Software Engineer V

Leidos is seeking a Software Engineer V to support the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Office of the Chief Information Officer (OCIO) in resolving complex technical challenges, modernizing digital products and services, and advancing secure, automated software engineering practices across the OJP environment.

The Software Engineer V will serve as a senior hands-on engineer and technical problem solver for complex applications, application programming interfaces (APIs), integrations, automation pipelines, and production environments. The successful candidate will revise software to resolve technical complaints, systemic defects, performance issues, and recurring operational problems; lead root-cause analysis and durable remediation; establish and improve engineering standards; reduce technical debt and unnecessary technology duplication; and guide implementation of resilient, secure, maintainable, and automated solutions aligned with OJP architecture and product-delivery objectives.

Primary Responsibilities

- Lead the design, development, modernization, integration, testing, deployment, and sustainment of complex software solutions supporting OJP digital products and services.
- Analyze technical complaints, production issues, recurring defects, integration failures, performance problems, and customer-reported issues; perform root-cause analysis and implement durable software corrections.
- Design and implement secure, modular, interoperable APIs, application components, data integrations, and automation that reduce technical debt and unnecessary technology duplication.
- Provide senior engineering support for WSO2 API Manager API development and integration activities, including API creation, publication, lifecycle management, governance, testing, monitoring, rate-limiting support, and coordination with applicable OJP service-delivery, networking, and security teams.
- Lead API integrations supporting OJP's Identity and Access Management System (DIAMD), including integrations involving Okta and SailPoint and protocols such as SCIM, OAuth 2.0, and SAML, in coordination with the DIAMD support team.
- Lead implementation and improvement of continuous integration and continuous delivery (CI/CD), automated code and data testing, security scanning, deployment automation, Infrastructure as Code, compliance-as-code, configuration management, logging, monitoring, and release-management practices.
- Support current-state OJP technology implementations while helping design and deploy future-state solutions from proof of concept through production and end-to-end integration.
- Coordinate with OJP networking and security teams for patching, vulnerability remediation, Authority to Operate or Authority to Test activities, and other responsibilities that cross product-family boundaries.
- Lead code reviews, technical design reviews, engineering standards development, and technical-debt reduction efforts.
- Evaluate recurring engineering problems and recommend refactoring, automation, product consolidation, technology standardization, or modernization actions that improve maintainability, resilience, security, accessibility, and cost effectiveness.
- Develop and use technical and product-delivery measures to improve visibility into product health, backlog age, cycle time, lead time to change, defect and rework trends, release readiness, reliability, and operational performance.
- Support FinOps and cost-optimization activities by identifying opportunities to improve resource utilization and reduce unnecessary technology and operational costs.
- Investigate and resolve assigned help desk tickets and technical issues involving Data Integration and DevSecOps products.
- Mentor software engineers and help cross-functional product teams adopt consistent Agile, Development, Security, and Operations (DevSecOps), automated testing, secure-development, documentation, and continuous-improvement practices.
- Prepare and present technical findings, root-cause analyses, engineering recommendations, modernization options, and implementation roadmaps to Government technical and management stakeholders.

Basic Qualifications

- Bachelor’s degree in Computer Science, Software Engineering, Information Systems, Engineering, or a related technical discipline, or equivalent relevant experience, consistent with applicable labor-category requirements.
- Minimum six (6) years of progressively responsible software engineering experience developing, enhancing, integrating, and maintaining enterprise applications.
- Demonstrated experience designing and implementing complex application enhancements, APIs, system integrations, and automated tests.
- Experience with Agile software development, Development, Security, and Operations (DevSecOps), continuous integration and continuous delivery (CI/CD), configuration management, and secure software development practices.
- Experience with Git-based source control and one or more CI/CD, build, deployment, or automation platforms.
- Experience developing or supporting RESTful APIs, web services, data integrations, and common authentication and authorization mechanisms.
- Experience with cloud-hosted or containerized applications and automated deployment practices.
- Experience troubleshooting complex application, integration, deployment, or production issues and performing root-cause analysis.
- Strong understanding of software design principles, automated testing, maintainability, reliability, and secure engineering practices.
- Strong written and verbal communication skills and demonstrated ability to collaborate with Government stakeholders and cross-functional technical teams.
- Must satisfy the citizenship, residency, background-investigation, and Public Trust requirements applicable to the task order.

Preferred Qualifications

- Experience supporting DOJ, OJP, or another complex Federal enterprise or digital-service environment.
- Experience with one or more relevant platforms or tools such as Azure DevOps, Jenkins, Ansible Tower, Git or GitHub, Docker, AWS GovCloud, WSO2 API Manager, Splunk, StatusCake, Tenable, Acunetix, Guardium, or comparable technologies.
- Experience with API management, API lifecycle management, integration engineering, or identity integration using technologies or protocols such as Okta, SailPoint, SCIM, OAuth 2.0, SAML, REST, JSON, XML, or SOAP.
- Experience with Infrastructure as Code, compliance-as-code, automated security testing, CI/CD security scanning, monitoring, observability, FinOps, or automated operational reporting.
- Experience with enterprise architecture standards, technology rationalization, Alternatives Analysis, modernization roadmaps, or product/platform consolidation.
- Relevant training or certifications in API management, Azure DevOps, GitHub, cloud, DevOps, software engineering, security, or related technologies.

## Pay Range:
Pay Range $107,900.00 - $195,050.00
