Job Title: Federal Construction Project Manager Job Description
This role oversees complex federal construction projects, with a strong focus on industrial and government work. The Project Manager leads project planning and execution, manages schedules and budgets, and serves as a key liaison between government contracting personnel, field teams, and subcontractors. The position requires proven experience delivering federal construction projects for agencies such as NAVFAC and the U.S. Air Force, using Primavera P6 to drive schedule performance and project success.
Responsibilities
- Lead the planning, coordination, and execution of federal construction projects from initiation through closeout.
- Manage multiple concurrent projects and ensure all work complies with federal contract requirements and agency standards.
- Use Primavera P6 to update project schedules, review and analyze the critical path, and clearly explain schedule impacts to stakeholders.
- Monitor project progress against schedule and budget, proactively identify contract, cost, and schedule issues, and develop effective mitigation plans.
- Oversee subcontractor performance, including selection, coordination, and ongoing management to ensure quality and timely delivery.
- Direct and manage procurement activities, ensuring materials, equipment, and services are ordered and delivered in alignment with project timelines.
- Coordinate and manage submittals, requests for information (RFIs), change orders, and other project documentation in accordance with contract requirements.
- Lead project change management efforts, including evaluating change impacts, preparing documentation, and supporting negotiation of contract modifications.
- Work directly with government contracting and construction personnel to maintain strong communication, address concerns, and ensure project compliance.
- Communicate clearly and consistently with field teams, providing direction, resolving issues, and supporting safe and efficient construction operations.
- Mentor and support other Project Managers, coordinating multiple project teams and fostering collaboration and best practices.
- Provide leadership on complex projects, making sound judgments to identify risks early and establish a clear path forward.
- Drive project closeout activities, ensuring all documentation, inspections, and turnover requirements are completed accurately and on time.
Essential Skills
- At least 5 years of project management experience in construction, with a focus on federal contracts.
- Proven project management experience on federal construction contracts, including direct work history with NAVFAC and the U.S. Air Force.
- Hands-on experience with Primavera P6, including updating schedules, reviewing the critical path, and explaining schedule impacts.
- Demonstrated ability to manage subcontractors, budgets, procurement, submittals, RFIs, changes, and project closeout.
- Experience coordinating and communicating effectively with government contracting and construction personnel.
- Strong project coordination skills in industrial and federal construction environments.
- Ability to lead complex or multiple concurrent federal projects and maintain control over schedule, cost, and quality.
- Sound judgment in identifying contract, cost, and schedule issues early and developing practical solutions.
Additional Skills & Qualifications
- Experience working on federal construction projects for NAVFAC, the U.S. Air Force, and the Navy.
- Background with general contractor operations on industrial and federal projects.
- Experience mentoring Project Managers and coordinating multiple project teams.
- Strong communication skills with field teams and stakeholders at all levels.
- Proficiency with construction management processes, including change order management and documentation control.

Work Environment
This is an onsite role based in Virginia Beach, Virginia, supporting industrial and federal construction projects. The work environment centers around active construction sites and office-based project coordination, with regular interaction with field teams, subcontractors, and government personnel. Primavera P6 and standard construction management tools are used to manage schedules, documentation, and project performance. The company operates as a growing mid-size general contractor, offering opportunities to work on government projects in the Hampton Roads area and to grow professionally within a smaller, collaborative team setting.

This is a Contract to Hire position based out of Virginia Beach, VA.
Pay and Benefits
The pay range for this position is $120000.00 - $140000.00/hr. Individual compensation offered for this position within this range will depend on many factors, including qualifications, skills, relevant experience, job knowledge, geographic location, internal equity, and other pertinent job-related factors.
