Job Description:

The Project Director, Civil & Power Infrastructure is a senior, dual-discipline operational leader responsible for the end-to-end planning, team leadership, site logistics, safety, community stewardship, and field execution of all civil infrastructure packages for a multi-hundred-million-dollar, large-scale Mission Critical campus in Oklahoma.

Some things you can expect to do:

1. Schedule Development, Master Milestones & Pull-Planning Execution

·       Integrated Scheduling: Own, develop, and drive the detailed Civil & Infrastructure Master Schedule in coordination with the project controls team, ensuring seamless integration with the campus master construction schedule.

·       Milestone Accountability: Establish and maintain baseline critical paths for mass grading, utility trunklines, substation/gas generation interconnects, and sequential pad releases. Ensure zero unmitigated float slippage on major milestones.

·       Cross-Functional & Partner Planning: Lead collaborative pull-planning sessions with civil subcontractors, wet/dry utility contractors, engineering teams, and external infrastructure partners (e.g., gas generation power developers, local utility authorities, municipal entities).

·       Look-Ahead & Risk Mitigation: Enforce disciplined 3-week and 6-week look-ahead schedules across all civil trades. Anticipate weather impacts, geotechnical deviations, and supply chain constraints, implementing recovery plans proactively.

2. Subcontractor Management, Labor Coordination & Site Harmony

·       Trade Partner Leadership: Serve as the executive relationship manager for all civil, excavation, utility, paving, and ground improvement trade partners. Foster high-trust, high-accountability partnerships.

·       Labor Harmony & Resource Leveling: Actively manage site-wide labor density, trade stacking, and jurisdictional alignment. Proactively identify and resolve trade jurisdictional disputes, labor shortages, or production bottlenecks to maintain uninterrupted site harmony.

·       On-Site Coordination Meetings: Lead weekly subcontractor coordination, progress, and logistics meetings; establish transparent performance dashboards for trade partner accountability.

·       Workforce Standards: Enforce strict jobsite conduct, housekeeping, safety culture, and quality workmanship standards across all tiers of trade labor.

3. Commercial Governance, Financial Stewardship & Change Management

·       Budget Ownership: In close alignment with the Mission Critical cost management and preconstruction teams, develop, track, and manage the multi-million-dollar site infrastructure budget from preconstruction buyout through final closeout.

·       Quality Contracting & Buyout: Partner with procurement and legal to negotiate scope packages, master subcontracts, unit pricing, allowances, and rate structures to safeguard Ryan’s commercial interests.

·       Change Order & Exposure Management: Enforce rigorous change order review and verification processes. Track potential changes, field directives, and geotechnical claims in real time to prevent budget creep and unresolved exposure.

·       Cash Flow & Billing: Work with established program cost controls teams to ensure timely validation of percent-complete pay applications, unit rate verifications (e.g., cut/fill quantities, linear footage of utilities), invoice processing, and accounts receivable management.

4. Technical Scope Oversight & Hand-Off Deliverables

·       Core Civil Scopes: Provide executive field governance over:

·       Mass grading, cut/fill balancing, rock excavation, and soil stabilization/ground improvement.

·       Wet utilities (sanitary sewer, storm sewers, retention basins, high-pressure fire loops, domestic water distribution).

·       Dry infrastructure (site electrical duct banks, fiber/telecommunications duct banks, gas mains, regulator stations).

·       Structural retaining walls, sub-base preparation, concrete curbing, heavy-duty asphalt/concrete paving, and perimeter landscaping/erosion control.

·       Pad-Ready Handoff Execution: Lead the systematic, certified handoff of all 14 building pads and adjacent equipment yard pads , along with dedicated on-site gas generation power yards , ensuring compaction certification, survey verification, utility stub precision, and structural engineering sign-off prior to vertical construction mobilization.

5. Campus Master Logistics, Site Operations & Trade Amenities

·       Perimeter Control & Digital Access: Architect and execute the campus-wide Site Logistics Plan. Manage all ingress/egress gates, perimeter security, and worker credentialing/badging systems utilizing SiteMetric .

