Software Engineer III

Leidos is seeking a Software Engineer III to support the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Office of the Chief Information Officer (OCIO) in advancing secure, reliable, accessible, and user-centered digital products and services.

The Software Engineer III will contribute to the design, development, enhancement, integration, testing, deployment, and sustainment of applications, application programming interfaces (APIs), automation, and Development, Security, and Operations (DevSecOps) capabilities supporting OJP product teams. The successful candidate will revise existing software to improve function, address defects and technical debt, strengthen automated testing, and support implementation of solutions within OJP's current and future enterprise architecture using modern Agile and DevSecOps practices.

Primary Responsibilities

- Develop, modify, test, debug, and maintain software components that support OJP digital products, integrations, APIs, automation, and internal platforms.
- Revise existing software to improve functionality, maintainability, usability, performance, accessibility, security, and reliability while reducing defects and technical debt.
- Translate user stories, acceptance criteria, customer needs, and technical requirements into working software using Agile product-team practices.
- Create and maintain automated unit, integration, regression, API, and data tests to improve release quality and reduce technical debt.
- Support continuous integration and continuous delivery (CI/CD) pipelines, source-code repositories, build automation, security scanning, artifact or container workflows, and repeatable deployment processes using OJP-approved tools.
- Develop, publish, consume, and maintain APIs and web services through OJP's data-integration environment, including WSO2 API Manager, using applicable standards and protocols such as REST, JSON, XML, SOAP, and related technologies.
- Support API integrations with OJP's Identity and Access Management System (DIAMD), including integrations involving Okta and SailPoint and protocols such as SCIM, OAuth 2.0, and SAML, in coordination with the DIAMD team.
- Support cloud-hosted and containerized application environments and coordinate deployment, security, patching, and troubleshooting activities with OJP networking and security teams.
- Investigate and resolve assigned help desk tickets, defects, and technical issues involving Data Integration and DevSecOps products.
- Participate in code reviews, defect triage, root-cause analysis, production support, and corrective-action activities.
- Create and maintain technical documentation, configuration information, user stories, standard operating procedures, and implementation notes.
- Collaborate with software engineers, architects, DevOps engineers, business analysts, product managers, and Government stakeholders to deliver secure, compliant, accessible, and maintainable capabilities.

Basic Qualifications

- Bachelor’s degree in Computer Science, Software Engineering, Information Systems, Engineering, or a related technical discipline, or equivalent relevant experience, consistent with applicable labor-category requirements.
- Minimum four (4) years of progressively responsible software engineering or application development experience.
- Experience developing, enhancing, debugging, and maintaining enterprise or web-based applications across one or more application layers.
- Experience with modern source control and software development practices, including Git-based workflows, code reviews, and automated testing.
- Experience working in Agile development environments and participating in iterative planning, backlog refinement, sprint execution, or Kanban delivery.
- Working knowledge of REST APIs, JavaScript Object Notation (JSON), authentication and authorization concepts, and common integration patterns.
- Working knowledge of continuous integration and continuous delivery (CI/CD), cloud platforms, containers, automation, or Infrastructure as Code.
- Strong analytical, troubleshooting, written communication, and team collaboration skills.
- Must satisfy the citizenship, residency, background-investigation, and Public Trust requirements applicable to the task order.

Preferred Qualifications

- Experience supporting DOJ, OJP, or another Federal digital-service environment.
- Experience with one or more relevant tools or platforms such as Azure DevOps, Jenkins, Ansible, Docker, AWS GovCloud, WSO2 API Manager, Git-based repositories, or Linux.
- Familiarity with API management and identity-integration technologies, including SCIM, OAuth 2.0, SAML, Okta, SailPoint, or comparable technologies.
- Familiarity with security scanning, application monitoring, logging, observability, and coordinated vulnerability-remediation workflows.
- Familiarity with Section 508 accessibility, secure software development, Infrastructure as Code, and automated testing practices.
- Relevant training or certifications in API management, Azure DevOps, GitHub, cloud, DevOps, software engineering, or related technologies.

## Pay Range:
Pay Range $87,100.00 - $157,450.00
