Software Engineer IV

Leidos is seeking a Software Engineer IV to support the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Office of the Chief Information Officer (OCIO) in modernizing, integrating, and sustaining mission-supporting digital products and services.

The Software Engineer IV will serve as an experienced hands-on engineer responsible for designing and implementing complex application enhancements, application programming interfaces (APIs), integrations, automation, and cloud-based capabilities. The successful candidate will revise software for improved function, lead technical problem solving within assigned components, strengthen Development, Security, and Operations (DevSecOps), automated testing, and continuous integration and continuous delivery (CI/CD) practices, and help standardize secure and maintainable engineering approaches across OJP product teams.

Primary Responsibilities

- Design, develop, enhance, integrate, test, deploy, and sustain complex enterprise application components, APIs, automation, and supporting services.
- Revise existing software to improve functionality, reliability, performance, security, accessibility, interoperability, and maintainability while reducing defects and technical debt.
- Lead technical analysis of enhancement requests, defects, user stories, integration requirements, and recurring technical issues and recommend practical implementation approaches.
- Design, implement, publish, and maintain APIs and data integrations using OJP-approved technologies, including WSO2 API Manager and applicable web-service standards and protocols.
- Configure and support WSO2 API Manager capabilities for API creation, publication, lifecycle management, governance, testing, monitoring, and integration, coordinating platform-administration, patching, and infrastructure activities with applicable OJP service-delivery, networking, and security teams.
- Design and support API integrations with OJP's Identity and Access Management System (DIAMD), including integrations involving Okta and SailPoint and protocols such as SCIM, OAuth 2.0, and SAML, in coordination with the DIAMD support team.
- Develop, improve, and troubleshoot continuous integration and continuous delivery (CI/CD) pipelines, automated testing, source-code management, deployment automation, security-scanning integration, and configuration-management practices.
- Support current-state product configuration and future-state product implementation, including development of user stories, deployment activities, technical documentation, and coordination required to support Authority to Operate activities.
- Support cloud-hosted and containerized applications, including monitoring, logging, deployment troubleshooting, configuration, and performance analysis.
- Coordinate with OJP networking and security teams during routine patching, security scans, vulnerability remediation, and infrastructure-related activities.
- Investigate and resolve assigned help desk tickets, defects, and technical issues involving Data Integration and DevSecOps products.
- Perform code and technical reviews, establish component-level engineering and testing practices, and mentor less-experienced engineers in secure, maintainable, and automated development practices.
- Partner with architecture, DevOps, data integration, cybersecurity, and business analysis personnel to ensure solutions align with OJP architecture, technical standards, security requirements, and customer needs.
- Develop and maintain interface documentation, runbooks, configuration records, implementation procedures, and other technical artifacts needed to sustain supported products and services.
- Identify opportunities for automation, refactoring, modernization, technology consolidation, and improved engineering practices that reduce recurring issues and lifecycle cost.

Basic Qualifications

- Bachelor’s degree in Computer Science, Software Engineering, Information Systems, Engineering, or a related technical discipline, or equivalent relevant experience, consistent with applicable labor-category requirements.
- Minimum six (6) years of progressively responsible software engineering experience developing, enhancing, integrating, and maintaining enterprise applications.
- Demonstrated experience designing and implementing complex application enhancements, APIs, system integrations, and automated tests.
- Experience with Agile software development, Development, Security, and Operations (DevSecOps), continuous integration and continuous delivery (CI/CD), configuration management, and secure software development practices.
- Experience with Git-based source control and one or more CI/CD, build, deployment, or automation platforms.
- Experience developing or supporting RESTful APIs, web services, data integrations, and common authentication and authorization mechanisms.
- Experience with cloud-hosted or containerized applications and automated deployment practices.
- Experience troubleshooting complex application, integration, deployment, or production issues and performing root-cause analysis.
- Strong understanding of software design principles, automated testing, maintainability, reliability, and secure engineering practices.
- Strong written and verbal communication skills and demonstrated ability to collaborate with Government stakeholders and cross-functional technical teams.
- Must satisfy the citizenship, residency, background-investigation, and Public Trust requirements applicable to the task order.

Preferred Qualifications

- Experience supporting DOJ, OJP, or another large Federal digital-service or enterprise IT environment.
- Experience with one or more relevant tools or platforms such as Azure DevOps, Jenkins, Ansible Tower, Git or GitHub, Docker, AWS GovCloud, WSO2 API Manager, Linux, or comparable technologies.
- Experience with API management, API lifecycle management, web-service integration, or identity and access integration using technologies or protocols such as Okta, SailPoint, SCIM, OAuth 2.0, SAML, SSL/TLS, SSH, or Kerberos.
- Experience with Infrastructure as Code, automated security testing, CI/CD security scanning, configuration management, monitoring, logging, observability, or automated product and operational reporting.
- Familiarity with security and monitoring technologies such as Tenable, Acunetix, Guardium, Splunk, StatusCake, or comparable platforms.
- Relevant training or certifications in API management, Azure DevOps, GitHub, cloud, DevOps, software engineering, or related technologies.

## Pay Range:
Pay Range $87,100.00 - $157,450.00
