The Lead, Portfolio Management – Quality Engineering Business Operations plays a critical role in enabling the operational health, planning and financial discipline, and strategic execution of the Enterprise Software Quality Engineering Center of Excellence (COE). This role supports portfolio operations across financial management, vendor governance, resource and capacity planning, operational intake, executive reporting, communications, associate engagement, and transformation coordination.

The Lead serves as a key operational partner to Quality Engineering leadership and works across Enterprise Technology, Finance, Human Resources, Procurement, Enterprise Portfolio Management, and segment teams to improve transparency, execution discipline, and organizational effectiveness in this fast-paced evolving environment. This role also helps drive the onboarding and integration of resources transitioning from business segments into the Quality Engineering COEs, ensuring alignment to the organizational operating model, planning processes, and enterprise priorities.

The ideal candidate will possess deep expertise in portfolio management, financial governance, business operations, and executive communications, with a proven ability to drive strategic initiatives, influence decision-making, successfully execute priorities across a complex, highly matrixed organization and deliver results across diverse stakeholder groups.

Key Responsibilities

Portfolio Operations and Governance

- Support day-to-day portfolio operations for the Enterprise Software Quality Engineering COE, helping ensure alignment across strategic priorities, demand, capacity, and execution.

- Coordinate portfolio operating rhythms, including leadership reviews, planning cycles, intake processes, and governance routines.

- Manage QE operational intake and demand coordination processes, ensuring requests are tracked, assessed, prioritized, and routed appropriately.

- Partner with leadership to maintain visibility into portfolio performance, delivery commitments, dependencies, risks, and operational issues.

- Support organizational planning activities and help prepare materials for portfolio reviews, executive discussions, and decision-making forums.

- Align portfolio practices with Humana’s Enterprise Portfolio Management and Lean Portfolio Management frameworks where applicable.

Financial Management and Resource Planning

- Lead budgeting, forecasting, financial planning, and expense management activities for the Enterprise Quality Engineering organization, ensuring alignment with strategic priorities and organizational objectives.

- Monitor budget performance (Budget to Forecast to Actuals), analyze variances, identify financial risks and opportunities, and develop monthly executive-level reporting, insights, and recommendations for leadership review.

- Develop presentations, business cases, and supporting materials for executive monthly leadership reviews, financial governance forums, annual planning cycles, and investment discussions.

- Partner with Finance, Procurement, and business leaders to improve visibility into budgets, investments, utilization, vendor spend, and overall operational efficiency.

- Assist with workforce planning, capacity management, and resource forecasting across associates, contractors, and supplier partners to ensure alignment with delivery commitments and business demand. (service now, Jira Align, Azure DevOps)

- Track resource allocation trends and proactively identify risks related to staffing, onboarding, skill gaps, succession planning, and delivery capacity.

- Support planning and coordination of resources transitioning from segment organizations into Quality Engineering Centers of Excellence (COEs), ensuring smooth integration and continuity of operations.

- Drive accountability for financial and operational action items by tracking deliverables, coordinating follow-up activities, and ensuring timely completion of leadership commitments.

- Manage executive communications, meeting preparation, decision logs, and follow-up actions to support effective governance and execution.

- Lead supplier management activities, including vendor performance reviews, contract compliance monitoring, service level tracking, risk management, and relationship management.

- Manage and coordinate the end-to-end Request for Proposal (RFP) process, including requirements gathering, supplier evaluations, scoring, contract negotiations, and recommendation development.

- Serve as a key point of contact for suppliers, business partners, and leadership stakeholders, fostering strong relationships and driving successful outcomes across strategic initiatives.

- Conduct independent financial, operational, and market research to support strategic decision-making, funding requests, workforce investments, and continuous improvement initiatives.

Vendor Management and Operational Support

- Support governance activities for vendors, managed service providers, and strategic partners supporting Quality Engineering.

- Coordinate vendor reporting, performance reviews, action tracking, and operational follow-ups.

- Help maintain documentation and processes related to vendor onboarding, performance expectations, and service delivery alignment.

- Partner with Procurement, Finance, and QE leaders to support contract planning, renewals, and ongoing vendor management activities.