·       Traffic Management & Haul Routes: Coordinate heavy civil equipment transit, delivery staging, mass earthwork haul roads, concrete/aggregate truck routing, and dust abatement protocols to prevent traffic impact on surrounding municipal corridors.

·       Temporary Utilities & Infrastructure: Plan, install, and maintain all temporary site power, construction water distribution, temporary stormwater retention/SWPPP controls, site lighting, and telecommunications for the entire civil construction zone.

·       Compound & Laydown Management: Design, allocate, and oversee laydown yards, trailer compounds, crane parking, and material staging for both Ryan personnel and trade partners.

·       Trade Partner Amenities & Wellness Infrastructure: Plan, establish, and maintain world-class site services to maximize trade productivity and morale, including:

·       Strategically positioned, air-conditioned/heated lunch tents and shade shelters.

·       Dedicated hydration, cooling, and heat-stress management stations.

·       Clean, plumbed or serviced restroom complexes and handwash stations across the campus footprint.

·       On-site fuel depots and equipment fluid service pads.

·       Equipment maintenance, rental shop staging areas, and concrete/equipment washouts.

6. Community Stewardship, Civic Engagement & Client Ambassadorship

·       Client Representation: Positively and professionally represent our client and Ryan at all times, upholding their brand values, privacy, and public trust throughout the regional community.

·       Community Relations & Local Stakeholder Collaboration: Proactively interface and build transparent, respectful relationships with local neighbors, civic leaders, emergency services, and community groups to serve as a responsible steward of the construction process.

·       Impact Mitigation & Thoughtful Stewardship: Minimize community disruption by aggressively managing off-site truck routing, roadway sweeping, noise curfews, environmental safeguards, and dust control on municipal thoroughfares.

·       Civic Engagement & Giving Back: Lead and rally the Ryan project team and key trade partners in regular civic outreach, including local community events, school partnerships, charity fundraisers, volunteer days, and meaningful give-back initiatives that create long-term shared value for the surrounding community.

7. Safety Culture, Environmental Compliance & Quality Assurance

·       Safety Leadership: Embody a zero-incident culture; lead site safety stand-downs, daily Job Hazard Analyses (JHAs), and equipment safety audits.

·       Environmental Governance: Ensure 100% adherence to Oklahoma Department of Environmental Quality (ODEQ) standards, SWPPP permits, dust control regulations, and local environmental commitments.

·       Quality Control (QA/QC): Drive rigorous field inspection protocols, compaction testing, third-party geotechnical verification, underground utility pressure/mandrel testing, and as-built survey documentation.

Job Requirements:

- Minimum 8–10 years in senior operational leadership (e.g., General Superintendent, Project Executive, Civil Operations Director).
- Minimum 15+ years of progressive construction experience in heavy civil, large-scale site development, and infrastructure projects.
- Demonstrated track record of delivering civil/infrastructure contracts valued at $100M+ on mega-scale sites (100+ acres, data center campuses, industrial parks, or major multi-building developments).
- Proven experience engaging with local municipalities, community stakeholders, and neighborhood groups during major site civil operations.
- Bachelor’s degree in Construction Management, Civil Engineering, Construction Engineering, or equivalent practical field leadership experience.
- Mastery of earthwork balancing, soil mechanics, ground improvement techniques (e.g., lime/cement stabilization, aggregate piers, deep dynamic compaction), and mass dewatering.
- Deep technical understanding of deep wet utility installation, high-voltage civil duct banks, gas pipeline coordination, and utility interconnect agreements.
- Proficiency with modern construction technologies: Primavera P6, Procore, Bluebeam, civil 3D modeling/GPS machine control systems, and SiteMetric access control software.
- Demonstrated ability to command large field operations while maintaining executive composure, negotiation strength, and commercial discipline.
- Proven experience building, coaching, and mentoring high-performing teams of superintendents, project engineers, and trade foremen.
- High emotional intelligence and authentic communication skills to represent the client and Ryan with external community stakeholders.
