Role and Responsibilities

Samsung is looking for a Senior Technical Program Manager – Fintech to join our growing Fintech team. Following the launch of Samsung Galaxy Card, our team is building and expanding financial products and experiences across the Samsung ecosystem.

In this role, you will lead the end-to-end execution of complex fintech initiatives, partnering closely with Product, Engineering, QA, Design, Analytics, Operations, and external financial partners to deliver high-quality products and features to market.

The ideal candidate is a highly organized and execution-oriented program leader who is comfortable operating at the intersection of product, technology, and financial services. You will work directly with engineering and QA teams to drive technical planning, development, testing, release readiness, and production launches. You will also coordinate the broader cross-functional and operational workstreams necessary to successfully launch and scale fintech products.

This role requires strong technical fluency, exceptional cross-functional leadership, and the ability to bring structure and clarity to complex programs involving multiple internal teams and external partners.

Role and Responsibilities

·         Lead end-to-end technical program management for complex fintech products and initiatives, from requirements and planning through development, QA, launch, and post-launch stabilization.

·         Partner closely with Product, Engineering, and QA teams to translate product roadmaps into executable program plans, milestones, dependencies, and release schedules.

·         Drive execution across multiple engineering teams and systems, ensuring technical dependencies, integration points, critical-path activities, and ownership are clearly understood and actively managed.

·         Establish and lead program operating cadences, including planning sessions, dependency reviews, technical reviews, defect triage, release readiness reviews, and executive status updates.

·         Identify program and technical risks early, develop mitigation plans, and proactively drive issues and blockers to resolution.

·         Partner with Engineering and QA to define testing strategies, coordinate end-to-end and partner integration testing, manage defect prioritization, and establish launch readiness criteria.

·         Drive production readiness and launch execution, including go/no-go processes, launch-day coordination, escalation management, and post-launch stabilization.

·         Coordinate programs involving external financial institutions, payment networks, technology providers, and other strategic partners.

·         Serve as a central point of coordination across Product, Engineering, QA, Design, Analytics, Operations, Legal/Compliance, Marketing, Customer Support, and partner teams.

·         Maintain clear program artifacts, including integrated project plans, milestones, RAID logs, dependency tracking, decision logs, release plans, and executive-level reporting.

·         Communicate program status, risks, dependencies, tradeoffs, and decisions clearly to working teams and senior leadership.

·         Drive accountability and alignment across teams without direct authority, ensuring commitments, decisions, and follow-up actions are clearly owned.

·         Coordinate non-technical launch dependencies across functions such as Legal, Compliance, Risk, Operations, Marketing, Customer Support, and Finance to ensure overall business readiness.

·         Lead program retrospectives and continuously improve development, testing, release, and cross-functional operating processes.

·         Help establish scalable program-management practices and operating mechanisms as Samsung expands its fintech product portfolio.

Skills and Qualifications

Minimum Qualifications

- Bachelor's degree in Computer Science, Engineering, Information Systems, Business, or a related field, or equivalent practical experience.
- 8+ years of experience in technical program management, engineering program management, program management, product operations, or a related discipline.
- Demonstrated experience leading complex, cross-functional technology programs from requirements through production launch.
- Strong experience working directly with software engineering, QA, and product management teams.
- Experience managing programs involving multiple systems, technical dependencies, APIs, integrations, or external technology partners.
- Strong understanding of the software development lifecycle, including requirements, development, testing, release management, and production operations.
- Demonstrated experience driving QA, UAT, defect management, release readiness, and production launch processes.
- Ability to understand technical architecture and engineering discussions and translate them into program dependencies, risks, decisions, and execution plans.
- Proven ability to manage multiple complex workstreams simultaneously in a fast-paced environment with changing priorities.
- Strong problem-solving skills with the ability to identify issues, establish clear paths to resolution, and drive teams toward decisions.
- Excellent written and verbal communication skills, with experience communicating program status, risks, and tradeoffs to senior leadership.
- Demonstrated ability to influence, build alignment, and drive accountability across cross-functional teams without direct authority.
- Strong organizational skills and attention to detail, with demonstrated ability to bring structure to ambiguous and complex initiatives.
- Experience with tools such as Jira, Confluence, Smartsheet, Asana, or similar program and engineering management platforms.

Preferred Qualifications

- Experience in fintech, payments, credit cards, digital wallets, banking, lending, or financial services technology.
- Experience launching consumer-facing financial products or services.
- Experience working with banks, card networks, payment processors, fintech platforms, or other financial-services partners.
- Understanding of payment and card ecosystems, including areas such as authorization, clearing and settlement, tokenization, digital wallet provisioning, rewards, fraud, disputes, and account servicing.
- Experience managing complex API and system integrations involving multiple internal and external organizations.
- Experience coordinating programs involving Legal, Compliance, Risk, Privacy, Security, and Operations.
- Familiarity with security, privacy, and regulatory considerations associated with consumer financial products.
- Experience working within a large, global, and highly matrixed technology organization.
- Experience establishing program-management processes and operating mechanisms for a new or rapidly growing product organization.
- PMP, PgMP, Scrum Master, SAFe, or other relevant program/agile certification is a plus.

The salary range for this role is expected to be between $166,000 and $205,000.  Actual pay will be determined considering factors such as relevant skills and experience, and comparison to other employees in the role.
