Behind the scenes, but ahead of the curve: help us develop the next-generation public service media organization.
Technology & Infrastructure (T&I) is the backbone and the future-forward arm of CBC/Radio-Canada. Our purpose is to constantly innovate to evolve and maintain the Corporation’s technology and infrastructure. We are the people that make stuff work. We make connections between media content, systems, people and places. We are the space in between.
A place with purpose. CBC/Radio-Canada has always been a highly regarded pioneer of media technology — not just in Canada but around the world. Today, we are transforming ourselves into a modern and agile public service media organization. Technology is the driving force, and we are the team making it happen.
This is a hybrid position with a mix of in-office and remote work. Work arrangements will be discussed with hiring managers per departmental guidelines.
Your role
As a Senior Agile Project Manager / Release Train Engineer (APM/RTE) within the T&I Value Management and Delivery Office, you serve as a program-level orchestrator and pivotal bridge between agile product delivery and traditional enterprise governance. Assigned to a high-impact product family, you will operate within a SAFe-inspired agile bubble; while navigating fixed financial, legal, and operational parameters of a public broadcasting environment.
This is an intensive matrix leadership position. You will work across multiple teams, departments, and corporate functions where you do not possess direct line-management or hierarchical organizational authority. Success requires exceptional lateral leadership, emotional intelligence, and the ability to influence peers, product leaders, corporate partners, and external technology vendors toward shared program outcomes.
Foundational Leadership Competencies
Beyond technical agile process knowledge, you possess foundational capabilities that enable effective execution in a complex matrix enterprise:
- Influencing Without Authority & Lateral Leadership: proven ability to align cross-functional peers, Product Owners, Solution Architects, and non-agile business partners behind program objectives without formal line-management authority. Mastery in negotiation, active listening, and building voluntary consensus across matrixed boundaries.
- Emotional Intelligence (EQ) & Political Acumen: high self-awareness, diplomacy, and emotional control when navigating political dynamics, competing stakeholder priorities, or resistance to change. Ability to de-escalate friction calmly and turn interpersonal misalignment into constructive problem-solving.
- Trust-Building & Program Evangelism: ability to act as an energetic cheerleader and trusted advisor who builds psychological safety and enthusiasm within delivery teams, while simultaneously instilling confidence, credibility, and rigor among executive sponsors and traditional corporate functions.
- Resilience & Comfort with Ambiguity: high tolerance for ambiguity, fluid priorities, and non-standard operating environments. Ability to remain composed under pressure, balancing the discipline of traditional corporate controls with the responsiveness of agile delivery.
- Pragmatic Tailoring & Systems Thinking: pragmatic, flexible and solution-oriented mindset that balances adherence to core frameworks with fit-for-purpose execution. Able to tailor day-to-day practices and propose refinements while adhering to core structures to drive business value.
- Presentation Skills & Audience Adaptability: highly comfortable and effective presenting in English and in French to varying audiences, including key business partners, at different levels, tailoring messaging and presentation to the audience and objectives.
Primary Duties and Responsibilities
- Scaled Agile Cadence & Program-Level Orchestration: Lead and facilitate core program-level ceremonies, including Pre-Quarterly Alignment, Quarterly Alignment (PI Planning equivalent), Program Demos (including major vendor demos like Dalet), Program Syncs, Orchestration Syncs, and Product Discovery & Architecture Syncs.
- Dependency, Risk & Impediment Resolution: Identify, map, and resolve cross-team dependencies and systemic program impediments alongside Scrum Masters, while maintaining an active program risk register with strategic escalation paths.
- Strategic Alignment & Governance Compliance: Ensure product family backlogs and quarterly objectives remain strictly aligned with Technology & Infrastructure (T&I) strategic goals and corporate governance standards.
- Tooling Infrastructure & Delivery Visibility: Oversee and maintain program-level Jira and Confluence workspace structures to ensure full delivery transparency across backlogs, epics, and features.
- Financial Stewardship & Budget Oversight: Maintain financial guardrails, including financial updates in partnership with Product Directors and POs to satisfy corporate finance requirements.
- Operational Model Execution: Partner with the Transformation Lead to operationalize, run, and sustain the scaled agile delivery cadence across all product family teams.
- Change Mobilization & Bilingual Enablement: Support cross-departmental change mobilization while enabling seamless bilingual (English/French) communication across distributed product hubs in Montreal and Toronto.
- Vendor & Partner Governance: Co-manage strategic software supplier delivery alongside Product leadership, aligning vendor specifications, contractual milestones, and delivery cadences with internal backlogs & roadmaps.
- Performance Metrics & Value Realization: Develop and maintain dashboards to track flow metrics, delivery velocity, and business value realization to drive continuous program improvement.
- Agile Culture & Bureaucracy Reduction: Embody a servant-leadership posture ('Facilitator vs. Controller'), fostering transparency, team autonomy, and the principle that 'People own the process' while actively streamlining administrative overhead.
- Multi-Tier Reporting Cadences: Drive structured reporting across four executive cadences: Weekly operational updates, Bi-weekly leadership syncs, Monthly performance reviews, and Quarterly reporting to Governance Committees and the Board of Directors.
We are looking for a candidate with the following:
- Professional Experience: 7+ years of experience in project/program delivery, with at least 3 years in a Senior Agile, Scaled Agile (RTE or equivalent), or Hybrid leadership role managing complex, multi-team initiatives.
- Scaled Agile Facilitation: experience facilitating PI Planning / Quarterly Alignment, multi-team demos, and Program Syncs within SAFe or hybrid scaled agile delivery environments.
- Vendor Governance: Proven success co-managing strategic third-party vendor contracts, integration milestones, and delivery cadences.
- Financial & Governance: Experience interfacing with corporate Finance and Executive Governance, translating agile delivery metrics into traditional financial and risk reports.
- Tooling Expertise: proficiency in Jira, Confluence, Power BI, Google Suite is a Strong Asset
- Linguistic: bilingual (English/French).
- Education: Bachelor’s degree in computer science, Information Systems, Business Administration, or equivalent practical experience and training.
