Executive Officer
Location : On-site at the Customer's headquarters in Washington, DC.
Clearance/Screening Requirements : SECRET personnel security clearance issued by the Defense Counterintelligence and Security Agency (DCSA), required prior to contract performance.
Position Summary:
PBG is seeking an experienced Executive Officer to serve as the Contractor's executive leadership on a headquarters professional support services program for our Customer, a Federal agency. This key position is the management authority over the Contractor's tasks and staffing portfolio and the authorized interface with the Contracting Officer (CO), the Contracting Officer's Representative (COR), Government management personnel, and Customer representatives. The program provides approximately two hundred (200) professional support personnel across the Customer's nine (9) headquarters offices in the Greater Washington, DC region, with growth expected over the life of the contract. The Executive Officer oversees the entire program, develops and implements strategic plans that align it with the Customer's mission and goals, and is responsible, with the designated Deputy or Program Manager, for overall contract performance. The role calls for a leader who can bring a large workforce on board without interrupting services while holding to quality, risk, and reporting standards.
Key Responsibilities:
The Executive Officer shall be responsible for the following:
- Serve as the Contractor's executive leadership and the authorized interface with the CO, the COR, Government management personnel, and Customer representatives.
- Act as the management authority over the Contractor's tasks and staffing portfolio, and ensure execution of assigned duties across the Customer's offices.
- Oversee the entire headquarters services program and hold responsibility for overall contract performance.
- Develop and implement strategic plans and roadmaps that align the program's objectives with the Customer's mission and goals.
- Provide leadership to program staff and manage day-to-day operations, ensuring efficiency and effectiveness.
- Manage budgets, resources, risks, and issues, and implement mitigation strategies and corrective actions as necessary.
- Maintain clear and continuous communication with stakeholders, providing regular updates on progress, risks, and milestones.
- Oversee preparation and submission of monthly program status reports that inform senior management.
- Direct development and execution of the Program Management Plan, Staffing Plan, Communications Plan, and Quality Plan.
- Implement quality assurance measures so that the program and its projects meet required standards and deliverables.
- Prepare written communication in accordance with the Customer's writing guide, free of typos, grammar discrepancies, and formatting flaws.
Minimum Qualifications:
- Minimum of eight (8) years of specific experience as a Program Manager, with a focus on risk management, innovation, and quality management systems.
- Proficiency using standard Microsoft Office software, including Outlook, Teams, Word, PowerPoint, Excel, Project, Visio, and Power BI.
- Master's degree in a related field, or twelve (12) years of experience.
- Project Management Professional (PMP) certification.
- SECRET personnel security clearance issued by the Defense Counterintelligence and Security Agency (DCSA), required prior to contract performance.