- Reporting, Dashboards, and Executive Support (PowerBI)

- Develop and maintain operational reports, dashboards, scorecards, and presentation materials for Quality Engineering leadership.

- Consolidate and analyze data related to financial performance, resource capacity, portfolio demand, organizational health, and transformation progress.

- Support executive scorecards and recurring business reviews by providing accurate, timely, and meaningful reporting.

- Identify trends, risks, and opportunities and provide insights to improve operational performance and decision-making.

- Prepare materials for executive meetings, leadership forums, and strategic discussions.

Organizational Communications and Associate Engagement

- Support communication planning and execution across the Quality Engineering organization, including leadership updates, town halls, All Hands meetings, and other organizational forums.

- Coordinate associate engagement initiatives that strengthen alignment, communication, and culture across the COE.

- Help develop and manage learning, culture, and engagement programs that support organizational effectiveness and associate experience.

- Partner with Human Resources and leadership on communications and initiatives related to onboarding, change management, and team engagement.

- Help ensure associates have clear and consistent information related to organizational priorities, processes, and transformation activities.

Transformation and Strategic Initiative Support

- Support execution of enterprise quality transformation initiatives and strategic operational priorities.

- Experiencing with leverage AI tools and technologies to improve productivity, quality, and operational efficiency.

- Coordinate plans, milestones, dependencies, risks, and reporting across strategic programs.

- Track organizational goals, key initiatives, and action plans while driving accountability for outcomes.

- Support activities associated with innovation, experimentation, and continuous improvement programs, including the Quality Engineering Innovation Lab.

- Measure and communicate program value, organizational impact, and business outcomes.

Resource Onboarding and COE Integration

- Coordinate onboarding processes for resources transitioning from segments into the Quality Engineering COEs.

- Help define and manage transition activities, including planning, communications, access, role alignment, and operational readiness.

- Partner with segment leaders, QE leaders, HR, and operational stakeholders to ensure smooth integration of new associates and teams.

- Track onboarding progress, surface risks or blockers, and support issue resolution to enable timely and effective transitions.

- Help standardize onboarding and integration practices to improve consistency, speed, and associate experience.

Leadership Expectations

Required Qualifications

- Bachelor's degree in Management, Finance, Business or Information Technology, or related field.

- 5+ years of experience supporting budgeting, forecasting, financial tracking, or resource planning processes.

- 5+ years of experience in portfolio management, technology business operations, program management, strategic planning, workforce planning, or related disciplines.

- 3+ years of experience supporting technology organizations, business operations teams, portfolio functions, or transformation initiatives.

- Experience developing reports, dashboards, scorecards, and executive presentation materials.

- Experience coordinating across multiple stakeholders in a matrixed environment.

- Strong analytical, organizational, and problem-solving skills.

- Strong written and verbal communication skills, including executive-level communication.

- Ability to manage multiple priorities with a high degree of accuracy, professionalism, and responsiveness.

Preferred Qualifications

- Experience supporting Quality Engineering, Software Engineering, Platform Engineering, DevOps, Enterprise Architecture, or Technology Operations organizations.

- Experience with vendor management, managed service operations, or strategic partner governance Experience in healthcare, insurance, financial services, or another highly regulated industry.

- Experience with workforce onboarding, organizational transition planning, or change management initiatives.

- Familiarity with Agile, Lean Portfolio Management, SAFe, DevOps, CI/CD, and product operating models.

- Experience using portfolio, reporting, and work management tools such as Azure DevOps, dashboards/reporting platforms, and collaboration tools.

- PMP, SAFe, Lean, or related certification.

- Experience supporting executive-level strategic initiatives and business operations for large enterprise teams.

Pay Range
The compensation range below reflects a good faith estimate of starting base pay for full time (40 hours per week) employment at the time of posting. The pay range may be higher or lower based on geographic location and individual pay will vary based on demonstrated job related skills, knowledge, experience, education, certifications, etc.
$117,600 - $161,700 per year
This job is eligible for a bonus incentive plan. This incentive opportunity is based upon company and/or individual performance.
