The Mods & Upgrades On-Ramp team is seeking a Level 5 Program Manager / Team Lead to support the Block 4 Capability Insertion portfolio. Block 4 is the largest LRP value driver within the Mods & Upgrades portfolio and is focused on delivering critical modernization capabilities to fielded aircraft.

This role will lead a team of Block 4 Program Managers and help drive capability insertion proposals through the lifecycle from requirement maturity through proposal development, negotiation, and contract award. The selected candidate will provide portfolio-level leadership across proposal strategy, capability roadmap alignment, supplier integration, contract structure, negotiation readiness, and cross-functional execution planning.

This role requires a program manager who can operate across both development and sustainment environments, understand how capabilities mature and integrate over time, and translate complex technical, supplier, funding, and customer priorities into executable proposal and award strategies.

Key Responsibilities:

* Lead the Block 4 Capability Insertion team by providing program management direction, portfolio integration, prioritization, coaching, and escalation support.
* Drive Block 4 proposals through the requirement, proposal, negotiation, and contract award lifecycle.
* Integrate capability roadmap priorities with proposal strategy, technical maturity, supplier readiness, funding, contract structure, and customer needs.
* Coordinate across Program Management, Engineering, Contracts, Supply Chain, Pricing, Business Management, suppliers, and customer stakeholders to mature proposal inputs and resolve blockers.
* Support negotiation readiness by ensuring proposal assumptions, scope, risks, dependencies, and customer positions are clearly understood and leadership-ready.
* Maintain visibility across active and emerging Block 4 capability areas, including 40PX, 41PX, 42PX, and future capability insertion efforts.

Basic Qualifications

* Program management, project management, proposal management, development, modernization, sustainment, or aerospace program experience.
* Experience leading complex, cross-functional work across multiple stakeholders.
* Experience coordinating with functions such as Engineering, Contracts, Supply Chain, Pricing, Business Management, suppliers, or customer stakeholders.
* Experience managing proposal lifecycle activities from requirement maturity through proposal development, negotiation, and contract award.
* Experience with cross functional communications, leading, prioritizing, and problem-solving.
* Experience operating with independence, sound judgment, and leadership presence in a high-visibility portfolio.
* Active Secret Clearance

Desired Skills

* Experience with Block 4, capability insertion, modernization, development lifecycle, or F-35 sustainment / modifications.
* Experience leading or coaching a team of program managers or cross-functional contributors.
* Strong understanding of proposal strategy, contract negotiations, supplier integration, funding alignment, and technical maturity.
* Ability to connect capability roadmap priorities to executable proposal and award strategies.
* Experience managing high-dollar, complex proposals with technical, supplier, customer, and contract dependencies.
* Familiarity with 40PX, 41PX, 42PX, or similar capability insertion efforts.

Pay Information

Full-Time Salary Range: $148300.00 - $275500.00
