General Description and Classification Standards:

Designs, develops, installs, and maintains process control systems. This is the senior-level engineering position. The job involves supporting watershed operations, SCADA activities, assisting with SCADA-related break-fix tasks, maintaining and enhancing SCADA documentation, ensuring contractors adhere to watershed SCADA guidelines and procedures, monitoring SCADA-related capital projects, and providing necessary training. Additionally, the role entails maintaining and enhancing safety and non-safety instrumentation and control systems for water and wastewater processes round-the-clock, with familiarity in industry standards such as ISA, IEC, AWWA, and NFPA. This is fully seasoned professional level capable of independently carrying out most assignments typical of the profession. This level would be attainable by multiple incumbents in a work group (not necessarily all) but would not be an automatic promotional level.

Supervision Received:

Works under very general supervision. Depending on organization structure, may work independently with responsibility for an assigned function or program.

Essential Duties and Responsibilities:

- Designing, developing, installing, and maintaining process control systems and equipment.
- Managing and maintaining process control systems and equipment and troubleshooting any issues related to control engineering systems, machinery, and processes.
- May administer the related database and network including report writing.
- Conducting project planning, cost analysis, and vendor comparisons.
- Making recommendations to management on system purchases.
- May provide directions to lower-level associates.
- Performs other duties as assigned.
- May work independently with responsibility for assigned program.
- Provides training and/or project leadership to less experienced professionals or support staff.
- May supervise clerical or support staff.
- Maintains DCS and PLC systems, including servers, routers, and switches, and implements necessary solutions.
- Reviews and evaluates instrumentation and control documentation associated with plant and capital projects, such as loop sheets, P&IDs, ladder logic drawings, electrical schematics, and functional diagrams.
- Maintains iFix platforms, including virtual servers, physical servers, thin manager, operator workstations, and other platforms essential for plant operations.
- Oversee activities of contractors executing SCADA projects.
- Write specifications, control narratives, and scopes of work for new control system products.
- Recommends new SCADA products and solutions.
- Provides training, as necessary.
- Assists operations with creating and delivering SCADA data reports required to evaluate plant performance.
- Provides break-fix support for DCS and PLC issues.
- Ensure documentation and quality control standards are met.
- Supports project activities related to SCADA systems.
- Designs and evaluates new control system products.
- May perform other duties as assigned.

- Knowledge of Allen Bradley Contrologix, Ignition HMI, Distributed Control Systems and PLCs, Emerson Ovation, ABB, Foxboro, and Allen Bradley.

Minimum Qualifications:

Education and Experience - Bachelor's degree in computer science or BSEE (equivalent professional experience may be considered for substitution for the required degree on an exception basis). Five (5) years of process control experience; must have some project management or leadership experience.

Licensures and Certifications - None required.

Preferred Requirements - Master's degree in computer science or MSEE and five (5) to eight (8) years of experience.

Work Environment:

Required physical, lifting, and sensory capabilities are requirements to perform the job successfully. Typical environmental conditions associated with the job.

Lifting Requirements:

Light work : Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects.

Medium work : Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
