Lead Contracts Manager

On behalf of The Ministry of Justice, we are looking for a Lead Contracts Manager - Inside IR35 for a 12 month contract working on a Hybrid basis (2 days per week in London office and remaining WFH)

The Ministry of Justice (MoJ) priorities include improving public safety and reducing reoffending by reforming prisons, probation and youth justice, and building a justice system which makes access to justice swifter and more certain for all citizens whatever their background. Project professionals in the MoJ help to improve the government’s ability to protect the public and reduce reoffending, and to provide a more effective, transparent and responsive criminal justice system for victims and the public.

Role purpose:

This is an exciting opportunity to gain or broaden your experience in the Property FM category area which is critical to providing excellent commercial support to HMPPS. This is a challenging and rewarding commercial role which will allow you to make a real difference to the delivery of FM services to HMPPS, whilst working with suppliers to drive quality and deliver value for money. This role is within the Commercial Property Portfolio, which is there to support the MoJ and its agencies in providing suitable, safe, secure and sustainable buildings incurring a spend over £250m per annum on outsourced Facilities Management (FM) contracts to a wide range of service providers. It is not uncommon for individual contract spend to be over £50m per annum and include a wide range of complex and innovative contractual mechanisms. We also generally spend between £150-200m each financial year on a range of projects from major refurbishments and security upgrades, to lift and boiler replacements and £180m on energy and sustainability. The key requirement of this role is to provide the commercial lead for the demobilisation of the FM contracts.

The main duties and responsibilities of the Lead Contracts Manager would be to:

- Provide the commercial lead on the planning and implementation of de-mobilisation and exit of the current FM contracts to enable the successful implementation of the replacement contracts being procured under the Property Transformation Programme (PTP).
- Contract management of a range of FM contracts, including developing and managing variations/change control and other contract mechanisms.
- Provide commercial advice and support to colleagues. Addressing and resolving commercial issues and risks.
- Collaboration with key stakeholders including MoJ Property, PTP Programme, HMPPS, suppliers to ensure structured and successful demobilisation of the FM contracts

Essential:

- Evidence of leading on the demobilisation and exit of contracts of high value/complexity/reputational risk, ensuring controlled and managed exit and resolving emerging/legacy contractual issues to enable final accounts to be settled.
- Ability to balance the conflicting demands of multiple projects and tasks – knowing how to prioritise and ensure each task is treated appropriately.
- Experience of working on complex commercial projects involving novel and non-standard commercial & contractual mechanisms, with the ability to identify improvements that deliver greater commercial outcomes.
- Evidence of developing and managing effective relationships with stakeholders at all levels in a complex and strategic commercial environment, through effective communication, gravitas and personal impact.
- Demonstrates effective communication and the ability to be a caring empathetic line manager . Can lead by example, listen to others but also be confident delegating to their team.
- Experience of contract management in the FM category
