Monitor financial performance against plans and targets, providing timely insights and recommendations to address emerging risks and opportunities
- Financial Governance & Controls
Ensure compliance with corporate financial policies, accounting standards, governance frameworks, and regulatory requirements across IT expenditure
- Strengthen financial controls through effective budget management, approval processes, and oversight of IT-related financial transactions
- Continuous Improvement & Capability Development
Champion continuous improvement initiatives that enhance financial management processes, reporting quality, operational efficiency, and stakeholder experience
- Identify and implement opportunities to simplify processes, improve data quality, and strengthen financial insights and decision support capabilities
- Leadership & Stakeholder Engagement
Act as a trusted advisor to IT and business leaders, providing strategic guidance on financial performance, investment decisions, and portfolio outcomes
- Develop and deliver executive-level communications and presentations that clearly articulate financial performance, risks, opportunities, and recommendations
- Lead, mentor, and develop team members, fostering a culture of accountability, collaboration, excellence, and continuous improvement
- Financial Transformation & Culture
Lead the ongoing evolution of IT financial management capabilities, leveraging Apptio PPM and related tools to improve transparency, governance, efficiency, and decision-making
- Drive the adoption of modern financial management practices and related organisational change to strengthen portfolio and investment management maturity
- Contribute to a diverse and inclusive culture built on trust, respect, collaboration, and shared success across teams and functions
About You
- Bachelor’s degree in Finance, Accounting, Business Administration, IT or a related field
- 10+ years of progressive experience within IT Financial Management, Technology Business Management (TBM) – with a deep understanding of financial management principles, budgeting, forecasting, management accounting, and investment governance
- Project Management experience with professional project management certification is a plus, as is exposure to Apptio, PPM, or comparable portfolio management platforms
- Proven ability to manage complex financial models, analyse large data sets, and drive strategic decisions
- Expertise in financial controls and governance, including compliance with corporate policies and accounting standards
- Strong proficiency in financial systems and M365, including CoPilot
- Exceptional communication and interpersonal skills with the ability to influence senior stakeholders
- Leadership experience with a demonstrated ability to build and develop high-performing individuals
