Software Engineer II

Leidos is seeking a Software Engineer II to support the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Office of the Chief Information Officer (OCIO) in improving, maintaining, testing, and supporting secure, reliable, accessible, and user-centered digital products and services.

The Software Engineer II will provide hands-on software improvement across applications, application programming interfaces (APIs), integrations, automated testing, automation, and Development, Security, and Operations (DevSecOps) capabilities supporting OJP product teams. Under the guidance of senior engineers and technical leads, the successful candidate will enhance existing software, correct defects, reduce technical debt, strengthen automated testing, and contribute to secure and maintainable solutions using modern Agile and DevSecOps practices.

Primary Responsibilities

- Develop, modify, test, debug, and maintain software components that support OJP digital products, integrations, APIs, automation, and internal platforms under established engineering guidance.
- Provide software improvements to existing applications and services by implementing approved enhancements, defect corrections, refactoring, and technical-debt reduction activities.
- Translate assigned user stories, acceptance criteria, customer needs, and technical requirements into working software using Agile product-team practices.
- Create and maintain automated unit, integration, regression, API, and data tests to improve release quality and reduce recurring defects.
- Participate in Git-based source-control workflows, code reviews, pull requests, branching, merging, and configuration-management practices.
- Support continuous integration and continuous delivery (CI/CD) pipelines, build automation, security scanning, artifact or container workflows, and repeatable deployment processes using OJP-approved tools.
- Develop, consume, test, and maintain APIs and web services through OJP's data-integration environment, including WSO2 API Manager when assigned, using applicable standards and protocols such as REST, JSON, XML, SOAP, and related technologies.
- Support API integrations with OJP's Identity and Access Management System (DIAMD), including integrations involving Okta and SailPoint and protocols such as SCIM, OAuth 2.0, and SAML, under the direction of senior technical staff and in coordination with the DIAMD team.
- Support cloud-hosted and containerized application environments and assist with deployment, monitoring, configuration, security, patching, and troubleshooting activities in coordination with OJP networking and security teams.
- Investigate and resolve assigned help desk tickets, software defects, test failures, and technical issues involving Data Integration and DevSecOps products, escalating complex issues when appropriate.
- Participate in defect triage, root-cause analysis, corrective-action activities, sprint reviews, retrospectives, backlog refinement, and other Agile delivery activities.
- Create and maintain technical documentation, configuration information, user stories, standard operating procedures, test evidence, and implementation notes needed to sustain supported products and services.
- Collaborate with software engineers, architects, DevOps engineers, business analysts, product managers, and Government stakeholders to deliver secure, compliant, accessible, and maintainable capabilities.

Basic Qualifications

- Bachelor's degree in Computer Science, Software Engineering, Information Systems, Engineering, or a related technical discipline, or equivalent relevant experience, consistent with applicable labor-category requirements.
- Minimum two (2) years of progressively responsible software engineering or application development experience.
- Experience developing, enhancing, debugging, testing, or maintaining enterprise or web-based applications across one or more application layers.
- Experience with modern source control and software-development practices, including Git-based workflows, code reviews, and automated testing.
- Experience working in Agile development environments and participating in iterative planning, backlog refinement, sprint execution, or Kanban delivery.
- Working knowledge of REST APIs, JavaScript Object Notation (JSON), authentication and authorization concepts, and common integration patterns.
- Working knowledge of continuous integration and continuous delivery (CI/CD), cloud platforms, containers, automation, or Infrastructure as Code.
- Ability to troubleshoot software defects, test failures, integration issues, or deployment problems and to document findings clearly.
- Strong analytical, written communication, problem-solving, and team collaboration skills.
- Must satisfy the citizenship, residency, background-investigation, and Public Trust requirements applicable to the task order.

Preferred Qualifications

- Experience supporting DOJ, OJP, or another Federal digital-service environment.
- Experience with one or more relevant tools or platforms such as Azure DevOps, Jenkins, Ansible, Docker, AWS GovCloud, WSO2 API Manager, Git-based repositories, or Linux.
- Familiarity with API management and identity-integration technologies, including SCIM, OAuth 2.0, SAML, Okta, SailPoint, or comparable technologies.
- Familiarity with security scanning, application monitoring, logging, observability, and coordinated vulnerability-remediation workflows.
- Familiarity with Section 508 accessibility, secure software development, Infrastructure as Code, automated testing, and DevSecOps practices.
- Relevant training or certifications in API management, Azure DevOps, GitHub, cloud, DevOps, software engineering, or related technologies.

## Pay Range:
Pay Range $69,550.00 - $125,725.00
