Job Description:
POSITION PURPOSE SUMMARY: The Property Manager is responsible for ensuring that all Toronto Harbour Light Ministries facilities comply with applicable legislation, accreditation standards, funder requirements, and organizational policies related to property management, health and safety, fire prevention, and building operations. The incumbent provides strategic and operational leadership for facility maintenance, capital planning, construction and renovation projects, preventative maintenance programs, and emergency preparedness across all ministry unit locations.
The Property Manager oversees building systems, infrastructure, capital assets, and property-related contracts, and provides leadership to the property management team. The role works closely with Territorial Headquarters (THQ), funders, contractors, and ministry leadership to ensure that facilities remain safe, compliant, functional, and well maintained.
ACCOUNTABILITIES:
1. CAPITAL PLANNING, DOCUMENTATION & REPORTING
• Develops annual property operating and capital budgets and provides recommendations to the Executive Director for approval.
• Maintains a comprehensive capital project plan for all Toronto Harbour Light Ministries sites, including Toronto Harbour Light, The Homestead and Hope Acres.
• Coordinates capital repair, renovation, and construction projects in partnership with the THQ Property Department, ensuring compliance with organizational standards, budgets, and timelines.
• Leads in identifying and pursuing capital funding opportunities, including infrastructure and renewal grants, and completes the preparation of funding applications and required reports.
• Maintains complete and accurate records of maintenance activities, inspections, repairs, service contracts, work orders, and capital projects.
• Ensures building maintenance and operational records are organized by site, system, and year.
• Provides regular property operations, capital project, and equipment status reports to the Executive Director and THQ Property Consultant.
2. PROPERTY OPERATIONS & QUALITY ASSURANCE
• Oversees the operation, maintenance, and regulatory compliance of all building systems, including HVAC, plumbing, electrical, emergency power, security, life-safety, communications, and water systems.
• Maintains expert knowledge of building operations and industry best practices through ongoing professional development.
• Oversees preventative maintenance programs and ensures all scheduled maintenance activities are completed, documented, and monitored through the MRI Angus work order system.
• Monitors building automation systems and building performance to identify operational issues, improve efficiency, and support occupant comfort.
• Ensures all facilities meet applicable building code, fire code, occupational health and safety, accreditation, and funder requirements.
• Oversees the management and maintenance of facility inventories, furnishings, fixtures, and equipment.
• Provides oversight of the Hope Acres drinking water system and ensures required testing, inspections, and regulatory reporting are completed.
• Conducts regular facility inspections and building condition assessments and identifies repair and capital replacement priorities.
• Maintains emergency preparedness plans and procedures across all ministry unit sites.
3. FIRE SAFETY, EMERGENCY SYSTEMS & COMPLIANCE
• Oversees fire and life safety programs across all locations and ensures compliance with applicable legislation, fire code requirements, and organizational standards.
• Ensures required fire drills, inspections, testing, maintenance activities, and emergency preparedness exercises are completed, documented, and reviewed.
• Maintains emergency, fire safety, and building operations documentation for all facilities.
• Ensures emergency generators, fire alarm systems, suppression systems, emergency lighting, elevators, and related life-safety systems are regularly tested, maintained, and inspected by qualified personnel.
• Coordinates facility readiness for regulatory inspections and accreditation reviews.
4. LEADERSHIP
• Provides direct training for leadership, coaching, performance management and quality improvement to the Assistant Property Manager, Support Services Manager and their teams.
• Leads the development of operational knowledge, technical competency, and best practices within the property management team.
• Ensures staff have access to required training, policies, procedures, and resources necessary to support facility operations effectively.
• Participates as a member of the Senior Management Team and serves as Management Co-Chair of the Joint Health and Safety Committee.
• Collaborates with program, support service, and leadership teams to address facility-related priorities and operational needs.
5. FINANCIAL & ASSET MANAGEMENT
• Monitors property operating budgets, expenditures, and contracts, ensuring effective stewardship of resources.
• Tracks expenditures related to maintenance and repair, janitorial services, utilities, waste management, and capital projects.
• Monitors utility consumption and energy performance for all sites and completes required regulatory energy reporting.
• Maintains asset inventories and long-term capital replacement plans.
• Provides recommendations regarding capital investments, infrastructure renewal, risk mitigation, and building improvements

MANAGERIAL/TECHNICAL LEADERSHIP RESPONSIBILITY:
• Reports directly to: Executive Director
• Direct reports for this position: Assistant Property Manager; THLM Support Services Manager
• Provides advice and assistance to Support Services Managers and custodial/maintenance staff at other sites.
WORKING CONDITIONS:
• Typical conditions are within office buildings with overhead lighting, keyboarding, using a computer and security screens. Able to physically lift to 20lbs unassisted; must be able to move around the building to inspect various apparatuses
• Up to 20% travel across THLM sites, frequent in-person and/or virtual meetings with leadership teams and front-line property staff
• This position includes on-call, call-backs, and overtime when needed to address urgent issues or emergencies

Education, Qualifications and Certifications:
• Bachelor's degree, technical diploma, or equivalent education in facilities management, building operations, engineering technology, property management, or a related field.
• Alternative combinations of education and experience may be considered.
• Building Environmental Systems Operator (BESO) Class I, BOMI Facilities Management Administrator (FMA), or equivalent building operations designation preferred.
• Maintenance of Trained Person Certification for private drinking water systems.
• Occupational Health and Safety training or certification considered an asset.
• HVAC, electrical, building automation, or related technical certifications considered an asset.
• Ability to undergo applicable screening and background checks successfully that are satisfactory to The Salvation Army, in its sole discretion (i.e., The Salvation Army Abuse Registry) and provide an original copy of a vulnerable sector check search.
Experience and Skilled Knowledge Requirements
• Minimum 5-7 years of progressive facility operations, building maintenance, or property management experience.
• Demonstrated knowledge of HVAC, plumbing, electrical, building automation, emergency power, life-safety, security, and water systems.
• Strong understanding of applicable building codes, fire codes, accessibility requirements, occupational health and safety legislation, and regulatory compliance obligations.
• Experience coordinating contractors, consultants, capital projects, and preventative maintenance programs.
• Proficiency using computerized maintenance management systems (CMMS), building automation systems, and Microsoft Excel.
• Ability to interpret technical drawings, construction documents, operating manuals, specifications, and maintenance records.
• Ability to identify operational risks, troubleshoot building system issues, and implement corrective actions.
• A valid driver's licence and access to a reliable vehicle are required, as regular travel between locations is a key responsibility of this role.

Compensation:
The target hiring range for this position is $85,321.60 to $106,641.60 with a maximum of $127,982.40.
Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
