About this role

The Subcontracts Manage r serves primarily as a functional lead, providing strategic direction, guidance, and oversight across the subcontract life cycle. This position will support SAIC’s Civilian Business Group. While the role is leadership-oriented, the Subcontracts Manager may also provide direct, hands-on support in areas such as strategic proposal efforts and complex subcontract actions where senior expertise is needed.

The ideal candidate brings extensive experience in federal subcontract management, source selection, and supplier relationship management, and works closely with Program Managers, the Small Business Program Office, Contracts, and cross-functional stakeholders across SAIC. The role requires deep knowledge of the Federal Acquisition Regulation (FAR), prime contract flow-down requirements, and financial awareness to address subcontract challenges and contribute to program success.

This position will be 100% remote and can be worked from anywhere within the United States.

Primary Duties & Responsibilities

Leadership & Strategic Direction:

- Serve as the functional lead for subcontract management activities, providing strategic direction, mentorship, and guidance to the subcontracts team.
- Establish operational objectives and work plans; delegate assignments and empower team members to exercise judgment and independence in their areas of responsibility.
- Overseeing a team of experienced subcontracts professionals and specialists.
- Participate with subcontracts administration and purchasing to develop and improve subcontract policies and procedures.
- Establish and interpret operating policies and procedures that affect departments and functional work units; apply company-wide policies and procedures consistently across programs.
- May be involved in the development of budgets, schedules, and performance standards.

Subcontract Development & Award:

- Provide strategic oversight and, where appropriate, direct support for the development of subcontract specifications, work statements, and terms and conditions across multiple contract types (Cost-Plus, T&M, FFP, and IDIQ).
- Guide the preparation of bid packages, bidders’ conferences, and evaluation criteria to support competitive and non-competitive source selections.
- Lead or support analysis and evaluation of proposals, price and cost analysis, negotiation of subcontract provisions, and selection or recommendation of subcontractors.
- Review and approve subcontract packages; may personally prepare and execute subcontract awards for complex or strategic actions within established authority.
- May sign supplier agreements and purchase orders within delegated authority limits.

Subcontract Administration:

- Provide leadership and oversight for subcontract administration throughout the lifecycle, including baseline management, execution, and closeout, ensuring compliance with FAR/DFARS, prime contract flow-downs, company policies, and contractual obligations.
- Guide the negotiation and coordination of additions, deletions, or modifications to subcontracts; ensure changes and obligations are tracked, communicated, and resolved in a timely manner.
- Oversee maintenance of the subcontract baseline, including deliverables, responsibilities, and key milestones; coordinate with program staff to ensure alignment with subcontractual requirements.
- Support or lead audits, subcontract data requests, and compliance assessments as needed.

Proposal & Business Development Support:

- Provide strategic subcontracts support for proposals, including teaming agreement review, subcontractor workshare structuring, flow-down analysis, and price/cost input.
- Engage directly on high-priority or complex proposals where senior subcontracts expertise is required.
- Collaborate with Capture, Contracts, and Program teams to ensure subcontract strategies align with competitive positioning and program objectives.

Negotiation & Issue Resolution:

- Develop negotiation positions that balance subcontractor, program, and company priorities; resolve subcontract disputes and maintain positive supplier relationships.
- Evaluate the impacts of proposed subcontract changes and recommend revised positions that protect SAIC’s financial interests and align with program goals.
- Engage with internal and external management and senior-level customer representatives concerning projects, operational decisions, scheduling requirements, and contractual clarifications.

Collaboration & Communication:

- Collaborate across SAIC to align subcontract, program, and business activities with financial and operational objectives.
- Communicate subcontract-related legal, financial, and programmatic topics clearly to stakeholders, including program staff, legal, finance, supply chain, and external customers.
- Lead briefings and technical meetings for internal and external representatives.
- Share best practices and contribute to process improvements related to subcontract management, compliance, and supplier performance.

Qualifications:

Education and Experience:

- Bachelors and fifteen (15) years or more of related experience; Masters and thirteen (13) years or more experience; PhD or JD and ten (10) years or more experience.

Technical Knowledge:

- Demonstrated experience developing, negotiating, and managing a variety of subcontract types in support of federal programs, including Cost-Plus, T&M, FFP, and IDIQ vehicles.
- Proficiency in FAR/DFARS, prime contract flow-down requirements, and federal procurement processes.
- Experience with source selection, price/cost analysis, and supplier performance management strongly preferred.

Leadership:

- Proven ability to lead teams, build stakeholder relationships, establish operational objectives, and drive results across complex, multi-program environments.
- Experience guiding and developing a team of subcontracts professionals is required at this level.
- Strong written, oral, and interpersonal communication skills; ability to convey subcontract and financial topics clearly to diverse audiences, including senior leadership and external customers.
- Experience leading briefings and technical meetings.

Problem Solving:

- Ability to independently identify and resolve subcontract issues, establish operating policies, and make decisions with extended organizational impact. Erroneous decisions at this level may result in critical delays, significant cost impacts, and risk to future business activity.

Certifications:

- Certified Professional Contract Manager (CPCM), Certified Federal Contracts Manager (CFCM), or Certified Professional in Supply Management (CPSM) preferred.
- US citizenship.
