WHAT WE'RE DOING

Lockheed Martin’s Intelligence, Surveillance & Reconnaissance Systems Engineering (ISR&SE) team develops and delivers advanced capabilities that enable secure information sharing across complex mission environments.

Supporting the Radiant Mercury program within MIC2, you’ll help drive the engineering execution of a critical capability while partnering across Engineering & Technology, Program Management, Business Development, and our customer to ensure successful program performance and continued growth.

THE WORK

As an Engineering Project Management Sr Stf, you’ll lead engineering execution for the Radiant Mercury program with responsibility for technical performance, cost, schedule, and resource

planning.

You’ll serve as a key technical interface between Engineering, Program Management, and the customer while coordinating multidisciplinary teams to ensure technical baselines, engineering plans, and program priorities remain aligned throughout the program lifecycle.

KEY RESPONSIBILITIES

• Drive engineering technical, cost, and schedule performance in support of program commitments.

• Develop engineering resource, staffing, cost, and technical estimates supporting program execution and new business opportunities.

• Serve as a key technical interface with Program Management and the customer, communicating engineering status, risks, priorities, and solutions.

• Coordinate systems engineering activities supporting program execution, technical planning, and proposals.

• Ensure requirements, system designs, and technical baselines are established, maintained, tracked, and verified.

• Establish and track Technical Performance Measures (TPMs), engineering metrics, and technical risks to support program decision-making.

• Collaborate across Engineering & Technology, Program Management, Business Development, and technical leadership to align resources, strategy, and long-term program needs.

• Ensure engineering plans and technical baselines align with Program Control, Modern Engineering practices, organizational processes, lessons learned, and industry best practices.

Basic Qualifications

* Bachelors degree from an accredited college in a related discipline, with 14 years or more of professional experience, 12 years of professional experience with a related Masters degree, or equivalent experience /combined education. Considered an expert, authority in discipline.
* Broad background in all lifecycle phases of systems engineering
* Strong Engineering leadership experience
* Strong risk management experience and expertise, including identification, mitigation and abatement planning, execution, and tracking
* Strong cost account and earned value management experience (EVM)
* Expertise in cost estimating and creating Basis of Estimates (BOEs)
* Demonstrated interpersonal, team-building skills, strong work ethic and self-motivation
* Strong customer focus with a proven record of outstanding customer satisfaction.
* Demonstrated experience in driving datai nformed change in support of improving affordability and quality
* Must have a current / active DoD Top Secret Clearance with ability to achieve program specific clearances
* Candidate to be able to work at the Deer Creek Lockheed Martin Facility

Desired Skills

* Experience in Cross Domain Solution (CDS) technologies and products
* Experience with Independent Research and Development (IRAD) and Capital execution, planning, and spending
* Operational experience with Department of Defense (DoD) and Intelligence Community (IC)
* Knowledge of emerging system engineering practices (digital engineering) and experience in adopting and implementing key practices
* Ability to direct and oversee engineers supporting multiple semi-unrelated projects in several technical disciplines
* Ability to travel when required up to approximately 15%
* Cross Domain Solution design and development experience
* Knowledge and experience in security standards, policies, and procedures, e.g. Certified Information Systems Security Professionals (CISSP)
* Knowledge and experience using Risk Management Framework (RMF), Intelligence Community Directive (ICD) 503, National Institute of Standards in Technology (NIST) Special Publication (SP) 800-53 controls
* Knowledge and experience achieving the National Security Agency (NSA) Raise the Bar standards
* Strong oral and written communications skillsAccountable for overall engineering technical, cost and schedule performance on a specific program.

Standard Job Description: Provides primary Tech Ops interface with Program Management (PM) Office/Customer for all programmatic items on a specific program.Responsible for identification and closure of technical issues.Meets/Exceeds all technical commitments made to the programs.Tracks Estimated time to Complete/Earned Value Management (ETC/EVM) Metrics to monitor program performance and identify technical or Tech Ops staffing risks, while managing cost/schedule.Ensures requirements baseline in documents, tracked, maintained, and verified.Ensures establishment and tracking of key Technical Performance Measures (TPM).Provides timely and accurate projections of engineering resource requirements.Works with PM to ensure GRID is up to date. Works closely with first and second line functional leaders to identify and secure appropriate staffing, coordinates with the PM office and first line managers on proposed engineering staffing changes prior to changes.Works with PM to ensure organizational standard processes are adapted, approved and followed.Leverages proven processes, lessons learned, and best practices from other parts of business or industry.In concert with the LOB and/or Market Segment Chief Engineer, ensures program plans and technical baselines are consistent with Program Control processes and Modern Engineering Practices.EPM is also responsible for the Chief Architect (CA) roles and responsibilities when the project or market segment does not utilize CAs.Depending on size/complexity of program, EPM role may be filled from Chief Engineer or Centers of Excellence (COE) organization.This classification requires approval from sub senior leadership team (SLT) leader in employee's chain of command.

Pay Information

Full-Time Salary Range: $145100.00 - $269500.00

Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.
